Intel Silvermont was a new low-power Atom microarchitecture unveiled on May 6, 2013, designed alongside Intel’s 22nm Tri-Gate system-on-chip process. It replaced the older Atom foundation with out-of-order execution, a scalable system fabric, new power-management features and support for products ranging from tablets to microservers. Intel pitched it as an answer to ARM-based mobile competition, but its dramatic performance-per-watt figures were Intel’s own estimates—not proof that Silvermont beat ARM in every device or workload.

What Intel Silvermont was

Silvermont was the CPU architecture behind a new generation of low-power Atom products. Intel announced it on May 6, 2013, describing it as an entirely new technology foundation rather than a small refresh. The design was co-optimized with Intel’s 22nm Tri-Gate SoC process, combining architectural changes with a manufacturing process intended for system-on-chip products.

The “five-year snooze” wording in the original headline is best treated as editorial framing. Intel’s launch material calls Silvermont a major new foundation, but the cited primary sources do not establish an exact five-year interval between it and the preceding Atom design.

What changed in the design

  • Out-of-order execution: Silvermont introduced a new out-of-order execution engine, a significant change to how the Atom core could handle and schedule work.
  • Scalable core and system fabric: Its fabric design could support configurations of up to eight cores, allowing the architecture to serve products beyond small mobile devices.
  • New capabilities: Intel cited new IA instructions and virtualization and security capabilities.
  • Power management: Burst Technology 2.0 and low-power C states were part of the design. These features were intended to balance bursts of performance with lower-power operation; actual results depended on the chip and device implementation.

Intel executive vice president and chief product officer Dadi Perlmutter called Silvermont “a leap forward and an entirely new technology foundation for the future that will address a broad range of products and market segments.” Intel Fellow and chief architect Belli Kuttanna said the company’s “design and process technology co-optimization” had exceeded its goals for Silvermont.

Why Intel positioned Silvermont against ARM

ARM-based chips were a prominent efficiency challenge in smartphones and tablets. Intel’s argument was that a redesigned Atom, paired with its 22nm Tri-Gate SoC process, could offer much stronger performance without giving up low-power operation. Silvermont was therefore Intel’s answer to ARM’s efficiency challenge, as Intel framed it—not a neutral finding that one architecture had already won.

At the September 2013 Intel Developer Forum, CEO Brian Krzanich said, “We plan to shape and lead in all areas of computing.” That ambition extended beyond phones and tablets: Intel presented Silvermont as a common foundation for smartphones, tablets, microservers, storage, networking, entry-level laptops and in-vehicle infotainment.

How to read Intel’s performance claims

Intel’s launch announcement made a striking claim: approximately three times the peak performance, or the same performance at approximately five times lower power, compared with the current-generation Atom core. Intel said those figures were a geometric mean across multiple workloads and that individual results varied. They are company-reported comparisons, not a promise that every Silvermont chip would be three times faster or use one-fifth the power in ordinary use.

Intel also made a similar approximately three-times-performance or approximately-five-times-lower-power comparison against ARM-based mobile competitors. Its analysis used measured and projected SPECint rate_base2000 results for expected configurations of major ARM competitors. Intel described the estimates as subject to change when actual parts were verified. It also cautioned that software and workloads could be optimized for Intel, and that individual results varied.

That methodology matters: a projected comparison between expected configurations is not the same as a controlled test of shipping retail phones or tablets. The cited launch material does not establish a neutral, device-to-device ARM-versus-Silvermont result. A fair comparison would need to specify the actual products and examine performance per watt, single-threaded responsiveness, graphics, battery life, process node, operating-system and software compatibility, modem and connectivity, availability, and benchmark methodology.

Intel’s Bay Trail claims were platform claims

For the Atom Z3000/Bay Trail series, Intel claimed double the compute performance and triple the graphics performance of the previous-generation Atom tablet platform. These are Intel’s stated generational comparisons, not independent benchmark findings. Intel also claimed over 10 hours of active battery life and three weeks of standby, but its footnote tied those figures to a particular 1080p video setup, an OEM reference system running Windows 8, and specified measurement conditions. They should not be read as battery-life guarantees for every Bay Trail tablet.

Which products used Silvermont

Silvermont was a microarchitecture used in several product families, not the name of a single processor or device. Intel mapped it to consumer mobile hardware as well as server and networking systems.

Bay Trail was the most visible consumer showcase in this product map. Its practical proposition was platform flexibility: Intel said designs could use the Atom Z3000 series with either Windows or Android, spanning tablets and 2-in-1 form factors.

How fast was an Intel Atom Bay Trail tablet?

There is no single speed figure for a “Bay Trail tablet”: the Bay Trail name covered a product series, and the claims in Intel’s launch material refer to comparisons with a previous Atom tablet platform rather than a specific retail tablet tested under one universal method. Intel’s double-compute and triple-graphics figures are useful as a description of the improvement it claimed for the platform generation, but they do not tell you how quickly a particular app would run or how long a particular tablet would last on a charge.

For an individual device, the relevant evidence is its exact processor and configuration, the software and workload being tested, graphics needs, display and battery implementation, and whether measurements come from a retail product or an OEM reference system. Intel’s reference-system battery figures and its aggregate performance comparisons should not be substituted for those device-specific results.

What Silvermont established—and what it did not

Silvermont marked a substantial redesign of Intel’s low-power Atom foundation, with a new execution engine, scalable core fabric and updated power-management approach. Its product reach—from Bay Trail tablets to Avoton microservers and Rangeley networking systems—showed why Intel treated it as more than a mobile-chip refresh.

Intel’s launch material supports the conclusion that the company intended Silvermont to compete on efficiency and performance with ARM-based mobile designs. It does not, by itself, prove that Silvermont definitively crushed ARM across mobile: the most dramatic comparisons were Intel’s own aggregate and partly projected estimates, not a neutral survey of shipping devices.
