Employers monitor internet use in several ways: they may log visited domains, inspect activity in work applications, review messages or files, or use device features such as screenshots and keystroke logging. The responsible approach is to start with a specific business purpose, collect the least data that can answer it, tell workers what happens, secure the records and delete them when they are no longer needed. A tool’s availability does not by itself make monitoring lawful.

What employee website monitoring can include

“Website monitoring” can mean anything from a security log containing a domain name to continuous recording of a worker’s screen. Those approaches have very different privacy and accuracy consequences.

The UK Information Commissioner’s Office (ICO) says an employer must be clear about its purpose and select the least intrusive means to achieve it. Its guidance also says workers must be informed about device monitoring, including how data is used for decisions affecting them. Why an employer might monitor website use

Security and information protection

Security teams may examine web and account activity to detect malware, credential theft, data exfiltration or an account behaving unlike its normal pattern. In this case, collecting domain, event and account metadata may answer the question without recording every screen or keystroke. Access to alerts should be limited to staff who handle security incidents.

Enforcing an acceptable-use policy

An organization may log visits to prohibited or risky services when its acceptable-use policy clearly explains the rule and the monitoring. A log can support a conversation or an investigation; it should not automatically be treated as proof of misconduct without context, such as whether a redirect, shared device or automated process caused the visit.

Investigating a defined incident

Monitoring can preserve evidence after a suspected breach, fraud, harassment complaint or unauthorized disclosure. UK government guidance says covert monitoring without workers’ knowledge is limited: the employer should suspect lawbreaking, advance notice must make detection difficult, the monitoring must be targeted to the specific investigation and it should stop when the investigation ends. Understanding workflow or service demand

Aggregated visits or application events can show which internal services are slow, unavailable or underused. Use totals or trends where possible instead of identifying individual workers. If a management decision depends on the data, validate that the measure represents the work being assessed.

Productivity and performance questions

Some employers record time in applications, active windows or websites. That data can be misleading: a case-management report may miss calls, paper work, research, collaboration or other work outside the system. The ICO recommends defining the question first and considering a less intrusive alternative. The U.S. Government Accountability Office’s 2024 report summarizes stakeholder comments about digital surveillance; its review of 217 comments from 211 stakeholders (submitted in May–June 2023) is not a representative estimate of how many employers monitor workers. Read the GAO report for that qualification.

Remote and personal-device risks

Home monitoring can capture family members, private communications, health information or activity unrelated to work. Workers generally expect more privacy at home, and an office policy should not automatically be extended to a personal device or household network. Prefer a managed work profile, work-only applications, or network records that exclude personal traffic. Explain whether monitoring runs outside scheduled hours and provide a way to separate personal use.

A responsible implementation sequence

  1. Define one concrete aim. Write the question in plain language, such as “investigate a suspected transfer of customer data on 30 September” or “check compliance with the blocked-download rule.” “Monitor just in case” is not a sufficient purpose under ICO guidance.
  2. Compare less intrusive options. Could a firewall alert, access log, login time or manager conversation answer the question? The ICO gives checking system login times and asking workers to explain discrepancies as a less intrusive alternative to webcam images for start-time checks.
  3. Specify the minimum dataset. Decide whether you need domains, full URLs, message content, screenshots or another field. Document what is excluded, such as personal accounts, cameras, microphones, private-device traffic or data outside working hours.
  4. Set access, retention and security rules. Use need-to-know permissions, encryption, audit logs and a defined deletion schedule. Canada’s federal privacy guidance emphasizes purpose limitation, safeguards, accessible policies and keeping information only as long as necessary. Provincial or sector-specific Canadian rules may also apply; federal guidance is not a complete statement of every province’s law.   5. Assess legal basis and impact. Identify the law that applies to your location, workforce and sector. In the UK, the ICO says a data protection impact assessment (DPIA) must be completed before processing likely to cause high risk and recommends using one more broadly to plan safeguards. Do not assume employee consent, a contract or a security purpose automatically resolves the legal analysis.
  6. Tell workers before collection. State what is monitored, when it runs, why it is needed, who can view it, how decisions are made, how long records remain and how to ask questions or challenge an inaccurate record. Publish the policy where workers can access it.
  7. Test reliability and fairness. Sample false positives, check whether some roles generate less digital activity and provide human review before discipline. A single activity metric should not decide performance, promotion or dismissal without corroborating evidence.
  8. Review and stop. Set a review date, measure whether the monitoring achieved its purpose and remove fields or end the program if it did not. Targeted investigative monitoring should end when the investigation ends.

How to choose an approach

Compare designs against the purpose rather than choosing the most powerful product. A useful review asks:

  • Data scope: Does it collect site metadata, content, keystrokes, screenshots or webcam footage?
  • Necessity: Is a narrower log or aggregate report sufficient?
  • Personal exposure: Could it capture household members, private accounts or sensitive categories?
  • Accuracy: Does the record represent all relevant work, or only activity in one application?
  • Governance: Are access, retention, deletion, worker notice and appeal controls built in?

Capturing a page for a documented investigation

If policy and legal review permit a screenshot, a repeatable capture process is preferable to asking a worker to send an ad hoc image.

  1. Record the case identifier, approved URL, requester, purpose and authorization.
  2. Use a controlled browser profile or API request; do not include personal cookies or credentials unless specifically authorized.
  3. Capture the minimum page area needed. Preserve timestamp, URL and a cryptographic hash in the case system if your evidence procedure requires it.

Troubleshooting and failure modes

Too much data is being collected

Remove content, screenshots or keystrokes and test whether domain or event metadata answers the purpose. Narrow the time window and exclude personal devices.

Workers challenge an accuracy-based decision

Pause automated action, preserve the original record, check for missing work channels and obtain context from the worker and manager. Do not treat inactivity in one application as proof of no work.

A screenshot contains private information

Quarantine the image, restrict access, document the incident and apply your redaction or deletion procedure. Change the capture selector, viewport or exclusion rules before collecting another image.

Monitoring continues after the stated purpose

Use an automatic end date for investigations and recurring reviews for standing programs. Delete records according to the published schedule and verify deletion.

Remote staff use personal equipment

Stop broad collection and consult applicable privacy counsel. Move monitoring to managed accounts or devices, define working hours and provide a personal-use boundary rather than silently inspecting a household network.

Jurisdiction matters

Rules differ by country, state or province, sector and collective agreement. UK ICO and GOV.UK materials are detailed but can change; the ICO notes some related material may be under review following the Data (Use and Access) Act. Canadian federal guidance may sit alongside provincial requirements. The U.S. GAO report is descriptive, not a legal rule. Obtain advice for the jurisdictions in which workers and systems are located before deploying monitoring.

Does an acceptable-use policy make website monitoring lawful?

No. A policy can provide notice and context, but the employer still needs a valid legal basis, a necessary and proportionate purpose, appropriate safeguards and compliance with applicable local law.

Is screenshot monitoring a reliable productivity measure?

Not by itself. A screenshot shows what was visible at one moment and can miss calls, offline work, collaboration and other tasks; it may also capture unrelated personal information.

Can an employer monitor a worker’s home Wi‑Fi?

That can expose household traffic and private life. Use a managed work device or account where possible, define working hours and obtain jurisdiction-specific advice before collecting home-network data.
