Yes—creating a basic static QR code is generally free. Its data, such as a web address, is built into the code, so it does not need the generator’s service to keep working. Costs may arise from printing, maintaining the linked content, or using a paid dynamic QR service to edit destinations or view scan analytics.
What determines whether a QR code costs money?
The key distinction is whether the code is static or dynamic. A static code contains its destination directly. A dynamic code typically points to a provider-managed redirect, which can let you change the final destination later and may provide scan analytics.
Static QR codes
Many providers offer free static QR code generation. Once downloaded, the image does not need to contact the generator when scanned. Its usefulness depends on the information encoded in it: for a URL, the address must continue to resolve and the page must remain available. If the page moves, you may be able to preserve the code by redirecting the old address; otherwise, you will need to distribute a replacement code. QRCode.io and OpenQR describe static-code options.
Dynamic QR codes
A dynamic code commonly encodes a redirect address operated by a QR service. That service can route scans to a destination you later update, and may record scan information. These features depend on the provider’s systems and terms, so they may have subscription charges, active-code limits, scan limits, or analytics restrictions. A dynamic code is not automatically free just because a provider offers a free tier.

Can a free QR code expire or be edited?
A static code does not expire because its original generator goes offline: it does not rely on that generator after creation. But the destination itself can become unavailable, and the code cannot be edited to contain a different destination. To change where people go, keep the encoded URL and update the page or redirect at that address, or make and distribute a new code. A dynamic code can be changed through its provider only while the relevant redirect-management service and account features remain available. What happens if a plan ends is provider-specific. For example, OpenQR’s terms say static codes work independently of its servers; they also say that on downgrade, dynamic codes above the free allowance are paused rather than deleted, and resume if the user subscribes again. What do dynamic QR services charge?
There is no single industry price. Providers set their own prices and limits, and their published offers can change. The following are examples listed by providers on 2026-10-03, not a market average:

These examples show why it is important to check the price alongside the allowance: code capacity, scan volume, and how far back analytics are available can differ. Legal Barcodes describes a different arrangement for its own dynamic service: an initial two-year period followed by a renewal fee every two years. When is paying for a dynamic code worthwhile?
A paid service may be useful when a printed code needs to keep working even if the final destination changes, or when scan reporting is valuable. If the destination is stable and analytics or editing are unnecessary, a free static code avoids dependence on a QR provider’s redirect service.

- Whether the code is static or dynamic.
- How many active codes the plan allows and whether scans are capped or subject to fair-use limits.
- Which analytics are available and how long scan history is retained.
- Whether a redirect remains active after downgrade or cancellation, and whether any codes are paused.
- Whether destinations or analytics can be exported or migrated; do not assume this is supported.
- What privacy and data-retention policies apply, and whether the provider makes availability commitments.

Even when the code image is free, using it may involve separate costs. Printing a code on labels, menus, packaging, or signs can cost money, and the linked page or domain may have its own hosting or maintenance costs. These are costs of producing or maintaining the materials and destination—not an inherent QR-code creation fee.
