For an ordered PDF, convert or add the web pages and HTML files in Adobe Acrobat, arrange their page thumbnails, then combine and save. For an editable DOCX, assemble existing Word documents with Word’s Insert > Object > Text from File command; raw HTML may need to be converted or copied into Word first. Choose PDF when preserving a finished page layout matters more than editing, and DOCX when the text needs further editing.
Choose the right output before you combine anything
The workflow depends on whether you need a fixed-layout document or an editable one. A PDF is page-oriented and is usually the simpler choice when the goal is to share or archive pages as they appear after conversion. A DOCX is better when people need to revise the text, headings, or structure.
- Several web pages or mixed files into one PDF: Acrobat is the most direct documented route. It accepts web files and common office formats, and provides a preview for arranging pages before combining.
- Existing Word documents into one editable DOCX: use Word’s Text from File command, then review the combined document and its sections.
- Already-converted PDFs in Microsoft cloud storage: SharePoint or OneDrive can merge PDFs in the document library. This route is for PDFs, not raw HTML.
There is no universal guarantee that a web page will look identical after conversion. Dynamic content, scripts, CSS, web fonts, and responsive layouts can change or fail to carry over. Inspect the output rather than assuming conversion preserved every detail.
Combine web pages and HTML files into one PDF with Acrobat
Acrobat’s Combine Files workflow can combine web files with supported PDFs, Word, Excel, PowerPoint, images, email, and other file types. Adobe describes the result simply: “Acrobat merges your selected files into a single PDF document.” The controls for previewing and ordering files make this a practical choice when the final sequence matters.

- Add the source material. Open Acrobat’s Combine Files workflow and add the web files, HTML files, or other supported sources you want in the PDF. Acrobat also documents adding content from a web page during file combination.
- Check the previews. Review each source before combining. If a source contains multiple pages, expand it so you can inspect its constituent pages.
- Set the order. Drag the file or page thumbnails into the sequence you want. Delete any unwanted pages before creating the combined file.
- Combine and save. Choose Combine, then rename and save the resulting PDF. Open the saved file and inspect the order, page breaks, and appearance before sharing.
Add a web page directly
Acrobat documents adding web-page content during file combination. For an unlinked URL, it also documents this path: Edit > Organize pages > Insert > From web page. Linked pages can be appended to a document or opened as a new converted PDF. The available choices can depend on Acrobat’s current edition and platform, so check the controls in your installation.
When conversion changes the page
A converted web page is not necessarily a pixel-perfect copy of the live site. Interactive content and scripts may not behave as they do in a browser; responsive layouts may differ at the conversion viewport; and CSS or web fonts may render differently. Review every converted page, especially if typography, tables, navigation, or page breaks are important. No universal fidelity percentage or guaranteed page limit is established here.
Assemble an editable DOCX from Word documents
Word’s documented assembly route is intended for existing Word documents. Put the cursor where the next source should appear, then insert its text from the file. Repeat for each document in the order you need.
- Open the destination document in Word and place the cursor at the insertion point.
- Choose Insert > Object > Text from File.
- Select the Word document to insert and confirm.
- Repeat at the appropriate insertion point for each additional document.
- Review the combined document’s headings, page breaks, tables, and section formatting, then save it as a DOCX.
Keep different headers and footers where needed
If a source’s headers and footers should apply only to its own pages, Microsoft advises inserting the text in a new section. Check section breaks and header/footer linkage in the assembled document; otherwise, a header or footer can continue across content where you did not intend it to.

What to do with raw HTML
The cited Word workflow covers existing Word documents, not arbitrary HTML files. Convert each HTML page into a Word document or copy and paste its content into Word as an intermediate step, then use Text from File to assemble the resulting Word documents. Inspect the result for missing images, altered spacing, tables, and styles. If the primary goal is preserving the pages’ appearance rather than editing their text, convert the pages to PDF and combine those instead.
Merge PDFs in SharePoint or OneDrive
Microsoft documents a cloud merge option for two or more existing PDFs stored in SharePoint or OneDrive. It does not describe merging raw HTML through this workflow; convert each page to PDF first.
- Open one of the PDFs in the SharePoint or OneDrive document library.
- Choose More options (…) > Merge.
- Select the other PDFs to include and choose Next.
- Save the merged PDF to the document library.
Availability can depend on the account, plan, platform, and geography. Confirm that the Merge command appears for your account before relying on this route.
Export the assembled Word document as a PDF
When the content is assembled and reviewed in Word for the web, Microsoft documents creating a PDF through File > Print. Word for the web opens a PDF preview intended to keep the document’s layout and formatting. Review that preview, then save or print the PDF using the options available in your browser or account.

Keep pages in the right order and check the result
Set the order before combining, then verify it in the finished document. In Acrobat, use the thumbnail preview to drag pages into sequence and remove unwanted pages before clicking Combine. In Word, insert each source at the intended cursor position and review the assembled document from beginning to end.
- Check that every expected page or section appears exactly once.
- Look for unexpected blank pages, broken page breaks, or a source inserted at the wrong position.
- Inspect images, tables, fonts, headers, and footers after conversion or insertion.
- Open the saved output—not just the preview—and check that it can be read and shared as intended.

Troubleshooting common merge problems
The HTML page is missing or cannot be added
Use Acrobat’s documented web-page input where available, or convert the HTML page to PDF first and add that PDF to the Combine Files workflow. For an editable Word result, convert or copy the HTML content into Word before using Text from File; the command is documented for Word documents.
The pages appear in the wrong order
In Acrobat, return to the Combine Files preview and drag the thumbnails into the intended order before combining. In Word, check the insertion points and source sequence, then move the affected content in the editable document.
The PDF looks different from the website
Check whether the page depended on scripts, dynamic content, responsive styling, or web fonts. Review the converted page and adjust the source or capture approach as needed. Conversion does not promise exact reproduction of every live-site feature.
Headers or footers changed in the DOCX
Inspect section breaks and header/footer settings. Microsoft advises inserting content in a new section when headers and footers must remain limited to particular pages.
