Securing a data center physically means controlling who can reach each part of the facility, detecting and investigating unusual activity, and protecting the connected systems that operate doors, cameras, alarms, and building controls. The right mix depends on the site: business impact, credible threats, operating needs, and applicable requirements matter more than adopting a standard-looking package of equipment.

Why physical security now includes digital risk

A data center’s security begins with tangible protections: boundaries, doors, guards, credentials, cameras, and procedures. But many of those controls are now networked or remotely managed. That creates a shared concern for facilities, physical security, IT, and operational technology (OT) teams: a control must prevent or reveal unauthorized activity while remaining reliable and safe to operate.

Uptime Institute’s Intelligence Team wrote in 2021 that “Human and digital vulnerabilities have expanded the attack surface for many data centers.” The report describes remote monitoring and automation as factors that can widen human and digital exposure around facilities that already use multiple physical perimeters. This is a reason to assess connections and operating practices—not a reason to treat automation itself as inherently unsafe.

There is no single security methodology or product set that fits every data center. Uptime Institute emphasizes tailoring protections to business requirements and site conditions, then revisiting them as those conditions change.

Build protection in layers

A useful way to plan coverage is to work inward from the site boundary. Each layer should have a defined purpose and fit the way people, equipment, and deliveries move through the facility.

Area What to consider
Campus and approach Fences, gates, lighting, vehicle controls, bollards, and visibility around the site.
Building entry Controlled doors, staffed or monitored entry points, identity checks, and a process for deliveries and visitors.
Interior zones Additional authorization for sensitive areas such as network, power, or cooling spaces, rather than treating the entire building as one access zone.
Data hall and equipment areas Permission limited to approved personnel and the equipment areas they need to reach, including cages or racks where the site design uses them.
Supporting spaces and pathways Shipping and receiving, wiring closets, cabling routes, and other areas that could provide access to systems or infrastructure.

Uptime Institute’s Facility Security Review describes a review scope that includes controlled access to the site, building, and computer room; fences, doors, windows, gates, and bollards; cameras; and security-system monitoring. The precise boundaries and controls still need to reflect a facility’s layout and risk.

Make authorization a managed lifecycle

A badge reader cannot decide by itself who should have access. The organization needs a maintained list of authorized people, a clear approval process, and a way to change or end permissions when roles and needs change.

  • Approve access: Identify who can authorize entry and what areas or time periods a person needs. Limit permission to the minimum practical scope.
  • Issue and manage credentials: Connect each credential to an authorized person, and establish procedures for lost, damaged, or recovered badges, keys, and other access devices.
  • Review permissions: Reconcile access lists on an organization-defined schedule and when events such as role changes warrant review.
  • Remove access: Revoke authorization when it is no longer needed, including when a person leaves or a time-limited task ends.

NIST Special Publication 800-171 Revision 3 sets out these kinds of controls for facilities containing systems or components that process, store, or transmit Controlled Unclassified Information (CUI). Its requirements include an authorized-access list, credentials, periodic review, and removal of access that is no longer needed. These are CUI-focused requirements, not a complete legal checklist for every data center.

Control entry, exit, visitors, and physical devices

Access control is a process at the boundary, not just a lock or reader. NIST SP 800-171 Rev. 3 calls for verifying authorization before granting access, controlling ingress and egress using systems, devices, or guards, and retaining audit records of entry and exit. It also addresses escorting visitors, controlling their activity, and securing keys and other access devices.

For providers and operators, the practical questions are whether staff can confirm who is entering, whether visitor permissions are limited to the approved purpose, and whether movements through sensitive spaces can be accounted for. Transmission paths deserve attention too: NIST gives locked wiring closets and cabling protected by conduit or trays as examples of physical safeguards for transmission lines.

Monitor activity and make the records actionable

Monitoring is useful only if someone can review the evidence and respond to what it shows. NIST SP 800-171 Rev. 3 says to “Monitor physical access to the facility where the system resides to detect and respond to physical security incidents.” It calls for reviewing physical-access logs on a defined schedule and when events warrant.

Examples of activity NIST identifies for review include access at unusual hours, repeated access to unusual areas, unusually long access, and access occurring out of sequence. These are signals to investigate in context, not automatic proof of misconduct. A sound process assigns responsibility for log review, defines how alerts are escalated, and records the investigation and any corrective action.

Surveillance, alarms, and access records should support that response process. When evaluating coverage, consider whether important entry points and transitions are visible, whether recordings and logs are retained long enough for the organization’s needs and obligations, who can access them, and how incidents are handled. Camera presence alone does not demonstrate effective monitoring.

Treat connected security and building controls as OT

NIST SP 800-82 Revision 3 defines OT broadly enough to include building automation, physical access-control systems, and environmental monitoring. It says OT security must account for distinctive performance, reliability, and safety requirements as well as security. That means facility security cannot be planned in isolation from the networks and people that administer its devices.

Uptime Institute’s 2024 survey offers a bounded indication of how connected these systems can be. Among 294 respondents to its network-connectivity question, 76% said physical-security or access-control systems were connected to a TCP/IP network; 22% reported a connection to an OT protocol network, and 9% to wireless networks. These are survey-sample findings, not estimates for every data center.

The same report found that remote-control capability for physical-security or access-control systems was reported by 21% of respondents in 2023 (n=242) and 24% in 2024 (n=287). The figures describe reported capability in two samples, not breach rates or evidence that a particular system is unsafe.

Operators should map which systems connect through IP, OT protocols, wireless, or remote administration; identify who can manage them; and decide what monitoring and network separation are appropriate for the site. Those decisions must preserve safe operation and reliable facility functions. NIST SP 800-82 Rev. 3 is a relevant reference because it explicitly balances OT security with performance, reliability, and safety requirements.

Assess a facility against its risks and operating needs

For an internal review or provider assessment, use a consistent set of questions across the facility. Uptime Institute’s guidance supports a tailored approach rather than a universal package; the following dimensions help expose gaps without assuming every site needs identical controls.

  • Coverage: Are the campus, building, internal zones, data hall, equipment areas, shipping and receiving, and supporting spaces addressed?
  • Identity and authorization: How are requests approved? Are permissions scoped and, where appropriate, time-limited? How are visitors escorted and access reviewed or revoked?
  • Detection and evidence: Which access points are monitored? Are alarms and surveillance reviewed? Are logs retained, investigated, and followed by corrective action?
  • Connected-system exposure: Which systems are networked or remotely administered? Who is responsible for them, and how are their connections monitored and controlled?
  • Operational and life-safety fit: Can the controls be used reliably without obstructing safe movement or emergency egress? Facility-specific rules need review by qualified local personnel.
  • Governance and change: Do documented procedures reflect the site’s business impact, credible threats, staffing, contracts, regulations, and operating constraints—and are they revisited when those factors change?

Uptime Institute describes its Facility Security Review as covering controlled access, facility features, electronic security systems, policies, and staff training. An independent assessment can be useful where a team needs an outside review, but the scope should match the facility and the organization’s requirements.

What one provider’s example shows—and does not show

Microsoft’s public service-assurance description illustrates one provider’s defense-in-depth program. It describes perimeter fencing, lighting, monitored gates and guards; added authentication for interior zones; approved access to data-center floors; visitor escort; time-limited access; access reviews; logs, alarms, and surveillance. Microsoft says it retains surveillance recordings for at least 90 days unless local law dictates otherwise.

Those details describe Microsoft’s own program and stated policy. They are an example of how layers can be combined, not a universal design requirement or a recommended retention period for every operator.

Apply standards and legal requirements in context

NIST SP 800-171 Rev. 3 addresses physical protection for facilities that contain systems or components handling CUI; it should not be presented as a complete compliance checklist for all data centers. The requirements that apply to a particular facility depend on its location, use, contracts, and the systems it operates.

Building, fire, privacy, and life-safety obligations also vary by jurisdiction and facility. Operators should identify applicable authorities and engage qualified reviewers for the site rather than assuming that a general security framework resolves local requirements. The cited guidance is primarily U.S.-based, alongside Uptime Institute industry material and Microsoft’s description of its own controls.
