They can apply across domains in the same Cloudflare account, provided the requested hostname’s traffic is proxied through Cloudflare. They are not a pattern-replacement tool; use Single Redirects for wildcard or dynamic behavior, or consider Snippets for more customized logic.
How Cloudflare Bulk Redirects work
A Bulk Redirect List stores source and target URLs plus optional matching and redirect settings. A Bulk Redirect Rule enables a list. Both are account-level resources, so a list can be used across zones in the same account. A request must reach Cloudflare through a proxied hostname for the redirect to be evaluated.
Bulk Redirects run after WAF evaluation and before a request reaches the origin. If a WAF custom rule or rate-limiting rule blocks a request first, the redirect does not run.
How to create Bulk Redirects in Cloudflare
Use the dashboard
- In the Cloudflare dashboard, open the account-level Bulk redirects interface and create a redirect list.
- Add entries manually or import a CSV file. Review each source, target, status code, and carry-over setting before enabling the list.
- Create a Bulk Redirect Rule associated with the list. Without this rule, the list’s entries are not enabled for requests.
Use the API
The API workflow has three parts: create an account redirect list with kind set to redirect, add URL redirect items to the list, then create a Bulk Redirect Rule associated with it. Check Cloudflare’s current API documentation for the account context and least-privilege token permissions required for each operation.

Import a CSV list
CSV rows use this field order, with the source and target required and the remaining fields optional:
SOURCE_URL,TARGET_URL[,STATUS_CODE,PRESERVE_QUERY_STRING,INCLUDE_SUBDOMAINS,SUBPATH_MATCHING,PRESERVE_PATH_SUFFIX]
- Do not include a header row.
- The default status code is 301; optional boolean fields default to false.
- Quote URL values that contain commas.
- A source URL cannot contain a query string.
How matching works
A Bulk Redirect matches an explicitly configured source; its scheme, hostname, and path settings determine which requests qualify. The defaults are narrow, so check each component rather than assuming a host-wide or path-wide match.
- Scheme: Source schemes can be HTTP or HTTPS. Omitting the scheme lets the source match both.
- Hostname: The default is an exact hostname match. Enable
include_subdomainsto extend the match to subdomains. - Path: The default is an exact source-path match. Enable subpath matching to cover paths below the configured path.
Carry over a path suffix
preserve_path_suffix defaults to true, but applies only when subpath matching is enabled. For example, if the configured source path is /old and a request matches /old/page, preserving the suffix carries /page to the target path. Turn it off when matching subpaths should all redirect to the target’s configured path without the remaining segments.
Preserve or replace query strings
preserve_query_string defaults to false. When enabled, the original request’s query string is retained and replaces any query string written into the target. This replacement occurs even when the incoming request has no query string. To send every redirected request to a fixed target parameter, leave preservation off and include that parameter in the target URL.

A source URL cannot contain a query string. A target can contain one only when query preservation is off.

Choose permanence based on whether the move is genuinely permanent, and preserve the method when the request’s meaning depends on it. Cloudflare permits 301, 302, 307, and 308:

Know the limits and choose the right Cloudflare feature
Bulk Redirects are static mappings. They do not support regular expressions or string replacement, so they cannot express a rule such as “take a variable part of the old path and insert it into a new path.”
- Bulk Redirects: Use for large sets of explicit source-to-target mappings, including mappings across domains in one account.
- Single Redirects: Use when wildcard or dynamic matching is needed.
- Snippets: Consider when redirect behavior needs more customized logic.
Troubleshoot a redirect that does not fire
- Confirm traffic is proxied. The requested hostname must send traffic through Cloudflare.
- Check that the list is enabled. Verify that a Bulk Redirect Rule is associated with the list.
- Compare the request to the source. Check HTTP versus HTTPS, hostname, and path. Then verify whether include-subdomains or subpath matching is enabled as intended.
- Review carry-over settings. Confirm the query-string and path-suffix options match the target URL you expect.
- Check earlier security processing. A WAF custom or rate-limiting rule that blocks the request prevents the redirect from running.
- Use Cloudflare Trace. Cloudflare recommends Trace to determine whether a Bulk Redirect Rule triggers for a specific URL.
Handle duplicate and overlapping sources
If the same source URL appears in different enabled lists, Cloudflare uses the redirect associated with the first rule that triggers. Avoid ambiguous duplicate sources and arrange rule ordering deliberately, especially when broad subdomain or subpath matching overlaps with a more specific mapping.
