Two Iranian nationals were charged on 2 October 2026 with preparing for terrorist acts in connection with an alleged plot targeting the Jewish community in the Manchester area. The charge is not a conviction: prosecutors say the allegations have not been proved, and both defendants are entitled to a fair trial.
What is the alleged plot?
Police say the alleged target was the Jewish community in the Manchester area. The Metropolitan Police said the men had contact with an overseas third party who may be in Iran, and alleged that their preparatory conduct included acquiring material and equipment, researching potential targets and carrying out reconnaissance. These are allegations in the case, not findings established in court. The police announcement does not establish the third party’s identity, location or role.
Deputy Assistant Commissioner Vicki Evans, Senior National Coordinator for Counter Terrorism Policing, said: “This investigation has led to the disruption of what we believe to have been a plot targeting the Jewish community in Manchester.”

The Metropolitan Police identified the defendants as Salam Ahmadyan, of Liverpool, and Rahman Salehi, of Salford, and said both are Iranian nationals. Police reported that they were arrested in Manchester on 20 September 2026. The CPS lists their dates of birth; ages reported by the two releases differ, so the names and locations are used here without ages.

What are they charged with?
On 2 October 2026, after authorization by the Crown Prosecution Service (CPS), both men were charged with engaging in conduct in preparation for terrorist acts, contrary to section 5 of the Terrorism Act 2006. The CPS described the allegation as preparing to commit, or assist another person to commit, an act of terrorism on or before 20 September 2026.
The charge states the alleged offence; police particulars describe alleged conduct said to support it. Neither is a court finding. The CPS says its decision to charge reflects an assessment that there is sufficient evidence to bring the case to court, not a finding of guilt or fact.

What happens next?
The CPS said the defendants were due to appear at Westminster Magistrates’ Court on 3 October 2026, and police said they had been remanded in custody. That was the scheduled hearing at the time of the 2 October announcements; those statements do not establish what happened at the hearing or the case’s current status.
Frank Ferguson, Chief Crown Prosecutor for the CPS’s Special Crime and Counter Terrorism Division, said: “Our prosecutors have worked to establish that there is sufficient evidence to bring this case to court and we remind all concerned that proceedings against the defendants in this case are active and they have the right to a fair trial.”

What did police say about public safety?
In its 2 October 2026 statement, the Metropolitan Police said it did not believe there was an ongoing threat to the public in relation to this matter at that time. Evans said: “I would like to reiterate that we do not believe there to be any ongoing threat to the public in relation to this matter, but as always, we would ask that people remain vigilant and contact police with any concerns.” A threat assessment is time-specific and may change.
