The company’s position is that organizations should organize technology around governed data rather than application silos. Its latest sovereignty survey points to a gap between concern and readiness, but the findings are company-commissioned and do not establish that any product guarantees legal compliance.
What does Everpure mean by data primacy?
Data primacy is Everpure’s name for an architecture in which data, its meaning, and its governance form a shared foundation for business applications and AI systems. Instead of each application owning a separate copy and context, applications and agents draw on—and can contribute to—a governed system of record.
Everpure announced this architecture on June 17, 2026. The company says application-centered systems have contributed to data silos, duplicated information, and blind spots. Its proposed alternative is to attach context, semantics, and governance to data itself, so those qualities can travel with it as different applications use it.
That is a strategic thesis, not an independently established rule for every enterprise. Everpure CEO Charles Giancarlo said in the June announcement that AI “completely upends the traditional IT hierarchy” and argued that moving from app-centricity to data primacy is the right way to reduce fragmentation as applications and agents multiply. That quotation expresses the company’s view; it does not prove a particular architecture will deliver a specific business result.

Why does AI make data governance more important?
AI systems can retrieve and combine information across business functions. If relevant data is scattered across separate applications, duplicated, or missing consistent context, an organization may have difficulty knowing whether an AI system is using an authoritative source and whether the data is being handled under the right controls. The same problem applies when software agents access data or take actions on a company’s behalf.
Everpure’s argument is that a shared, governed data foundation can give applications and AI more consistent context. Its Data Intelligence offering, formerly 1touch.io, is positioned to discover, classify, and contextualize information at its source across the Everpure Platform, public clouds, SaaS applications, and third-party storage. The June announcement describes universal discovery, automated governance, and AI-ready context. Those are vendor claims about product scope, not independent evidence of effectiveness or legal compliance.
What is data sovereignty, and how is it different from data residency?
Data residency is principally about where data is stored. Sovereignty is a broader operational concern: who can access or administer information, which jurisdictions may apply, how data and metadata move, and whether essential services can be disrupted. A storage location is relevant, but it cannot by itself answer all of those questions.

Everpure’s September 30, 2026 release frames sovereignty as a set of questions about access, applicable jurisdictions, and continuity of business-critical data and services. In practice, an organization should examine at least four dimensions:

- Access and control: Who can read, administer, or otherwise control the data, including provider personnel and support systems?
- Jurisdiction and movement: Where are data and metadata stored or processed, how can they move, and which jurisdictions may apply?
- Continuity: What happens to data access and business services if a provider, connection, or region is disrupted?
- Trade-offs: What functionality, flexibility, or scale does a local or sovereign deployment retain or give up?
This is an evaluation framework, not a claim that one checklist resolves every country’s legal requirements. The right controls depend on an organization’s data, contracts, deployment, risk appetite, and the jurisdictions involved.
What does Everpure’s latest sovereignty survey show?
Everpure reported the results on September 30, 2026, from a survey it commissioned Vanson Bourne to conduct in June 2026. It covered 2,100 C-suite and IT leaders at large enterprises in the UK, France, Germany, Australia, Japan, South Korea, Singapore, and India. Everpure’s release does not provide detailed sampling, weighting, or questionnaire methodology, so the figures below should be read as the company’s reported survey findings—not as universal measurements or regulatory statistics.

The contrast between broad concern and limited readiness is the clearest signal in Everpure’s figures: concern is reported by nine in ten respondents, while nearly two-thirds say their organization lacks a formal strategy. The 9% figure also shows that protection against extraterritorial access was not commonly named as a top priority in this survey, despite the higher overall concern figure. These are distinct survey measures, not proof of why respondents answered as they did.
How should an organization assess control in practice?
Start with the systems and data that matter most, then map controls across the full service rather than checking only the location of a storage array. For each important dataset or workload, establish:
- What needs protection: Identify the data, its sensitivity, business purpose, and dependencies, including copies, metadata, and services that process it.
- Who can reach it: Document customer and provider access, administrative privileges, support workflows, and any monitoring or telemetry paths.
- Where it moves and under what terms: Map storage and processing locations, transfers, relevant contracts, and the jurisdictions the organization must consider.
- What happens during disruption: Determine whether the organization can continue operating and access critical data if a provider, service, or connection is unavailable.
- Which trade-offs are acceptable: Compare local or sovereign options with alternatives for functionality, flexibility, and scale against the organization’s actual risk requirements.
Everpure calls its approach “sovereignty by design”: applying controls according to the risk of each dataset, application, and workload, shaped by the organization’s risk appetite and view of regulation. That is the company’s framing. A vendor’s architecture or deployment option cannot, on its own, establish that a customer meets every applicable legal obligation.

What does Everpure’s deployment model establish—and what remains a customer decision?
Everpure’s FY2026 Form 10-K describes its Enterprise Data Cloud as centrally managing a virtualized data cloud across on-premises, hybrid, and public-cloud environments, with the wider platform also covering edge deployments. The filing lists FlashArray, FlashBlade, Everpure Cloud, Purity, Evergreen, and related services as parts of its platform and business. This provides context for the company’s enterprise infrastructure strategy, but does not itself establish a customer’s sovereignty outcome.
Independent reporting adds an important distinction between deployed storage and associated cloud services. In a June 18, 2026 ITPro report from Pure Accelerate 2026, Everpure EMEA CTO Patrick Smith said customer-deployed storage in customers’ data centers is under their control, while acknowledging that Everpure is a U.S. technology provider. Smith also said Pure1 telemetry monitors array configuration and performance metrics but runs in the cloud; some customers may choose “dark sites” and monitor on premises. This is a reported vendor position, not a legal determination for any customer.
Smith’s comment that “Every customer needs to make their own decision on that” referred specifically to the choice of dark-site monitoring and telemetry. Organizations evaluating the model should therefore ask separately about storage location, telemetry, administration, support access, and the operational consequences of disabling or changing monitoring.

What new AI capabilities has Everpure announced?
In a September 30, 2026 announcement, Everpure described production-AI capabilities including PureKVA for pre-staging context to GPU memory, Always-On DeepReduce compression, and an open-weight-model reference architecture. The release said these capabilities would be available in October 2026 and included a forward-looking-statement caveat that timing and delivery remain at Everpure’s discretion. As of October 3, 2026, the announcement alone does not establish that they are generally available.
These announcements fit the company’s data-primacy strategy, but they do not settle whether a given organization should adopt it. Treat product descriptions as claims about intended scope and verify current availability and requirements with the vendor before making deployment decisions.
Why is this an accelerated focus for Everpure?
Everpure is connecting two pressures: AI makes trusted, contextualized enterprise data more strategically important, while sovereignty concerns make control, jurisdiction, and continuity harder to treat as secondary infrastructure details. The company’s June architecture announcement and September survey release put that combined argument at the center of its positioning.
For technology leaders, the useful takeaway is not that “data primacy” is a universal architecture mandate or that a locally deployed system automatically makes data sovereign. It is to evaluate data ownership, context, access, transfer paths, telemetry, and service continuity together—and to weigh those controls against the capability trade-offs of the deployment options available.
