ERR_CONNECTION_REFUSED means Chrome could not connect because the page did not accept the connection or access is blocked. It is a symptom, not proof that Chrome, your router, DNS, or any one server is at fault. Check the address, compare the affected site with other sites and another browser, then troubleshoot the part of the connection path those checks point to.
What ERR_CONNECTION_REFUSED means
Google describes the error as: “The page didn’t let Chrome connect or the page is blocked.” Google Chrome Help distinguishes it from other errors, such as a hostname that cannot be resolved, a connection that times out, or a connection that is reset. Those errors are not interchangeable, so a DNS change is not a universal fix for a refusal.
The message alone does not identify who or what refused the connection. Browser or device settings, a firewall or antivirus, modem/router problems, browser state such as cookies or extensions, and website downtime or maintenance are among the broad possibilities Google lists for connection and loading problems. They are possibilities, not a ranked list of causes for every refusal.
Try these quick checks in order
- Check the address and reload. Confirm the spelling and that you are using the intended address, then reload the page. Google recommends checking the address and retrying as initial steps for connection and loading errors: Fix connection and loading errors in Chrome.
- See whether other websites load. If several unrelated sites fail, check whether the device has internet access and investigate the network connection. If only one site fails, a site-specific issue or block becomes more plausible, but this check does not prove the site is at fault.
- Try the same address in another browser. If it works there, Chrome-specific settings or browser state may be involved. If it fails in both browsers, the problem may be with the network or website; a second-browser test narrows the possibilities but does not establish the cause. Google recommends this comparison in its Chrome troubleshooting guidance.
- Restart the modem and router if the problem appears network-wide. Google recommends restarting them when the issue persists in another browser. If that does not help, its guidance is to contact the website owner.
- Review proxy, security, and browser settings only when relevant. If you use a proxy, verify that it is intentional and reachable. Chromium documents direct-connection and proxy-server settings in its Network Settings documentation. Google also lists firewall or antivirus software and browser cookies or extensions among broad connection/loading issue categories. Do not leave security protection disabled or change work- or school-managed settings as a permanent fix; ask the administrator if policy or security software may be involved.
Use the symptoms to choose the next check

When to contact someone
- Contact the website owner if the same site continues to fail in another browser after you have tried Google’s recommended modem/router restart.
- Contact your workplace or school administrator if the device or network is managed, or if a proxy or security policy is involved. Do not bypass managed controls.
- Record useful details before escalating: the exact URL, when the error occurred, which browser you used, whether other sites load, and whether another browser reproduces the problem.
If the refused address is localhost
For a localhost URL or development port, the relevant service may be a local application rather than a public website. This error by itself does not establish whether the issue is the service, address, or port. Check the intended service and address against that server’s documentation; general Chrome troubleshooting cannot supply a server-specific diagnosis.
