How to fix Tomcat stuck at startup: first determine whether Tomcat is actually hung or has completed startup and is correctly waiting for requests. Check the active instance’s logs, confirm CATALINA_BASE, identify the last lifecycle or web-application message, and take repeated JVM thread dumps if the process remains alive without progress. The right fix depends on whether the evidence points to configuration, deployment, a custom startup listener, or blocked external I/O.
Is Tomcat really stuck?
A Java process that remains alive does not prove a startup failure. After the server starts, Tomcat normally waits in its await() lifecycle for a shutdown signal. Look for the version-appropriate server-startup completion message and test whether a configured connector accepts a connection. Tomcat’s documented lifecycle is described in its startup architecture guide.
Record these facts before changing anything:
- The exact command, service action, container command or IDE action used.
- Elapsed time and the timestamp of the last startup log line.
- Whether a Tomcat JVM exists and whether the service manager reports it as running.
- Whether HTTP or HTTPS accepts a connection.
- The Tomcat and Java versions, operating system, Java vendor,
CATALINA_HOMEandCATALINA_BASE.
A startup script, service wrapper and server JVM can have different lifetimes. A command returning while the JVM continues is often normal; a running process with no completion evidence, no connector response and an unchanged log requires investigation.
Find the logs for the actual instance
Read the beginning of the current startup attempt, not just the last repeated exception. Tomcat uses JULI (its java.util.logging-based system). Unix startup scripts commonly redirect console output to catalina.out; Windows services use service-specific stdout, stderr and log files. Confirm the paths used by your service rather than assuming defaults. The official logging references are Tomcat 11 logging and the historical Tomcat 8 logging guide.

Also inspect ${catalina.base}/logs, the service manager’s captured output, and any container log stream. Preserve the complete exception and every nested Caused by. Note the last component, context path, lifecycle event or class named before progress stops.
Increase logging narrowly
Tomcat’s JULI configuration is generally ${catalina.base}/conf/logging.properties. Do not set every logger to DEBUG as a first response: the older official guide warns that broad debug output can create megabytes of data and slow startup. Increase only the suspected package or component, temporarily, using the syntax appropriate to your installed version, then restore the prior level.
Verify CATALINA_HOME, CATALINA_BASE and versions
CATALINA_HOME identifies the installation; CATALINA_BASE identifies the runtime instance. A service may use different values from your interactive shell. Check the service definition, environment file, container manifest or IDE launch configuration, then inspect the active base’s files:
${catalina.base}/conf/server.xml${catalina.base}/conf/web.xml${catalina.base}/conf/logging.properties- The configured log, temporary, work and deployment directories
Tomcat does not fall back from a missing file in CATALINA_BASE/conf to CATALINA_HOME/conf. Restore required files from a matching installation and version, correct ownership and readability, and restart. Do not edit an arbitrary copy of server.xml; identify the active base first. Configuration is read at startup, so changes require a restart. See the version-specific Tomcat introduction, which also cautions that issues and solutions can differ between major versions.

When Tomcat hangs on startup during deployment
If the final message names a web application, treat deployment as the leading suspect rather than changing JVM memory or timeout flags without evidence. HostConfig responds to lifecycle events to deploy applications, and a LifecycleListener configured in server.xml can also customize startup.
Check the application’s deployment inputs
- Verify the document base exists, is readable by the service account and is the directory or WAR you intended.
- Validate
WEB-INF/web.xmland inspect the first parser exception. - Check that listener and filter classes, plus their transitive libraries, are present in
WEB-INF/classesorWEB-INF/lib. - Review application initialization code for database, DNS, filesystem, network or credential calls that can wait indefinitely.
- Inspect context configuration and any external resources referenced by the application.
Tomcat’s Manager documentation lists unreadable document bases, malformed WEB-INF/web.xml, and missing classes while listeners or filters initialize as common deployment exceptions. Consult the Manager App How-To for the diagnostic and deployment details.
Isolate one application safely
In a maintenance window, preserve the WAR, expanded directory and context configuration, then temporarily move or disable one suspected application. If Tomcat starts, reintroduce it in a controlled staging or maintenance sequence and fix the dependency or initialization failure. Avoid casually using Manager’s undeploy operation: documented undeploy behavior can remove the WAR, expanded directory and context XML.
Use thread dumps when logs stop
If the JVM remains active but logs no longer advance, collect at least two thread dumps separated by a short interval. A single dump is only a snapshot. Compare identical thread names and stacks:

- Repeated monitor or lock waits suggest contention or deadlock investigation.
- A stable filesystem, DNS, socket or database call points to the external dependency named in the stack.
- A stack in class initialization, a servlet listener or filter points toward application startup code.
- Stacks moving between dumps indicate activity rather than a permanently blocked thread.
When Tomcat Manager is installed, enabled and authorized, its text endpoints include /manager/text/threaddump for a JVM thread dump and /manager/text/vminfo for JVM diagnostic information. The response includes thread names, states and stack frames. Do not expose Manager publicly just to obtain diagnostics. If Manager is unavailable, use the thread-dump mechanism supported by your Java release, operating system and service wrapper, writing output to a protected file; there is no single command that applies to every environment.
Map the evidence to a fix

Compare launch modes instead of guessing
When behavior differs between a shell and a service, compare the effective Java executable, environment variables, CATALINA_BASE, service account, working directory, stdout/stderr destination and filesystem permissions. When comparing a Tomcat-level problem with an application-level problem, check whether startup succeeds with applications absent, whether one context has a deployment exception, which lifecycle component was last reached, and whether repeated dumps point into Tomcat lifecycle code or application initialization.
Common failure symptoms and recovery
“The service says running, but the site does not respond”
Confirm the connector address and port, then inspect the startup log for completion. A running service can still have failed deployment or a connector bind error. Check the first exception and whether another process owns the configured port.
“The console stops after a web application message”
Use the named context as the isolation target. Validate its WAR or document base, descriptor and listener/filter dependencies before changing Tomcat-wide settings.

“It works from my shell but not as a service”
Compare service and shell Java versions, environment, account permissions, paths and log destinations. The service may point at another installation or base.
“A restart made no difference”
Do not repeatedly restart without collecting evidence. Preserve the startup attempt, take two dumps while it is stalled, and compare the stacks; repeated external waits often identify the dependency that must be repaired.
