If Ctrl or Shift does not reach a VirtualBox guest, first focus the VM window and check its keyboard-capture indicator and displayed Host key. If the VM owns the keyboard but a key still fails, the host operating system or desktop software may be intercepting it. These are separate problems, so check them in that order.
1. Check VM focus and keyboard capture
- Click inside the running VM window to give it host focus.
- Look at the VM status bar for the keyboard-capture state and the current Host key. In Oracle VirtualBox 7.2, the usual Host key is Right Ctrl on most hosts; on Mac it is Left Command. The status bar identifies the configured key for your setup.
- Press the displayed Host key once if you need to return keyboard ownership to the host. The Host key releases the VM’s keyboard capture; it is not a general fix for a Ctrl or Shift key that the host is intercepting.
Oracle’s VirtualBox 7.2 manual explains that keyboard ownership follows VM focus and the Host key, but also cautions: “For technical reasons it may not be possible for the VM to get all keyboard input even when it does own the keyboard.”
2. Check whether the host is using Ctrl or Shift
Host focus does not guarantee that every key reaches the guest. A desktop shortcut, accessibility feature, window manager, or another host application can grab a key or combination first. Check the host’s keyboard-shortcut and accessibility settings for a binding that uses the exact key or sequence that fails.
If the problem occurs only with one combination, test Ctrl and Shift separately in the guest, then test the combination. Note whether Left Ctrl and Right Ctrl, or Left Shift and Right Shift, behave differently. That helps distinguish a host binding or configured Host key from a general failure to capture keyboard input.

3. If you use GNOME on Linux, check for a specific historical conflict
Oracle ticket #4679 records a case involving VirtualBox 3.0.4 on Ubuntu with GNOME/X11: GNOME’s “Locate Mouse when hitting control” feature intercepted Ctrl when Right Ctrl was also VirtualBox’s Host key. The ticket discussion suggested Shift+Right Ctrl as a workaround in that environment. It is an old, specific report—not a universal remedy for current VirtualBox versions or other desktops.
The ticket also explains the conflict: under that X11 setup, two applications could not both grab the same key. If you need the host feature, the discussion recommends choosing a different Host key. See Oracle ticket #4679.

4. Send supported special keys through VirtualBox
Some combinations are awkward or reserved on the host. For supported special sequences, use the VM window’s Input > Keyboard menu or VirtualBox’s soft keyboard rather than relying on a physical key combination being passed through. The VirtualBox 7.2 manual documents Host key combinations for sending keys such as Del, Backspace in applicable guests, and function keys used for virtual terminals. The soft keyboard also lets you enter modifier keys.
5. Change the Host key only when it is part of the conflict
If the failing key is also configured as the Host key—or a host feature binds it—changing the Host key may avoid the collision. In VirtualBox, open Preferences and locate the Host key setting; the exact navigation can vary by platform and release. Check the VM status bar afterward to confirm the active Host key.

A 2022 VirtualBox forum response says macOS hosts allow Left or Right Shift, Ctrl, Option, and Command as Host-key choices. That is a narrow statement about configuration, not evidence that changing a Mac Host key fixes every missing-modifier problem: VirtualBox forum discussion.

- Host operating system, version, and desktop environment
- Guest operating system
- VirtualBox version
- Whether Guest Additions are installed
- Whether it happens in normal, windowed, or full-screen mode
- The exact failing key or sequence, including whether left and right modifiers differ
A 2025 VirtualBox report about Windows 11 ARM, a Linux ARM guest, mouse cursor warping, and Auto Capture Keyboard describes a different symptom; it does not establish a current universal Ctrl-and-Shift capture defect. See the report.
