In May 2022, Intel engineer Matt West publicly announced an effort to organize lithography engineers at the company’s chip factories. The available sources do not establish whether that campaign later held an election, won recognition, negotiated a contract, remained active, or ended. It was a specific organizing effort—not evidence that Intel engineers company-wide voted to unionize or that the campaign is active today.

What happened in May 2022

NW Labor Press reported on May 18, 2022, that West had gone public with the effort on May 11. He hoped the lithography engineers could join CODE, the Campaign to Organize Digital Employees, a Communications Workers of America (CWA) project launched in early 2020. West asked Intel to agree to neutrality toward the organizing effort. The report said Intel had not responded by the article’s press deadline. NW Labor Press’s May 2022 account

The article said approximately 350 people worked with West in lithography. That was the reported size of his coworker group, not a count of supporters. The report said no one from that group attended the public launch. An unnamed engineer who supported the effort told the paper the campaign was real, but employees feared being publicly associated with it.

Why some workers reportedly wanted a union

The 2022 report attributed the campaign to demanding working conditions and concern about the consequences of speaking up. It described rotating day and night shifts and workweeks that could reach 80 hours. West told the paper that being on call could restrict how far workers went from the factory, including on weekends:

“We are on call all of the time, to the point where you need a manager’s approval to be more than two hours away from the factory.”

West also described a 30-minute response expectation when called during scheduled time off. He said the hours had left him so exhausted that he took medical leave and negotiated a year-long leave of absence. These are accounts published in 2022 and attributed to West and the article’s sources; they are not current Intel scheduling or compensation data.

The report said some employees worried about career consequences if Intel retaliated. It linked that concern to the workers’ specialized skills, a hiring pipeline that included Ph.D. graduates, and the H-1B visa status of some employees. Those are reported concerns, not independently measured views of all Intel workers.

What later Intel and CWA statements show

CWA’s 2024 advocacy

After Intel announced workforce cuts in August 2024, CWA urged the company to enter a labor peace agreement. CWA described such an agreement as a way for workers to have a fair process for forming a union and a role in the company’s future. Its statement documents CWA’s public advocacy; it does not say Intel accepted the request or that West’s lithography campaign resumed or succeeded. CWA’s August 2024 statement

Intel’s 2025 transaction filing

In a transaction filing dated July 24, 2025, Intel made a labor representation about a specifically defined group called “Business Employees.” The company said it was not party to a collective bargaining agreement covering that group, had no pending union negotiations, and, to its knowledge, had no organizing effort or activity involving those employees since January 1, 2022. That statement is limited to the filing’s defined employee group and is Intel’s representation. It cannot be generalized to every Intel employee, nor does it by itself resolve the publicly reported 2022 lithography effort.

What the evidence does—and does not—establish

CODE-CWA describes itself as a union movement for workers in technology, games, and digital industries in the United States and Canada. Its site summarizes the National Labor Relations Act as protecting employees’ right to form a union and act collectively, while barring retaliation for organizing. That is an organizing organization’s overview, not individualized legal advice; workers should check current primary legal sources and the law that applies to their jurisdiction. CODE-CWA

Intel reported a workforce of 108,900 people as of December 28, 2024, in its 2024 annual report. The report also gave company-wide undesired turnover of 5.9% in 2024 and 5.6% in 2023. Intel defines that measure as regular employees who voluntarily left, excluding contract workers, interns, and specified separations such as retirement, voluntary separation packages, death, job elimination, redeployment, divestiture, and certain subsidiaries. Broader technology-worker organizing has also drawn attention to job security, workload, employee surveillance, and AI deployment, as reported by The Guardian in July 2026.
