Google introduced Android’s Private Compute Services (PCS) on September 9, 2021, as a controlled bridge between Android’s Private Compute Core (PCC) and cloud resources. PCC is the isolated environment where certain features process sensitive information; PCS provides a limited route for those features to obtain items such as updated models without giving PCC features direct network access, according to Google.
What Google introduced
PCS is not Private Compute Core itself. Google described PCC as an open-source environment for running selected Android features separately from other apps and the rest of the operating system. PCS sits outside that processing boundary and mediates selected communications with cloud resources.
In its September 9, 2021 announcement, Google named Live Caption, Now Playing, and Smart Reply as examples of features then using PCC. Those are historical examples, not a complete list of features available on current Android devices.
Google used Smart Reply to illustrate PCC’s data boundary: a suggested response could remain hidden from the keyboard and messaging app until the user tapped it. Google said the operating system prevents PCC-processed sensitive data from being shared with apps before that user action.

How PCS connects PCC to cloud resources
According to Google, PCC features cannot directly access the network. When they need a remote resource, such as an updated speech-recognition model or song catalog, they communicate through a small set of purpose-built PCS APIs. PCS is therefore a mediator for defined tasks, not a general-purpose internet connection for PCC.
The Google-maintained Private Compute Services repository describes the boundary by Android version: since Android 11, PCC components are prevented from communicating directly with other apps and use defined Android Open Source Project APIs; from Android 12 onward, PCC features have no direct network access and communicate through PCS APIs.

What privacy techniques PCS uses
Google’s stated design combines several techniques, each suited to a different kind of task. They should not be read as interchangeable protections or as techniques necessarily applied to every request.
- Federated learning and federated analytics: Google describes federated computation as allowing machine-learning or analytics work to be aggregated without raw data leaving the device.
- Private Information Retrieval (PIR): The repository describes downloading a slice of a dataset without telling the server which slice was requested.
- HTTP downloads: PCS APIs can download static resources, such as updated machine-learning models.
- Protected Download: The repository says this supports verification of downloaded resources against a binary transparency log.
Google’s 2021 announcement said PCS strips identifying information and uses privacy technologies including Federated Learning, Federated Analytics, and Private Information Retrieval. Suzanne Frey, then Google’s VP of Product for Android & Play Security and Privacy, wrote: “Instead, features communicate over a small set of purposeful open-source APIs to Private Compute Services, which strips out identifying information and uses a set of privacy technologies, including Federated Learning, Federated Analytics, and Private information retrieval.” This is Google’s description of its design, not an independent finding about every request or deployment.

How PCS relates to AICore and Gemini Nano
PCS remains relevant in later Android contexts. In an October 1, 2024 Android Developers Blog article, Google’s Terence Zhang and Adrien Couque describe AICore as compliant with PCC. They say AICore can interact only with a limited set of other compliant system packages and cannot access the internet directly; requests to download models or other information go through PCS.
The same article describes Gemini Nano running on-device and says AICore isolates requests, processes them independently from one app at a time, and retains no record of inputs or outputs after processing. These are Google’s descriptions of AICore’s design. Availability and feature behavior can vary with device, Android version, and updates; the 2021 feature list should not be taken as a current inventory.

Google’s developer documentation identifies the PCS APK as com.google.android.as.oss and describes it as a system service and auditable gateway for PCC applications such as Android System Intelligence to access network resources: Google System Services APK Code Transparency.
What the privacy claims establish—and what they do not
PCS’s architecture is meant to limit how PCC features reach the network: the features use defined interfaces, while named techniques are intended to reduce what a server can learn or receive. That is materially different from saying that PCC has no relationship to cloud services; it can request selected remote resources through PCS.

Google has made the PCS source code public so it can be inspected, and the repository gives outsiders a way to examine its interfaces and implementation. The repository also notes that a limited number of dependencies remain closed source. Public source and auditable interfaces make scrutiny possible, but they do not by themselves demonstrate that every shipped binary, server-side behavior, device configuration, or privacy outcome has been independently verified.
