If an email you deleted keeps reappearing in Outlook, first check whether it is actually returning to the mailbox or only being displayed again by a phone, an IMAP setting, a retention policy, or a local search result. The quickest test is to open Outlook on the web or Outlook.com in a browser and check the message there.

If the message is present in the web mailbox, apply Fix 1. If it is absent on the web but visible in Outlook for Windows or on a phone, skip to Fix 2 or Fix 5.

1. Delete the message from the web mailbox, then empty Deleted Items

Start with the server copy rather than the Outlook app. In Outlook on the web or Outlook.com:

  1. Open Deleted Items.
  2. Select the unwanted message.
  3. Use Home > Move if you need to keep it somewhere else. Otherwise, use the delete command.
  4. In Deleted Items, select Empty folder if you want to remove everything in that folder.

A normal deletion moves a message to Deleted Items; it does not usually erase it immediately. Emptying that folder is a separate operation.

For Exchange or Microsoft 365 accounts that support server-side recovery, emptying Deleted Items may still leave the message in the hidden Recoverable Items area. The Exchange administrator controls how long it remains recoverable.

In Outlook.com and Outlook on the web, items removed from Deleted Items remain recoverable for 30 days. Open Deleted Items, select Recover items deleted from this folder, select the message, and choose Restore. Microsoft says this recovery tool is unavailable in Outlook for iOS, Outlook for Android, and mobile browsers.

Use the correct recovery path in Windows

  • New Outlook: open Deleted Items > Recover items deleted from this folder. Select the message and choose Restore from the Home ribbon.
  • Classic Outlook: open Deleted Items > Home > Recover Deleted Items From Server. Select the messages, choose Restore Selected Items, and select OK.

Classic Outlook may not show Recover Deleted Items From Server for accounts that do not support server-side recovery. A Trash folder instead of Deleted Items is another indication that this workflow is unavailable. For many POP3, IMAP, Outlook.com, and Exchange ActiveSync accounts, deleting or purging the message is permanent through Outlook.

2. Remove a phone or device that is restoring stale mailbox data

A phone or tablet with a broken sync state can continue showing an old copy of a message, or fail to send the deletion back to the mailbox. Reset the Outlook.com device partnership from a browser:

  1. Open Outlook.com or Outlook on the web.
  2. Select Settings.
  3. Go to General > Mobile devices.
  4. Select the affected device.
  5. Select Delete, then select Save.

This removes the device-to-mailbox partnership. It does not delete the mailbox or erase the device’s local data. The device can establish synchronization again afterward. You may need to remove and add the account again in the mail app, or wait for it to reconnect.

Also check the Microsoft cloud-storage quota if mail is not syncing. Microsoft says a full quota prevents sending and receiving mail; messages sent while storage is full are bounced to the sender and cannot be recovered later. This is a storage failure, not a deleted-message recovery issue.

3. Fix IMAP messages that are only marked for deletion

IMAP accounts can handle deletion differently from Microsoft 365 or Outlook.com accounts. Outlook may mark a message for deletion while leaving it in the original folder. These messages normally appear with strikethrough text, which can make it look as though deletion did not work.

In classic Outlook, select the strikethrough message and choose Home > Undelete to restore it. To hide messages that are marked for deletion, choose View > Change View > Hide messages marked for deletion. To collect them in one view, choose View > Change View > Group messages marked for deletion.

Those view options do not delete anything. To permanently remove IMAP messages, you must purge them. Microsoft compares purging to emptying the Windows Recycle Bin: the messages are deleted from the IMAP server and cannot be restored through Outlook.

Gmail IMAP can be especially confusing

When Gmail is configured in Outlook as an IMAP account, a message can be permanently deleted from its original folder while still appearing there in Outlook with strikethrough text. Gmail may retain its copy in the Trash folder. Check Gmail’s web interface if Outlook’s folder display disagrees with what you see in the mailbox.

4. Check retention and archive policies

On work or school accounts, an administrator-controlled retention or archive policy may move a message to Deleted Items or permanently delete it. A policy labeled Delete (Temporarily recoverable) allows recovery through Recover deleted items.

If you recover a message that you need to keep, move it to a folder that is not covered by the same policy, or remove the policy from the item if Outlook gives you that option. Otherwise, the policy may process and remove the message again.

Microsoft says retention and archive policies are processed approximately once every seven days. The organization’s administrator controls how long policy-removed items remain recoverable; Microsoft documents 30 days as the default for the relevant recovery period, but organizational policy can differ. Users generally cannot override an organization-wide policy from the message itself. Contact your Microsoft 365 administrator if the message is being removed or moved despite your changes.

Do not assume this is the old Outlook.com Connected Account bug. Microsoft marked that specific issue as fixed on November 15, 2020. Treat a current recurrence as a sync, IMAP, policy, or view problem unless there is separate evidence of a current service incident.

5. Broaden Outlook’s view or rebuild the local data it searches

Sometimes the message is not returning at all. Outlook is showing a stale local copy, or its search settings are excluding Deleted Items. Confirm the message’s location in the web mailbox first, then adjust the relevant Outlook client.

New Outlook for Windows

  1. Select Settings > General > Search.
  2. Under Search results, enable Include deleted items.
  3. Select Save.

Deleted messages can otherwise be absent from search results even though they remain recoverable.

Classic Outlook

  1. Open File > Options > Search.
  2. Enable Include messages from the Deleted items folder in each data file when searching in All Items.
  3. Select OK and restart Outlook.

Classic Outlook also limits displayed search results to 250 by default. To show all matching results, return to File > Options > Search, clear Improve search speed by limiting the number of results shown, select OK, and restart Outlook. This changes what Outlook displays; it does not restore a deleted message.

If a cached account does not contain the same history as the server, increase its synchronization period:

  1. Open File > Account Settings > Account Settings.
  2. On the Email tab, select the account and choose Change.
  3. Adjust Download email for the past: to the required period or All.
  4. Select Next, then Done.
  5. Close the account settings windows and restart Outlook.

If the message appears only in the Windows client and not in Outlook on the web, removing and re-adding the account or rebuilding the local profile may be necessary. Do that only after confirming that the server copy is correct, because local profile changes affect downloaded data and settings.

Why do deleted emails reappear in Outlook?

The most common causes are an unsynchronized phone, an IMAP message marked for deletion instead of purged, a retention policy, or a stale Outlook search or local copy. Check Outlook on the web first to determine whether the server copy is actually returning.

Does emptying Deleted Items permanently delete an Outlook email?

Not always. Supported Exchange and Microsoft 365 accounts can retain deleted messages in hidden Recoverable Items for an administrator-controlled period. The Recover Deleted Items command may restore them. For many POP3, IMAP, Outlook.com, and Exchange ActiveSync accounts, permanent deletion is not recoverable through Outlook.

How do I stop my phone from bringing deleted emails back?

In Outlook on the web, open Settings, go to General > Mobile devices, select the device, choose Delete, and select Save. This removes the device partnership so it can synchronize again; it does not erase the phone or mailbox.

Why is a deleted IMAP email still visible with a line through it?

The message has probably been marked for deletion but not purged. Select it and choose Home > Undelete to restore it, or purge the IMAP folder to remove it permanently. In Gmail IMAP, also check the Gmail Trash folder and web interface.

The Bottom Line

Check the web mailbox before changing Outlook settings. If the message is really present, delete it there and empty Deleted Items. If it returns after a phone sync, remove the device partnership. For IMAP, distinguish strikethrough “marked for deletion” messages from purged messages. On business accounts, check retention policies, and if the message exists only in Outlook’s interface, broaden deleted-item search or increase the cached download period.
