To turn HTML into a PDF, either render it in a browser you operate—such as with Puppeteer—or send the HTML or a page URL to a hosted conversion API. Use a browser when you need control over rendering and can run the browser reliably; use a managed service when you want to avoid operating that runtime. First decide whether your input is raw HTML, a URL, or a packaged set of assets: services differ in what they accept and how they deliver the PDF.

This guide shows a runnable Puppeteer workflow, explains the print settings that most often affect output, and compares it with documented hosted workflows. For the related task of capturing a website as an image or PDF, ScreenshotNeo is another option; it is a screenshot API and MCP server, not a general raw-HTML conversion endpoint.

What an HTML-to-PDF API does

An HTML-to-PDF API renders markup and styles into paginated PDF pages. Depending on the service, you may submit raw HTML, a URL, or assets such as a ZIP file, then receive PDF bytes, encoded output, or a job acknowledgement followed by a later delivery. The output is not simply a printout of the HTML source: CSS media rules, fonts, image loading, page dimensions, and browser behavior all affect what appears on each page.

Canon Canoscan Lide 300 Scanner (PDF, AUTOSCAN, Copy, Send)
  • Scanner type: Document
  • Connectivity technology: USB
  • With Auto Scan Mode, the scanner automatically detects what you're scanning
  • Digitize documents and images
  • Run a browser renderer yourself. You control browser-level rendering and PDF settings, and you also own browser execution, deployment, capacity, and reliability.
  • Call a managed conversion service. The provider operates the rendering service, but you need to check its accepted inputs, output mode, authentication, quotas, timeout behavior, and current price.

There is no controlled performance comparison in the documented sources cited here. Test the actual documents your application produces rather than choosing on a vendor speed claim alone.

Convert HTML to PDF with Puppeteer

Puppeteer’s Page.pdf() renders using the print CSS media type by default. Its PDF options include paper size, orientation, margins, page ranges, scale, background printing, font readiness, and CSS page-size preference. The following Node.js example writes a local HTML file to a PDF and waits for document fonts before printing.

Install and run

  1. Install Node.js and create a project directory.
  2. In that directory, run npm init -y, then install Puppeteer with npm install puppeteer.
  3. Save this as make-pdf.js. It creates a sample HTML input when input.html does not exist, launches Puppeteer, writes output.pdf, and closes the browser even if PDF generation fails.
  4. Run node make-pdf.js. The expected result is output.pdf in the project directory.
const fs = require('node:fs/promises');
const puppeteer = require('puppeteer');

async function main() {
  try {
    await fs.access('input.html');
  } catch {
    await fs.writeFile('input.html', `<!doctype html>
<html>
<head>
  <meta charset="utf-8">
  <title>PDF example</title>
  <style>
    @page { size: A4; margin: 18mm; }
    body { font: 12pt/1.5 sans-serif; }
    h1 { break-after: avoid; }
    .new-page { break-before: page; }
  </style>
</head>
<body>
  <h1>PDF example</h1>
  <p>Replace this sample with your own HTML.</p>
</body>
</html>`);
  }

  const browser = await puppeteer.launch({ headless: true });
  try {
    const page = await browser.newPage();
    await page.setContent(await fs.readFile('input.html', 'utf8'), {
      waitUntil: 'networkidle0',
    });
    await page.pdf({
      path: 'output.pdf',
      format: 'A4',
      printBackground: true,
      waitForFonts: true,
    });
    console.log('Created output.pdf');
  } finally {
    await browser.close();
  }
}

main().catch((error) => {
  console.error(error);
  process.exitCode = 1;
});

The sample uses an A4 page, prints backgrounds, and waits for fonts. Replace those choices with the document’s requirements. Puppeteer’s PDF options and current defaults are documented in its PDFOptions reference; the behavior of Page.pdf() is described in the Page.pdf() documentation.

Choose print or screen styling deliberately

Because Page.pdf() uses print media, print-specific CSS rules can change or suppress styles that appear in a normal browser view. This is usually desirable for pagination, but it can surprise you when the screen layout is the intended design. Puppeteer documents emulating screen media before calling page.pdf() when screen styling is wanted.

PDF generation also modifies colors for printing by default. If exact colors matter, Puppeteer points to the CSS property -webkit-print-color-adjust. Verify the result in the PDF itself; merely setting a background-print option does not guarantee that every browser and CSS combination will match your screen rendering.

Set page geometry and pagination

Choose a paper format or explicit dimensions, orientation, margins, scale, and—if needed—page ranges. Puppeteer’s preferCSSPageSize option gives CSS @page dimensions priority over the API’s format, width, or height; without it, content is scaled to fit the selected paper size. Pick one clear source of page geometry so the page is not unexpectedly shrunk to fit.

For repeatable page breaks, use print CSS and inspect long documents at boundaries. Avoid relying on a heading, table row, or image splitting in a particular way without checking the resulting PDF. A fixed margin also matters when the document has headers and footers: leave enough room so they do not overlap body content.

Wait for dynamic content and fonts

The sample uses networkidle0 while setting content, then enables waitForFonts during PDF generation. Puppeteer documents that this option waits for document.fonts.ready when enabled. Neither setting is a universal guarantee that application-specific asynchronous content is ready: pages that load content after a timer, interaction, or API event need an explicit readiness condition appropriate to the page.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If you render a URL instead of local markup, navigate to it and use the same PDF options. Ensure the page has loaded its required images, scripts, and fonts before printing. For dynamic content, wait for a known selector or application-ready signal rather than guessing a delay.

When a managed PDF API fits better

A hosted endpoint can remove the need for your application to launch and maintain a browser, but “HTML-to-PDF API” does not describe one universal interface. Check the service documentation for the input contract, response shape, layout controls, authentication, operational limits, and failure handling before integrating it.

Direct request/response: HTMLPDF.dev

HTMLPDF.dev documents a POST endpoint accepting either html or url, but not both. It documents binary PDF bytes or JSON/Base64 output, paper formats, margins, background printing, scale, page ranges, headers and footers, media mode, wait controls, and filename. Its API documentation lists bad-request, unauthorized, timeout, rate-limit/quota, and server errors. Consult the current API documentation for endpoint syntax, authentication, parameters, and error response details; do not assume its settings or defaults match Puppeteer’s.

The vendor documentation accessed in 2026 lists a 30-second generation timeout and says quota or rate-limit excess produces HTTP 429. The same documentation lists plan quotas per month and per hour; these are vendor-published limits and may change. A timeout is especially relevant for long, asset-heavy, or dynamically rendered pages, so validate your input against the service’s documented request and time limits.

Upload and submit a job: Adobe PDF Services

Adobe’s official HTML-to-PDF workflow is a job/asset pattern: upload an input asset and submit a conversion job. Its documented inputs include static and dynamic HTML, ZIP, and URL; the example includes page layout and header/footer options. This differs from a single synchronous request that returns the PDF immediately. Review the current Adobe HTML to PDF API documentation for its REST or SDK workflow and the handling of job results.

Asynchronous callback workflow

HTML PDF API documents a callback pattern in which the caller submits a request with a callback URL, receives a processing acknowledgement, and later receives a POST containing the PDF file. This can suit an application that already handles asynchronous jobs, but it requires an endpoint that can accept and validate the callback. The documentation establishes the workflow, not a service-level reliability claim. See HTML PDF API documentation for its described request pattern.

Compare the workflow before choosing

Approach Documented input and delivery What you control or operate Important checks
Puppeteer running in your environment Browser-rendered page; your application writes or returns the PDF. Browser launch, rendering options, deployment, and service operation. Print versus screen CSS, font and content readiness, browser capacity, and your own failure handling.
HTMLPDF.dev direct API HTML or URL; binary PDF or JSON/Base64. Request settings and application-side integration. Current authentication, timeout, quotas, rates, errors, and service defaults.
Adobe PDF Services job Documented HTML, ZIP, and URL inputs; asset upload and job submission. Job submission and result retrieval in your application. Current SDK/REST steps, accepted assets, job status and output handling.
HTML PDF API callback Request with callback URL; acknowledgement followed by a POST containing the PDF. Your callback receiver and its processing. Callback validation, retry behavior, and the provider’s current request contract.

These are documented workflow differences, not a comparative rendering or speed benchmark. Before committing, compare raw HTML versus URL or ZIP input, CSS and browser fidelity, page controls, synchronous versus asynchronous delivery, authentication and data handling, timeouts and quotas, and operating burden at your expected volume.

Test output and plan for production

A successful HTTP response or completed browser call only proves that a PDF was produced; it does not prove that it is complete or readable. Build a representative test set before launch. Include short and long documents, page-break-sensitive layouts, remote images, custom fonts, dynamic content, and pages whose layout changes under print CSS. Inspect page count, clipping, missing assets, text selection, and headers or footers at page boundaries.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Readiness: define what “ready to print” means for each page, then wait for that condition. Network quiet alone may not cover content inserted later by application code.
  • Output handling: for a direct API, distinguish PDF bytes from JSON/Base64 responses. For a job flow, handle pending status and result retrieval. For a callback flow, make the receiver safe to invoke more than once.
  • Retries: treat authentication and malformed-input failures differently from temporary server failures. Honor the chosen provider’s current retry guidance; do not blindly retry quota or rate-limit responses.
  • Capacity and cost: estimate peak requests as well as monthly volume. A self-operated browser transfers capacity and reliability work to your team; a managed service adds provider quotas, timeouts, and plan costs to the design.

HTMLPDF.dev’s product page advertises under-500-millisecond generation for simple documents, but that is a vendor claim, not an independently tested benchmark, and does not establish performance for your content. The vendor page accessed in 2026 listed Starter at $19/month, Growth at $49/month, Business at $99/month, Scale at $249/month, and Enterprise at $499/month; its documentation lists monthly and hourly plan quotas. Treat these prices and limits as volatile, and verify the current HTMLPDF.dev product page before budgeting.

Troubleshoot common PDF conversion problems

The PDF uses different styling from the browser

Likely cause: print media CSS is active by default in Puppeteer. Fix: add or adjust print rules, or emulate screen media before generating if screen styling is what you want. Check color adjustment and background printing separately.

Fonts or images are missing

Likely cause: the document was printed before resources finished loading, or the renderer cannot access them. Fix: confirm asset URLs and access permissions, wait for fonts and application-specific readiness, and test the page in the same runtime that generates the PDF.

Content is cut off or unexpectedly scaled

Likely cause: page dimensions, margins, CSS @page, and PDF format options conflict. Fix: decide whether the API or CSS controls paper size, review preferCSSPageSize, reduce oversized content, and inspect the margins and page breaks in the generated file.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A hosted request times out or returns an error

Likely cause: the rendering took longer than the provider allows, credentials or input are invalid, or a quota/rate limit was reached. Fix: inspect the response and provider’s current error table, validate the request shape, check quota and rate limits, and use an asynchronous job workflow if the provider offers one and the workload needs it. HTMLPDF.dev documents a 30-second timeout and HTTP 429 for quota or rate-limit excess; those details are specific to its documentation and may change.

Or skip the browser setup

If your source is a website URL rather than raw HTML, ScreenshotNeo can capture a clean page as an image or PDF with one GET request. It is useful for website capture, but it is not a drop-in raw-markup conversion API. The example below follows the documented ScreenshotNeo request shape and saves a website screenshot; consult the ScreenshotNeo API documentation for its PDF and output options.

curl -G "https://api.screenshotneo.com/v1/shot" -d access_key=YOUR_API_KEY --data-urlencode url=https://stripe.com -o shot.webp

ScreenshotNeo accepts cookie or consent banners as a visitor and removes more than 60 known consent platforms, newsletter popups, and chat widgets before capture; those steps can be turned off. Bot checks, blank pages, timeouts, failed loads, and cache hits cost nothing, and responses include X-Page-Verdict and X-Billed headers. Its MCP server offers take_screenshot, get_page_info, and capture_pdf tools for AI agents and other MCP clients. The Free plan includes 1,000 shots per month with no card; paid plans start at $5 for 3,000 shots. Every feature is on every plan. Sign up free for 1,000 screenshots a month, with no card required.

Choose based on input, control, and operations

For raw HTML and precise browser-level behavior, Puppeteer gives you direct control but leaves runtime operation to your team. A hosted API can reduce that operational work, provided its inputs, output mode, quotas, and failure behavior fit your use case. For website screenshots or website-to-PDF capture rather than raw HTML conversion, ScreenshotNeo is an alternative to evaluate. Whichever route you choose, validate the actual PDF output with representative pages before relying on it in production.

Frequently Asked Questions

Can an HTML-to-PDF API preserve JavaScript-generated content?

Some documented workflows support dynamic HTML or offer wait controls, but behavior depends on the service and page. Confirm its readiness options and test your application’s rendered content.

Does Puppeteer produce tagged, accessible PDFs by default?

The cited PDF options reference identifies tagged output as experimental. Check the current reference and inspect the resulting files before relying on that option.

Can I send raw HTML directly to ScreenshotNeo?

The ScreenshotNeo example here captures a URL. This article does not establish a raw-HTML input interface for ScreenshotNeo.
