To open a PDF at a particular page, append a fragment containing the physical page number to the direct PDF URL: https://example.com/manual.pdf#page=4. The number is one-based (the first page is 1), and the fragment must come after any existing query string. Whether it works depends on the viewer opening the file, so test the finished link in the browser, app, and device your readers will use.
The basic PDF page-link format
Use this pattern:
PDF-URL#page=N
For example, a link to page 4 is:
https://example.com/manual.pdf#page=4
The URL must point directly to the PDF resource, not merely to a web page that embeds or previews it. The #page=4 portion is a URL fragment. It tells a compatible PDF viewer which page to display after the document loads; it does not alter the PDF file itself.
Page numbers are physical, not printed labels
Count pages from the beginning of the PDF as the viewer does: the first physical page is 1. A report might print “i”, “1”, or no number on its pages because of a cover and front matter, while the viewer still calls those pages 1, 2, and so on. If the chapter you want is the seventh physical page, use #page=7 even if the page is printed “3”. Chromium’s viewer and the PDF.js viewer treat the supplied value as a positive, one-based page number.
Put the fragment after the query string
If the PDF URL already has parameters, append the fragment last:

Putting #page=4 before ?download=1 changes the URL and can prevent the query from being sent correctly. Fragments are handled by the client after the server receives the request.
How to create and verify the link
- Copy the direct PDF address. Use the address of the file itself, ending in
.pdfwhere applicable. A “Download” button may point to a script or an HTML viewer instead; inspect the link or open the file and copy its direct address. - Add the page fragment. Type
#page=followed by the physical page number, with no spaces. - Keep existing parameters. If the address contains a question mark and parameters, place the fragment after the final parameter value.
- Open the complete URL in the target environment. Check a normal browser, the mobile app, or the embedded viewer your audience actually uses.
- Confirm the landing page. Check the viewer’s page counter rather than relying on a printed page label.
Adobe’s support guidance documents page-number links for PDFs served over HTTP or HTTPS. A local path such as file:///Users/name/manual.pdf#page=4 is not the same supported web-link scenario, and browsers may ignore the fragment or block access to the file. Host the document at an address your readers can reach.
Named destinations: a better choice for changing PDFs
A page number is quick and portable, but it can become wrong when you insert a cover, add an appendix, or otherwise change pagination. If you control the PDF, create a named destination at the section and link to that destination:

The destination name is defined inside the PDF in an authoring tool such as Acrobat. A named destination follows the marked location when pages move, making it more durable for documents that will be revised. It requires control of the file and a viewer that supports named destinations.

RFC 3778 describes page and named-destination parameters as separate PDF open parameters. That specification explains the concepts; it does not guarantee identical behavior in every current browser, mobile app, or hosted document service.
Viewer behavior you should expect
Adobe Acrobat in a browser
Adobe’s current support instructions use #page=[page number] for browser links in supported Chrome or Edge configurations with the Acrobat browser plug-in. The documented scenario uses an HTTP or HTTPS PDF location. If Acrobat is not the component opening the file, another viewer may interpret the fragment differently.
PDF.js
PDF.js accepts page and nameddest in the fragment. It can combine options with an ampersand, for example:
#page=2&zoom=200
When using the PDF.js viewer directly, the PDF is supplied through its file query parameter. That file URL must be URL-encoded and, in the documented setup, served from the same server as the viewer.

Chromium’s built-in viewer
Chromium parses a positive page value as one-based and converts it to its internal zero-based index. A value of #page=1 therefore opens the first physical page. Invalid, missing, or unsupported values can leave the viewer at its default page.
Google Drive, phones, and hosted previews
A share URL may open a Drive or other service’s HTML preview rather than the PDF URL. Such services can rewrite, remove, or ignore fragments. Mobile PDF apps also differ: some honor #page=, some open at the last-read page, and some discard URL fragments altogether. The available documentation does not establish universal support for every service or device. Test a real share link on the platform you intend to publish.
Common failures and fixes
The link always opens page 1
- Verify that the address is the direct PDF URL and not an HTML preview.
- Check that
#page=Nis at the very end, after any query string. - Try the link in another viewer to determine whether the current app ignores fragments.
- Use the physical viewer page number, including front matter.
The browser downloads the file instead
A download response can prevent an in-browser viewer from processing the fragment. Open the downloaded file in a PDF application and use that application’s page-navigation feature, or configure your server to deliver the PDF for inline viewing if that is appropriate for your audience.
The target page is off by one
Recount from the first physical page. Printed numbering often starts after a cover, title page, or table of contents. Viewer counters are the reference for the URL value.

The mobile app or embedded web view may not implement PDF fragments. Provide the section name and page number as visible link text, and test a named destination if you control the PDF. Do not promise page-level behavior on an app you have not verified.
A named destination does nothing
Confirm that the destination was actually created and saved in the PDF, that its spelling and capitalization match the fragment, and that the destination viewer supports nameddest. Fall back to a physical page link when compatibility matters more than resilience to future edits.
Testing checklist for publishers and developers
- Open the direct PDF URL without a fragment and confirm that the intended file loads.
- Test the page link in the desktop browser named in your support documentation.
- Test at least one iOS or Android path if your audience is mobile.
- Test a signed, redirected, or query-string URL if your production delivery uses one.
- Re-test after replacing the PDF; a new edition may have different physical pages.
- Keep link text meaningful, such as “Installation instructions (PDF, page 4),” so users still know the destination if their viewer ignores the fragment.

Frequently Asked Questions
Can I add both a page number and zoom level?
Yes, viewers that support both parameters can use a combined fragment such as #page=2&zoom=200. Support is viewer-specific, so verify the result in your target reader.
What if the PDF URL contains a # character already?
A URL has one fragment delimiter. Encode a literal hash that belongs to a path or parameter, then place the navigation fragment at the end; otherwise the viewer cannot reliably distinguish the file URL from the page instruction.
Can a web page link to a page inside a PDF hosted on another domain?
Usually, if the reader can access the direct HTTPS PDF URL. Cross-origin access rules generally affect scripted fetching, not a normal link, but authentication, redirects, and the hosting service’s viewer can still change the result.
