What does application-defined cloud deployment mean?
It means expressing the infrastructure and deployment workflow your application needs in code, then using automation to create or update the target environment. Instead of relying only on manual console changes, the team can review proposed changes in version control and run deployments through a repeatable workflow.
The code may be declarative configuration or a program in a general-purpose language. AWS Prescriptive Guidance describes infrastructure-as-code tools as enabling developers to define and deploy infrastructure with programming languages. The practical goal is not to automate every action blindly; it is to make changes visible, reviewable, and controlled.
Which automation tool should you choose?
There is no universal best tool. AWS Prescriptive Guidance distinguishes AWS-focused estates from multi-provider needs: it points to provider-native options such as CloudFormation or CDK for AWS-focused organizations, and Terraform for multi-provider utility. It also says the choice should reflect organizational goals and developer skillsets. Microsoft’s Azure guidance covers Bicep, Terraform providers, Azure and GitHub integration, and Ansible.

The comparison above does not establish a relative ranking for state and drift management, policy controls, release strategies, rollback mechanics, ecosystem maturity, or CI/CD integration across every tool. Evaluate those dimensions for your specific provider, architecture, and operating model rather than assuming that a language choice settles them.
How to deploy a cloud app with infrastructure-as-code automation
- Define the desired state. Describe the infrastructure and dependencies the application needs using the selected tool: for example, Terraform configuration, Pulumi code, AWS CDK constructs, or Azure Bicep. Keep the definition under version control so changes can be reviewed alongside application work.
- Prepare identity and environment foundations. Configure the identity and permissions the deployment will use, and identify the target account, subscription, region, and environment. For AWS CDK, configure each stack’s environment and bootstrap it first. Bootstrapping provisions resources CDK uses to manage deployments and upload deployment assets; the deploying identity also needs valid CLI permissions.
- Preview the change before applying it. Run the tool’s plan, preview, or synthesis step and inspect the proposed result. Review the generated change in version control before applying it, paying particular attention to replacements, deletions, permission changes, and changes that could interrupt application traffic.
- Run the reviewed workflow from CI/CD. Configure the pipeline to use the intended identity, target environment, and reviewed source revision. Pulumi’s Automation API is one option when an ordinary application executable needs to run Pulumi previews, updates, refreshes, or destroys programmatically. Pulumi documents uses including CI/CD, integration testing, blue-green releases, migrations, and custom CLIs.
- Require production gates. Separate production from routine development deployments. GitHub Actions environments can require approvals and external protection rules; the documented examples include vulnerability results and cloud health metrics. Set gates that match the impact of the release rather than treating a successful infrastructure command as sufficient evidence to promote.
- Observe the release and exercise recovery. Retain deployment state and logs, check application health after the change, and keep a rollback or traffic-switch procedure appropriate to the release strategy. Test that procedure in staging: rollback mechanics vary by provider and strategy, so a successful deployment alone does not prove that recovery will work.
How should you choose a release and rollback strategy?
Choose the release method based on the application’s tolerance for interruption and the infrastructure changes involved. Terraform’s application tutorials include controlled blue-green and canary release patterns. In either case, plan how traffic will move, what health signals will permit progression, and how to return to the previous healthy version if checks fail. The available guidance does not establish one rollback mechanism that applies across providers or tools.

- Blue-green: use separate environments or stacks as appropriate, validate the new version, and switch traffic only when the release meets its checks.
- Canary: expose the release gradually and use defined health or error signals to decide whether to continue or stop.
- Infrastructure change: inspect whether reverting code actually restores the former environment safely. Some changes may not be reversible through a simple code revert; test the recovery process in staging.
What should you evaluate before standardizing on a tool?
Compare tools against the actual deployment system and the people who will operate it. AWS’s guidance explicitly cautions that one choice does not fit every organization.

- Provider coverage: Does the tool cover the cloud providers and services your application needs?
- Language model: Does the team work more effectively with declarative configuration, a programming language, or a provider-native model?
- State and drift: How will the team understand the deployed state, detect differences from code, and handle changes made outside the workflow?
- Policy and governance: Can the workflow enforce the approvals, identity boundaries, and policy checks required for production?
- CI/CD integration: Can the pipeline preview and apply changes using the right identity and source revision? Does the team need a programmatic interface, such as Pulumi Automation API?
- Release and recovery: Can the selected workflow support the release pattern the application needs, and can the team test its rollback or traffic-switch plan?
