RFID testing has two distinct jobs: performance testing measures how well a tag or reader works in a particular application, while conformance testing checks whether a product follows the applicable air-interface protocol. The correct standard depends on the system’s frequency and interface; neither track replaces separate regulatory approval testing.

Performance testing and conformance testing answer different questions

Performance testing helps determine whether an RFID system will work well in its intended setting. ISO/IEC 18046-3:2020 defines methods for measuring RFID tag performance for application selection. It covers the tag-performance side of the evaluation, and ISO says the collected test reports form a unified tag datasheet.

Conformance testing asks whether a tag or interrogator implements the specified protocol correctly. The ISO/IEC 18047 series defines conformance test methods for the corresponding air-interface standards. For UHF, ISO/IEC 18047-63:2023 checks mandatory functions and optional functions the product implements. Its scope includes protocol parameters that affect functionality and interoperability, not regulatory conformity.

A product can conform to its protocol and still perform poorly in a specific deployment; conversely, a strong read-range result does not establish protocol conformance. Plan and report the two tracks separately.

Which RFID standard applies to each frequency?

Start with the system’s frequency band and air interface, then select the corresponding protocol and conformance-test documents. The table identifies the standards in the supplied evidence; it does not determine which regional spectrum rules apply to a particular installation.

Active RFID, 433 MHz ISO/IEC 18000-7:2014 Not stated in the supplied sources ISO/IEC 18000-7:2014 specifies active RFID operation at 433 MHz, including frequency, bandwidth, power, modulation, coding, and protocol parameters. ISO recorded the edition as confirmed current in its 2025 review.

ISO/IEC 18046-3:2020 is a performance-method standard rather than a frequency-specific protocol-conformance document. It is edition 3, published in October 2020 (ISO, 2020).

What a useful RFID test plan should measure

Use separate acceptance criteria for protocol behavior, observed system performance, deployment fit, and legal radio requirements. Generic standards do not define every application’s success threshold, so the project owner must set criteria for the actual use case.

  1. Define the system and test boundary. Record tag type, reader/interrogator, operating frequency, applicable regional spectrum rules, protocol revision, and the product functions under test.
  2. Set up the performance track. Measure the outcomes relevant to the application, such as read range and sensitivity, performance by tag orientation and nearby materials, throughput, collision behavior, and operation under the required environmental conditions. Specify test geometry, representative materials, read/write tasks, sample sizes, and acceptance thresholds rather than relying on a single best-case read.
  3. Set up the conformance track. For the applicable ISO/IEC 18047 document, map each mandatory protocol function and each optional function implemented by the product to its test clause. Record protocol parameters that can affect interoperability.
  4. Add application-specific checks. Define any deployment requirements not covered by the generic performance or conformance methods—for example, the required read success under the site’s material, orientation, traffic, and environmental conditions.
  5. Plan regulatory testing separately. Identify the obligations for the target geography and arrange any required radio or product approval work independently of protocol conformance.
  6. Make results reproducible. Include the test setup, calibration status, fixtures, units under test, hardware and firmware versions, RF environment, measurement uncertainty, pass/fail criteria, and deviations in the report. For performance testing, ISO/IEC 18046-3:2020’s report-summary approach is intended to support a unified tag datasheet.

Does EPC/Gen2 conformance require a certified laboratory?

For the indicated EPCglobal Gen2 conformance testing, EPCglobal’s 2011 requirements state that a laboratory certified by EPCglobal shall perform the indicated testing. Those requirements also say that compliance is verified over the subset of the protocol the product implements. This means the evaluation should cover the required functions and the optional functions actually present, rather than treating every optional feature as implemented.

That requirement is specific to the indicated EPCglobal testing; it is not evidence that every RFID performance test or every deployment evaluation must be conducted by an EPCglobal-certified laboratory. Confirm the applicable program and test scope when commissioning a lab. Regulatory approval remains a separate workstream.

How to keep the test results decision-useful

When comparing test plans, laboratories, or product results, check that the comparison holds the test scope constant. In particular, establish the frequency/interface, whether the work measures performance or conformance, which mandatory and implemented optional functions are covered, and whether application-specific extensions are included. Also record the laboratory qualification relevant to the program, the target geography and regulatory regime, the report format, and the standard edition used. A report tied to an earlier revision or different product-function subset may not answer the same interoperability question.
