Logistics makes a supply chain flexible by giving a business practical options: alternate suppliers and routes, adaptable transport and warehouse capacity, well-placed inventory, and timely information to act when conditions change. The aim is not to eliminate every risk or move everything closer to home. It is to build a network that can change course without losing sight of service, cost, cash, emissions, and exposure.

What flexibility, agility, and resilience mean in a supply chain

These terms describe related but distinct capabilities. Flexibility is the range of workable choices in the network—for example, being able to use another carrier, route, supplier, or fulfillment location. Agility is how quickly the business can recognize a change and use an option. Resilience is the ability to absorb disruption, adapt, and recover while continuing to serve customers.

Logistics connects those capabilities. A second supplier is not much of a fallback if its goods cannot be transported, received, stored, or delivered in time. Likewise, a warehouse with spare capacity does not help if planners cannot see the disruption or have no authority to redirect stock.

The OECD’s 2024 working paper on supply-chain resilience argues for addressing the performance of the system as a whole, including logistics frictions, regulatory cooperation, and flexibility. That points toward designing options across the network—not optimizing one warehouse, route, or cost measure in isolation.

How logistics makes a supply chain more flexible

Improve visibility and shared data

Timely information from suppliers, carriers, ports, terminals, warehouses, and customers helps teams spot delays and constraints while they still have choices. Agree on which events matter, who supplies each data point, how often it is updated, and who needs to see it. Shared data is useful only when people can interpret it and take action.

The World Economic Forum’s 2023 report, Shared Intelligence for Resilient Supply Systems, states: “Harnessing shared data intelligence is key to predictive, responsive, and resilient supply networks.” In practice, look for visibility tools that connect relevant partners and operational events, show exceptions clearly, and support decisions—not just dashboards that display data after a problem has become unavoidable.

Build alternatives into sourcing, transport, and capacity

Dual sourcing, alternate routes, more than one transport mode, and access to regional capacity can reduce dependence on a single node. These are options to evaluate, not automatic improvements: another supplier may add qualification work, an alternate route may cost more, and reserved capacity may go unused. Test whether each alternative is genuinely usable under the disruption it is meant to address.

Position inventory where it can protect service

Safety stock can cushion variability, while postponement—delaying final configuration until demand is clearer—can preserve options. Neither is free. More inventory ties up working capital and can consume storage capacity or expire; postponement depends on having the right process and capacity at the later stage. Set buffers in relation to the service risk they address, product shelf life, replenishment uncertainty, cash, and available space rather than applying one blanket target.

Plan scenarios and coordinate decisions

Advanced planning and scheduling can help teams compare responses before a disruption occurs: for example, switching a route, reallocating inventory, changing a schedule, or prioritizing customer orders. Define decision rights in advance so it is clear who can approve a more expensive shipment, draw down a buffer, or change an allocation. Public-private coordination and common data standards also matter when rerouting depends on ports, customs, regulators, or infrastructure outside one company’s control.

How to build a more flexible logistics network

  1. Map the flows and dependencies. Trace critical products from suppliers through transport, ports or terminals, warehouses, and fulfillment points to customers. Mark single-source inputs, single-route flows, capacity limits, and locations where a delay would interrupt service.
  2. Set a visibility baseline. Identify the events and data needed to detect a disruption early, the partners who hold that information, and the teams responsible for acting on it. Start with critical flows rather than trying to connect every data source at once.
  3. Rank risks by business impact. Decide which products, customers, and flows merit added options. Consider the likely effect on service and the time available to respond, alongside cost, working capital, emissions, and regulatory or geopolitical exposure.
  4. Choose proportionate alternatives. For the highest-priority risks, assess alternate suppliers, routes, modes, capacity, inventory positions, or fulfillment plans. Check that alternatives have the approvals, logistics access, and operational capacity to work when needed.
  5. Exercise scenarios and assign authority. Walk through disruptions with the teams and partners who would respond. Confirm triggers, decision owners, escalation paths, and the actions each alternative requires.
  6. Review performance and revise. Track response time, fill rate, cost-to-serve, recovery time, supplier and route concentration, and forecast or planning accuracy. Review the network quarterly as demand, geopolitics, regulations, and transport conditions change.

Should you diversify suppliers or nearshore?

They address different choices. Supplier diversification adds sourcing alternatives; nearshoring changes where some production or supply is located. A business can do either, both, or neither. Compare the actual options on response time, total landed cost, service level, supplier and route concentration, visibility, recovery time, working-capital use, emissions, and regulatory or geopolitical exposure.

Do not assume broad relocalisation is automatically safer. The OECD’s 2025 Supply Chain Resilience Review says, “The report emphasises that resilience is not about eliminating risk but about managing it.” Its broad relocalisation scenarios indicate a possible decline of over 18% in global trade and a possible reduction of more than 5% in global real GDP; the OECD also estimates that about 30% of global exports are overly concentrated in a few trading partners. These are modelled, broad-scenario findings, not forecasts for an individual company. The review finds no consistent resilience gain from relocalisation. A globally connected network with diversified options can be more robust than a concentrated local one.

For a company deciding between options, compare the disruption each one addresses with the cost and time to make it operational. A second source that shares the same transport chokepoint may not reduce route risk; a nearby supplier that depends on the same constrained input may not reduce supplier concentration. Evaluate dependencies end to end.

How much safety stock do you need?

There is no universally correct buffer in the supplied evidence. Set safety stock by the service risk and replenishment uncertainty for the particular product or flow, then weigh the benefit of avoiding a shortage against cash tied up, storage and handling capacity, and shelf life. A buffer is less useful if it sits at the wrong point in the network or cannot reach the customer during the disruption it is meant to cover.

Review buffer assumptions when lead times, demand patterns, transport conditions, or service priorities change. Use scenario planning to compare the consequences of a shortage with the cost of holding more stock; do not treat inventory as a substitute for visibility, alternate capacity, or a workable recovery plan.

What supply-chain visibility tools are worth it?

Choose tools against a specific decision problem, not a feature list. A useful system should make relevant supplier, carrier, port, terminal, warehouse, and customer information available in time to identify exceptions and select a response. Assess whether it can exchange data with the partners and systems that hold the information, present it in a form planners can use, and support agreed decision rights.

  • Can it surface delays or capacity constraints early enough for the available alternatives to matter?
  • Does it cover the critical flows and partners, or leave important handoffs invisible?
  • Can teams connect alerts to an approved action, owner, and escalation path?
  • Can the organization share information under common standards with relevant partners and public agencies?
  • Does it help measure response time, recovery, service, and cost-to-serve—not merely display shipment status?

Technology cannot create a second supplier, available transport capacity, or decision authority by itself. Treat visibility as part of the operating model: shared data, responsibilities, planning processes, and alternatives must work together.

What the evidence says about current disruption and adaptation

In McKinsey & Company’s 2024 survey of 88 supply-chain leaders, nine in ten respondents said they had encountered supply-chain challenges in 2024. In that same survey, 73% reported progress on dual-sourcing strategies and 60% reported progress on regionalising supply chains. These are survey findings about the leaders surveyed, not estimates of all companies or proof that either strategy will improve outcomes in every network.
