CJP chose Mumbai for its new protest because its leader, Abhijeet Dipke, says Maharashtra’s election results show the state’s importance to political power in Delhi. The campaign is separate from CJP’s earlier Jantar Mantar agitation, which focused on education and examination issues and ended after the government accepted demands including Education Minister Dharmendra Pradhan’s resignation. The new campaign targets alleged changes to voter rolls and calls for Chief Election Commissioner Gyanesh Kumar to resign.
Why did CJP choose Mumbai rather than Delhi?
Dipke told Hindustan Times that the immediate trigger for the campaign was a news investigation alleging an internal rift within the Election Commission. He also tied the choice of Mumbai to Maharashtra’s electoral importance, pointing to the contrasting results in the state’s 2024 Lok Sabha and Assembly elections. “In this context that we have chosen to start the agitation from Mumbai,” he said. He also used the Marathi phrase “Delhi che hi takth rakhto Maharashtra maza [Even the Delhi throne is guarded by Maharashtra].” These are Dipke’s explanation and political argument, not evidence that an election was manipulated.
Dipke said the BJP won nine of the 28 Maharashtra Lok Sabha seats it contested in 2024, while the Mahayuti alliance won 17 of 48. Hindustan Times separately reported that, in the Maharashtra Assembly election six months later, the BJP won 132 seats and the Mahayuti alliance won 230 of 288. The figures describe different elections and scopes: the first set is Dipke’s account of BJP-contested Lok Sabha seats and the alliance’s total, while the Assembly figures were reported by Hindustan Times.
How is this campaign different from the Jantar Mantar agitation?
The earlier agitation was about education and examination irregularities, not voter registration. It ended on July 25 after Education Minister Dharmendra Pradhan resigned and the government accepted other CJP demands, according to Hindustan Times. In September, CJP also called off a planned march after the Supreme Court quashed FIRs against NEET protesters and directed compensation for bereaved families, as reported by Hindustan Times.

Meeting demands in the education campaign did not settle CJP’s separate objections to election administration. The new agitation is about alleged voter-name deletions and the Election Commission’s handling of the rolls.
What does CJP allege about voter rolls?
CJP says names were removed through the Special Intensive Revision process and that deletions could affect election outcomes. Dipke cited deletion figures for Maharashtra and other constituencies, but those figures should be understood as his allegations, not independently verified proof of political interference or an altered result.

The claims are disputed. The Election Commission and the government denied wrongdoing, according to The Associated Press and Hindustan Times. Hindustan Times said the Commission described its decisions as unanimous and said it had modified the process to reduce inconvenience. The newspaper’s constituency-level analysis found no correlation between SIR deletions and electoral outcomes, and noted that some removals were due to death or migration. That analysis does not establish that every deletion was appropriate; it does mean the reported evidence does not show that deletion levels tracked election outcomes.

As another measure of the scale of roll changes, Hindustan Times reported on October 2, 2026, that Delhi’s draft rolls had 32.8% fewer names than the 14,510,299 names recorded in June 2026. That is a reported change in the draft rolls, not proof that the removals were politically motivated or changed a result.

What was planned, and what actually happened?
Hindustan Times reported that CJP planned to start at Mumbai’s Shivaji Park, then take the agitation to other locations, including Goa and Kolkata, before holding a sit-in at Jantar Mantar until Kumar resigned. Dipke said, “It will continue till Kumar resigns.” The newspaper reported that police denied permission for the proposed Shivaji Park gathering, citing restrictions on use of the grounds, missing civic permission, and noise and traffic concerns.
The plan should not be confused with the events reported on October 2. The Associated Press reported that hundreds protested in Mumbai that day, while police prevented student and civil-society groups from gathering at Jantar Mantar. Permissions, locations and the next steps in a fast-moving protest can change; the announced route is not a record of completed events.

Why is CJP targeting the Election Commission?
CJP’s stated case is that voter-roll deletions under SIR warrant scrutiny and that Kumar should resign. The group also cited the alleged internal disagreement within the Commission as a reason for launching the agitation. The Commission disputes wrongdoing, and the available reporting does not independently establish that the roll changes were politically motivated or altered an election result. The central distinction is between CJP’s political allegation and what has been independently demonstrated.
