NAPS2 is the overall pick for users who need more than a one-page image scan. Windows Scan is a straightforward option when you do not need PDF output or a multipage workflow.
1. Windows Scan: best for straightforward scans

Check that Windows 11 recognizes the scanner
- Open Start > Settings > Bluetooth & devices > Printers & scanners.
- Select the scanner or all-in-one printer and confirm that its device page contains Scanner settings.
- If it is not listed, select Add a printer or scanner, wait for Windows to find it, select the device, then select Add device.
An all-in-one device may be listed mainly as a printer. For wireless scanning, the computer and scanner should be on the same wireless network or SSID; discovery may fail if they are on different networks.
Install and use the Scan app
- Right-click Start and select Search.
- Type Windows Scan and, under Apps, select Scan.
- If the app is missing, install Windows Scan from the Microsoft Store.
- On the Scan page, select your device under Scanner.
- Choose Flatbed, Feeder, or Auto-configured under Source.
- Choose JPEG, PNG, TIFF, or Bitmap under File type.
- Select Show more, then select the folder link under Save file to.
- Choose a destination in Select Folder and select Select Folder.
- Place the page on the glass or in the feeder and select Scan.
If you do not choose a destination, scans go to your user profile’s Pictures\Scans folder. After scanning, select View to open the result in Photos, or Close to finish the scan job. If Auto-configured selects the wrong source, choose Flatbed or Feeder to match where you placed the page.
Windows Scan limitations
Microsoft’s current Windows Scan instructions list JPEG, PNG, TIFF, and Bitmap, not PDF. They also do not document a control for combining multiple scans into one PDF, so use another app for that workflow.
2. NAPS2: best free scanner software overall
NAPS2 can scan several pages into one PDF, create searchable PDFs with OCR, use an automatic document feeder, scan duplex pages, save profiles, and run from the command line. Its current release supports Windows 10 and Windows 11. The NAPS2 download page currently lists an installer named naps2-8.3.2-win-x64.exe; check that page for the current release.
Install NAPS2
- Download the Windows .exe installer from the official NAPS2 website.
- Run the installer, select a language, and accept the license.
- Select Install, then Finish.
The .msi package is available for organizational use, and .zip is a portable archive. NAPS2 recommends the .exe installer for a regular Windows installation.
Scan and save a multipage PDF
- Open NAPS2 and select Scan.
- When prompted for a profile, select Choose device, then choose your scanner and settings.
- Select OK and scan the first page.
- Load the next page and select Scan again to add it to the same document.
- When all pages are present, select Save PDF, choose a folder and filename, and save.
You can edit or recreate profiles later through Profiles on the toolbar. Profiles are useful for recurring jobs, such as scanning documents through a feeder and photographs from the glass.

Choose the right NAPS2 driver
NAPS2 offers these driver backends in device or profile settings:
- WIA Driver: Windows Image Acquisition.
- TWAIN Driver: the scanner manufacturer’s interface, which may expose additional controls.
- ESCL Driver: intended for modern network scanners and, according to NAPS2 documentation, does not require a manufacturer driver.
If the scanner does not appear with one backend, try another. A device may work through TWAIN but not WIA, or through eSCL without the manufacturer’s full software package.
Useful NAPS2 profile settings
NAPS2 profiles include the following settings, described in the profile settings documentation:
- Paper Source: Glass, Feeder, or Duplex.
- Bit Depth: Color, Grayscale, or Black & White.
- Page size: presets such as A4 and Letter.
- Resolution: selectable DPI.
- Brightness and contrast: each ranges from -1000 to 1000.
Choose Use predefined settings for a repeatable profile. Choose Use native UI to open the scanner’s WIA or TWAIN interface when you scan.
Make a searchable PDF with NAPS2 OCR
A regular scanned PDF contains page images. OCR adds a text layer so you can search for words and copy text from the document.
- Select the OCR toolbar button.
- On first use, select the required language or languages and select Download.
- In OCR Setup, check Make PDFs searchable using OCR and select the correct OCR language.
- Choose an OCR mode such as Fast or Best.
- Optionally enable Fix white balance and remove noise for poor-quality originals; this can increase processing time.
- Save the resulting PDF.
You can enable Automatically run OCR after scanning to run OCR before saving. If you edit pages afterward, NAPS2 invalidates the previous OCR result and runs OCR again when you save. To use more than one language, download additional languages with Get more languages; Multiple Languages… appears only after more than one language has been downloaded. NAPS2 does not export OCR results directly to a text file, but you can select and copy text from the searchable PDF in a PDF viewer. See the NAPS2 OCR documentation.

Automatic saving in NAPS2
For repeated work, open profile settings and enable Auto Save. Available controls include:
- Path for the destination folder.
- One file per page.
- One file per scan.
- Separate files by Patch-T.
- Clear images after saving.
If Clear images after saving is disabled, NAPS2 can save scans through Auto Save and then save them again when you manually select a save command.
Use NAPS2 from PowerShell
NAPS2 includes a console executable for repeatable scans and scripts. You can define a PowerShell function for it as follows: function naps2.console { . “C:\Program Files\NAPS2\NAPS2.Console.exe” $args }.
Examples from the NAPS2 command-line documentation include: naps2.console -o “F:\scan.pdf” to scan using the default profile; naps2.console -o “F:\scan.pdf” -p “Canon MP495 (color)” to use a named profile; and naps2.console –listdevices –driver twain to list devices.

For explicit settings, use naps2.console -o “F:\scan.pdf” –noprofile –driver twain –device mp495 –source feeder –dpi 300 –pagesize a4. Windows driver values are wia, twain, and escl; source values are glass, feeder, and duplex. Page sizes include letter, legal, and a4, as well as dimensions such as 210x297mm. Bit depth accepts color, gray, or bw.
To OCR an existing PDF, use naps2.console -i “F:\doc.pdf” -o “F:\doc_ocr.pdf” -n 0 –ocrlang “eng”. To append to an existing file, use naps2.console -i “F:\scan.pdf” -o “F:\scan.pdf” -f. Without -f or –force, NAPS2 does not overwrite an existing output file and reports an error.

Fix common scanning problems
The scanner is not selectable
Confirm that the scanner is powered on and connected, install its drivers, then try another NAPS2 backend: WIA, TWAIN, or eSCL. For wireless scanning, check that the computer and scanner are on the same network.
NAPS2 reports a scan error
- Power-cycle the scanner.
- Disconnect and reconnect the USB or network connection.
- Restart Windows.
- Reinstall the scanner driver.
- Try another driver option in the NAPS2 profile.
- If using TWAIN, open profile settings, select Advanced, and try another TWAIN Implementation.
The installed version’s error log is at %APPDATA%\NAPS2\errorlog.txt. For detailed logging, select About on the NAPS2 toolbar, check Enable debug logging, and select OK. The debug log is at %APPDATA%\NAPS2\debuglog.txt. Portable installations store the error log in the portable installation’s Data folder. See NAPS2 troubleshooting.

Brightness or contrast has no effect
Open profile settings, select Advanced, and enable Apply brightness/contrast after scan.
The left side of the page is cut off
In Profile settings > Advanced, enable Offset width based on alignment (WIA).
Printed scans are too large or the page size is ignored
In Profile settings > Advanced, enable Stretch to page size if printed output is too large. If the selected page-size setting has no effect, enable Crop to page size.
Duplex pages alternate upside down
Open Profile settings > Advanced and enable Flip duplexed pages.

What about VueScan?
VueScan offers multipage PDF and searchable-PDF workflows, but it should not be listed as free scanner software. Its vendor explicitly says VueScan is not free. Its searchable-PDF workflow uses Options > Professional and Output > PDF OCR Text, so it should not be presented as a free-edition feature.

What is the best free scanner software for Windows 11?
NAPS2 is the best general-purpose free choice if you need multipage PDFs, OCR, duplex scanning, profiles, or multiple scanner backends. Windows Scan is better for simple image scans.
Does Windows 11 include free scanner software?
Windows 11 supports compatible scanners through Settings and can use Microsoft’s free Scan app. If the app is missing, install Windows Scan from the Microsoft Store.
Can Windows Scan create a PDF?
