Use chrome.tabs.captureVisibleTab() from a Manifest V3 extension. It captures the pixels currently visible in the active tab and returns a Promise containing an image data URL. Request the narrow activeTab permission when a user invokes your extension, pass the clicked tab’s windowId, and throttle calls to Chrome’s documented limit of two per second.
What captureVisibleTab actually captures
chrome.tabs.captureVisibleTab(windowId?, options?) takes a screenshot of the visible area of the currently active tab in the selected window. It does not capture the entire page, content below the fold, or a full scrolling document. The return value is a string such as data:image/png;base64,...; you can assign that string to an extension page’s <img src>, convert it to a Blob, upload it, or save it.
If you omit windowId, Chrome uses the current window. Supplying tab.windowId from the action click event is safer when your extension could be used while several windows are open.
Permissions: activeTab versus all_urls
Use activeTab for user-triggered screenshots
Your extension needs either activeTab or all_urls. activeTab is the least-broad choice when capture follows a clear user action such as clicking the extension button. Chrome grants temporary access to the tab involved in that action, so you do not need to request access to every website in advance.

Use all_urls only for ongoing, broad access
all_urls grants URL access across sites and is appropriate only when your product genuinely needs to capture arbitrary pages without a user gesture. It is broader than necessary for a button that captures the tab the user is viewing and can trigger a more consequential permission review.
Special URL cases
chrome:pages, extension pages, anddata:URLs: Chrome permits these throughactiveTab.file:URLs: the user must explicitly enable “Allow access to file URLs” for your extension in Chrome’s extension-management page.- Unavailable or restricted tabs: a tab can disappear, navigate, or become unavailable between the click and the capture. Always catch rejected Promises.
Minimal Manifest V3 extension
Create a directory containing these two files. This example captures the tab when the toolbar action is clicked and logs the resulting data URL.

The Promise form shown above is supported in Manifest V3 and later. Callback syntax remains the compatibility option on platforms that do not provide Promise support.
Display the returned image in an extension page
A service worker has no visible document, so logging the data URL is useful for debugging but not for a user-facing preview. Send the string to a popup or another extension page.

});For a download, create an anchor in the extension page, set its href to the data URL, set download to a filename, and call click(). For an upload, convert the data URL to a Blob first so the request body is binary rather than a very large base64 string.
Options and target-window behavior
Image format
Pass an options object such as { format: "png" }. Choose the format your workflow expects and verify the resulting MIME type before uploading or naming the file. Keep the returned string intact; it already contains the image MIME type and encoded bytes.
Choosing a window
In an action listener, use tab.windowId. Omitting the argument targets the current window at the time Chrome processes the call, which can differ if focus changes during asynchronous work. A supplied window ID also makes intent explicit when your extension manages more than one window.

Visible viewport, not full page
The capture follows the viewport currently displayed, including the browser’s rendered state at that moment. To capture another section, scroll the tab first and capture again; there is no option that turns this API into a full-page scrolling screenshot. If you need a full document, use a page-rendering or screenshot service rather than assuming repeated viewport images are equivalent to one full-page capture.
Rate limits and reliable capture loops
Chrome documents MAX_CAPTURE_VISIBLE_TAB_CALLS_PER_SECOND as two calls per second beginning with Chrome 92. Treat that as a hard design constraint: do not run an unrestricted interval, fire a request for every scroll event, or launch parallel captures.

}This limits starts to roughly two per second and prevents overlapping calls. Your UI should tolerate a rejected or delayed request rather than retrying immediately in a tight loop. For burst capture, queue requests and release them at a controlled interval.
Common failures and fixes
“Permission denied” or an equivalent rejection
- Confirm that
activeTaborall_urlsis present inmanifest.json. - With
activeTab, start the capture from the user action that grants access; a later timer may no longer have that temporary access. - Reload the unpacked extension after changing the manifest.
The target is a local file
Enable file access for the extension in Chrome’s extension-management page. Without that user setting, file: captures can fail even when the manifest contains activeTab.

The result is empty, missing, or never displayed
- Check that the Promise resolved and that the value begins with
data:image/. - Do not try to render the value in the service worker; pass it to an extension page or popup.
- Ensure the receiving page sets the value on an image element’s
srcand that the element is not hidden by CSS.
Calls are rejected during a burst
Throttle to no more than two calls per second, serialize requests, and report a temporary “capture busy” state instead of issuing immediate retries.
The screenshot is not the page you expected
Capture the tab supplied to the action handler and pass its windowId. If the user changes tabs or windows while your code waits, re-check the target before starting another capture.
Content below the fold is absent
That is expected: this API captures only the visible area. Scroll deliberately and capture each viewport, or choose a full-page-capable service when a single long image is required.

A screenshot can contain passwords, personal data, tokens, and confidential documents. Keep the data URL in extension-controlled code, avoid writing it to logs in production, and transmit it only to an endpoint the user and your privacy policy clearly identify. Data URLs are base64-encoded and can be large; release old captures and prefer Blob or binary upload handling for repeated use.

Limit host access to the narrowest permission that satisfies your feature. A user-triggered toolbar capture normally needs only activeTab, while an unattended workflow may require a broader design review before adopting all_urls.

For an extension button, start with activeTab, pass the event tab’s windowId, handle the data URL in an extension page, and enforce the two-calls-per-second limit. Move to a URL-based service only when the requirement is remote, automated, or full-page capture rather than the visible pixels of a user’s current tab.
