Keep confirmation of each request and ask about a final meter reading. Arrange service at your new address separately unless your provider offers a move process that handles both addresses.
1. Identify every utility account
Make a list of each service billed in your name at the home you are leaving. Depending on the property, that may include electricity, natural gas, water, sewer, phone, or internet. Check recent bills and account portals so you do not overlook a separately billed service.
The Missouri Public Service Commission advises customers to notify all utility companies that serve them when they move. Its guidance is specific to Missouri, but contacting each provider directly is a useful way to avoid leaving an account open unintentionally. Missouri PSC: Changing Utility Service When Moving
2. Request service to stop at the right time
Use the provider’s official website, app, phone line, or written form. Provide the old service address and the date you want billing responsibility to end. The right date depends on your arrangement—for example, the last day of a lease or the date responsibility transfers in a home sale. Portland’s water bureau asks customers to identify when their billing responsibility ends, illustrating why the date should match the relevant arrangement rather than simply the day you move your belongings.

Do not assume a landlord, buyer, or incoming resident will close an account in your name. The Missouri PSC warns, “Do not rely on others to take utility service out of your name.” A bill in your name can remain your responsibility until the provider processes the account change. Give the provider enough notice
There is no single notice deadline established for every utility or location. The Missouri PSC suggests contacting providers several weeks ahead where useful. Maryland PSC guidance says most utilities covered by its FAQ require at least 72 hours’ notice. Treat these as jurisdiction-specific examples, not a universal rule; ask each provider how far in advance it requires a request. Maryland PSC: Start, Stop or Transfer Service
3. Give a forwarding address and ask about the final reading
Provide an address where you can receive the final bill after leaving. Ask whether the provider will take a final meter reading, whether you can submit one, and what method it accepts. The Missouri PSC recommends requesting an actual final reading for electric, natural gas, water, and sewer service where applicable.
Some providers specify ways customers may send readings. PSE&G, for example, describes entering a final reading online or submitting a meter photograph. Follow your provider’s approved process; do not handle or interfere with utility-owned equipment. PSE&G: Start, Stop, or Transfer Service

4. Keep a record of each request
For every provider, save the submitted form, email, chat transcript, or confirmation page. If you call, note the date and time, the representative’s name or ID if available, the requested stop date, and any confirmation or reference number. The Missouri PSC specifically recommends recording the contact date, time, and person spoken with.
5. Set up utilities at the new address
Find out which providers serve the new home, then confirm the start date, required documents, and any deposit or fee directly with them. Do not assume that stopping service at the old address automatically opens an account at the new one, or that the same provider serves both locations.

Some providers support a transfer when both addresses are in their service area. PSE&G offers an internal transfer process for eligible customers. Compare the available stop and start dates, required information, final-reading method, and final-bill handling before choosing a transfer or separate requests.
A combined move process in Dubai
DEWA’s Move-To service is a location-specific example of a combined process: eligible customers can request electricity and water activation at a new Dubai premise alongside deactivation and final-bill handling for the old one. DEWA’s guide lists requirements including an existing account, a move-out date, a new premise number, and valid Ejari for the new premises. It estimates move-in activation within 15 working hours and move-out deactivation and final-bill delivery within 24 working hours; the stated working hours are Monday through Saturday, 7 a.m. to 8 p.m. These are DEWA service estimates, not general utility deadlines, and operational details can change. 6. Check the final bill and account balance
When the final bill arrives, check the service dates and meter information, then pay any amount due by the stated deadline. If you paid a deposit or have a credit, ask the provider how it will be applied or refunded. Missouri PSC guidance says deposits plus interest are generally applied to the final bill and remaining credit refunded, but treatment depends on local rules and account circumstances.
Stopping billing is not the same as removing a service line
A request to stop service generally closes or changes billing responsibility; it does not necessarily mean utility infrastructure will be physically removed. Portland’s water bureau distinguishes an ordinary stop-service request from a separate project to permanently remove a water service line.
