Hundreds of people gathered outside Madrid City Hall on October 1, 2026, for a tenants’ union cacerolada—a protest in which people make noise by striking cookware. The demonstration was part of a wider wave of housing actions, sparked in part by the eviction of 87-year-old María del Carmen Abascal and aimed at pressing lawmakers to approve emergency housing measures. Parliament rejected the government’s package the next day.
What happened outside Madrid City Hall?
Most demonstrators struck pots with spoons; others rattled keys or blew whistles. They also chanted in support of the proposed measures. El País reported that the gathering lasted more than an hour and ended without incident. AFP also described the noise-making and chants outside City Hall.
The Madrid event was one part of a broader set of protests. El País reported actions in Barcelona and Valencia, as well as an encampment in Zaragoza. Madrid also saw an encampment at Puerta del Sol. The available reports do not establish a nationwide turnout for October 1.
Why did the protests flare up?
Maricarmen’s eviction became a symbol
The immediate catalyst was the September 23 eviction of María del Carmen Abascal, an 87-year-old Madrid resident publicly known as Maricarmen. Television images of her being removed from her home prompted demonstrations in Madrid and other cities, the Associated Press reported. Her case came to represent renters’ insecurity and the pressure of housing costs.

At protests, people used the slogan “Not even one more Maricarmen!” Dora Garcia, a 55-year-old nurse and protester, told AP on September 26: “We’re here because housing is a problem that already affects all of society, all ages and classes. And we can’t keep maintaining this. Housing is a right and we don’t have it.”
AP later reported that the property owner agreed to let Abascal return. At the time of that report, she was described as happy but had not yet been discharged from hospital; those details reflect her situation as reported then, not a guarantee of her current health or housing arrangements.

Housing costs provide wider context
Figures cited by AP in 2026 illustrate several pressures, but they come from different sources and do not by themselves explain what is driving costs:
- Idealista’s advertised average rent per square metre rose from €8.20 in 2016 to €15.10 in 2026, according to figures AP reported. AP characterized the increase as nearly doubling over the decade.
- Spanish government figures, as reported by AP, said 26% of renters in Spain spend an average of 40% of their income on rent and utilities, compared with 18% of renters across the EU.
- An OECD/EU comparison reported by AP put publicly owned rental homes at less than 2% of Spain’s available stock, versus an EU average of 8%.
What did the government propose, and what did protesters want?
On September 29, Spain’s Council of Ministers approved two urgent housing decrees. The government presented them as a package addressing affordable housing supply and public housing stock, seasonal and room rentals, support for households, and greater stability for main-residence tenancy agreements. Housing minister Isabel Rodríguez called the proposal an “ambitious piece of legislation” in the government’s announcement.

Those aims should be distinguished from protesters’ broader calls for secure, affordable housing. The decrees were proposed government measures, not a set of lasting reforms already in force. The official legal text also acknowledged that there was no solid database for quantifying the weight of temporary rentals, so the scale of that practice should not be treated as settled by the decree.

No. Parliament rejected the government’s emergency housing package on October 2, a setback for Prime Minister Pedro Sánchez’s government. AP reported that the result angered protesters. During the debate, Sánchez told lawmakers: “What is behind these decrees is the desire to instill order and a sense of humanity in a market that if we do not rein it in will destroy our society,” according to AP.

The legal timeline underscores the difference between a decree taking effect briefly and becoming enduring law: Real Decreto-ley 26/2026 was published in Spain’s official gazette, the BOE, on September 30 and entered into force on October 1. The BOE record later marked it “Disposición derogada” (derogated). Parliament’s October 2 rejection meant the package was not secured as long-term reform.
