If your camera is not working in Cisco Webex on Windows 11, first check camera privacy access, close other apps that may be using it, and confirm the right camera is selected in Webex. Then compare the desktop app with the Webex Web App and check whether a meeting or account restriction has disabled video.

1. Check Windows camera privacy settings

Windows may block camera access before Webex can use the device. Open Windows Settings and search for Camera privacy settings. Confirm that camera access and access for apps are enabled. Also check the control for allowing desktop apps to access the camera.

Windows settings labels can vary. Cisco’s general PC guidance describes the camera controls under Settings > Privacy > Camera; searching Settings for “Camera privacy settings” can help locate them on Windows 11. If the controls are unavailable or managed by your organization, ask your IT administrator.

2. Free the camera and reconnect it

Another application may already be using the webcam. Leave the Webex meeting, close other camera-using programs such as Teams, Skype, Zoom, or webcam utility software, and then rejoin. If you use an external camera, disconnect and reconnect it, and connect it before joining the meeting.

If you cannot tell which program is using the camera, restart Windows and test Webex before opening other video apps. Avoid reinstalling a driver as a first step: if Windows and other apps cannot detect the camera, contact local IT or the computer manufacturer for device-specific guidance.

3. Check the camera in Webex and another app

  1. Open Webex Video Settings and confirm your intended camera appears in the list and is selected.
  2. Check whether the camera works in another camera app, such as the Windows Camera app.
  3. If you use an external webcam, reconnect it and check the camera list again.

If other apps cannot detect the camera, the problem is likely outside Webex. Contact your local IT team or device manufacturer. If the camera works in other apps, continue with Webex-specific checks.

4. Compare the desktop app with the Webex Web App

Try joining with the Webex Web App. If video works in the browser but not in the desktop app, the issue is more likely tied to the desktop client or its configuration. If neither Webex option works but other apps can use the camera, check access and camera selection in each Webex environment.

For a browser session, allow the Webex site to use the camera in the browser’s site settings, then select the correct camera in Webex’s video selector. Browser extensions can also interfere with video; consider whether an extension could be blocking camera access. Browser permissions and extensions apply to the Web App, not the installed desktop client.

5. Check whether meeting controls are disabled

If the Start Video control is gray or unavailable, the camera itself may not be the cause. The host may have disabled video, or an account entitlement, session type, external-user restriction, or Webex settings template may limit video.

Ask the meeting host or your Webex administrator to check the applicable meeting and account settings. If several participants are affected, check Webex service status before making local changes.

6. Compare symptoms to narrow down the cause

7. Gather details before contacting support

If the camera works elsewhere, Windows access is enabled, and the correct camera is selected in Webex, collect the details that will help IT or Webex support investigate:

  • The exact error message or symptom, such as a gray video control
  • Your Webex version and whether you joined through the desktop app or Web App
  • Whether the issue affects one meeting or all meetings, and whether other users are affected
  • When the issue began and any recent operating system, network, or account changes
  • Your browser and operating system details, if using the Web App
  • Whether you are using a VPN or proxy

When useful, compare the same device on another network or another device on the same network. These checks help scope the issue; they do not by themselves prove that the network is responsible.
