The message “Sysprep was not able to validate your Windows installation” is a summary, not a diagnosis. Check the Sysprep logs first: an AppX package mismatch, Windows servicing that is using Reserved Storage, and an unrecoverable Sysprep state require different fixes.

On Windows 10 and Windows 11, a common cause is a Microsoft Store package that was updated or removed inconsistently between a user profile and the Windows image. The exact package or failure mode is recorded in the logs.

1. Save and inspect the Sysprep logs

Sysprep clears its active log when it runs, so save the logs before trying again.

  1. Copy the contents of C:\Windows\System32\Sysprep\Panther, including subfolders, to another folder or a USB drive.
  2. Also copy the contents of %WINDIR%\Panther.
  3. Open C:\Windows\System32\Sysprep\Panther\setupact.log.
  4. Check C:\Windows\System32\Sysprep\Panther\setuperr.log for shorter error entries.

Search setupact.log for 0x80073cf2, Package, reserved storage, or SYSPRP. Use the exact PackageFullName in the log rather than guessing which app is responsible.

2. Fix the AppX package named in the log

A common AppX failure says:

Package <PackageFullName> was installed for a user, but not provisioned for all users

This is commonly followed by error 0x80073cf2. It can happen when an all-user package was deprovisioned but remains installed for a user, or when a user updated a provisioned package on the reference computer.

Find the package and affected users

Open Windows PowerShell as administrator. To list Microsoft-published packages and the users for which they are installed, run:

Import-Module Appx
Import-Module Dism
Get-AppxPackage -AllUsers | Where PublisherId -eq 8wekyb3d8bbwe | Format-List -Property PackageFullName,PackageUserInformation

If the failing package is from another publisher, list packages from all publishers:

Get-AppxPackage -AllUsers | Format-List -Property PackageFullName,PackageUserInformation

Compare the output with the package named in setupact.log. PackageUserInformation shows the user accounts for which the package is installed.

Remove the package from the affected user and the image

Replace <packagefullname> with the exact PackageFullName reported in the log. Run these commands in an elevated PowerShell session for the affected user:

Remove-AppxPackage -Package <packagefullname>
Remove-AppxProvisionedPackage -Online -PackageName <packagefullname>

The first command removes the package registered for that user. The second removes its provisioning from the running Windows image. Removing provisioning alone may leave copies already registered in user profiles.

When another user is listed

If PackageUserInformation shows the package as Installed for another account, removing it only from the account running Sysprep may not solve the problem. Either:

  • Sign in as the affected user and run Remove-AppxPackage for that account.
  • Remove that user account from the reference computer if it is not required.

After removing the package for every affected user, remove its provisioning from the online image and check the logs before rerunning Sysprep.

3. Remove provisioning with DISM if needed

The equivalent online DISM command is:

DISM.exe /Online /Remove-ProvisionedAppxPackage /PackageName:<PackageName>

/Online targets the Windows installation currently running. Use the package name from the log, not a guessed name such as OneDrive or Widgets. DISM provisioning removal does not necessarily remove copies registered for users, so remove those user packages as described above.

There is no universal AppX package responsible for every Sysprep validation failure. Windows 11 version 24H2 reports have mentioned Microsoft.WidgetsPlatformRuntime, and another reported case involved Microsoft.Windows.SecondaryTileExperience. These are examples only; the local setupact.log identifies the package to investigate.

4. Check for the Reserved Storage failure

If the log contains:

Audit mode cannot be turned on if reserved storage is in use. An update or servicing operation may be using reserved storage.

Complete Windows servicing before trying again:

  1. Open Settings > Windows Update.
  2. Install all available updates, including updates that require a restart.
  3. Restart Windows.
  4. Rerun the capture or Sysprep process.

Do not interrupt an update or run Sysprep while Windows is applying servicing changes.

5. Run Sysprep with the correct options

For an image that will be deployed to another computer, use the System Preparation Tool or its command-line equivalent. In the System Preparation Tool window:

  1. Under System Cleanup Action, select the Generalize check box.
  2. Under Shutdown Options, select Shutdown.
  3. Click OK.

The command-line equivalent is:

Sysprep.exe /generalize /shutdown

To configure the next startup for Windows Out-of-Box Experience (OOBE), use:

Sysprep.exe /generalize /oobe /shutdown

/generalize removes computer-specific information, and /shutdown powers off the computer after Sysprep completes. Microsoft requires generalization before deploying an image to another computer, even when the target hardware is identical. The documented syntax is:

Sysprep.exe [/oobe | /audit] [/generalize] [/mode:vm] [/reboot | /shutdown | /quit] [/quiet] [/unattend:<answerfile>]

6. Return to Audit mode correctly

At the Windows OOBE screen, press CTRL+SHIFT+F3. Windows restarts into Audit mode and opens the System Preparation tool. Audit mode is intended for installing drivers, applications, and configuration changes while preparing a reference image. It continues to boot into Audit mode until the installation is configured for OOBE. The built-in Administrator account is automatically removed during the Sysprep generalize configuration pass.

7. Rebuild the image for an unrecoverable Sysprep state

If the log contains:

0x0f0073
SYSPRP RunExternalDlls:Not running DLLs; either the machine is in an invalid state or we couldn't update the recorded state, dwRet = 31

This is not the usual Store-app mismatch. Microsoft documents this as a fatal Sysprep state that cannot be rolled back. Recreate the reference image rather than repeatedly running Sysprep on the damaged installation.

Prevent the error on the next reference image

  • Create and customize the reference image while disconnected from the Internet, or disable Automatic Updates in Audit mode.
  • Do not update built-in Microsoft Store apps through the Store during image creation.
  • Keep the reference computer to the accounts needed for image preparation.
  • Before capture, inspect AppX packages and compare their per-user and provisioned states.
  • Install pending Windows updates and restart before running Sysprep.
  • Save the Panther logs before every troubleshooting rerun.

FAQ

What is the fastest way to identify the Sysprep failure?

Open C:\Windows\System32\Sysprep\Panther\setupact.log and setuperr.log. Search for 0x80073cf2, Package, or reserved storage. The logs help identify whether the problem is an AppX package, servicing, or a fatal Sysprep state.

Can I fix the error by running only Remove-AppxProvisionedPackage?

Not always. That command removes provisioning from the Windows image but may leave the package registered in existing user profiles. Remove the package with Remove-AppxPackage for each affected user, then remove its provisioning.

Why does Sysprep still fail after removing the app from my account?

The package may still be installed for another user account on the reference computer. Check PackageUserInformation with Get-AppxPackage -AllUsers, then remove the package while signed in as the affected user or remove that account.

Is OneDrive or Widgets always responsible for this error?

What should I do if Sysprep reports Reserved Storage?

Install all available Windows updates from Settings > Windows Update, restart the computer, and rerun the capture or Sysprep process. The message indicates an update or servicing operation is using Reserved Storage.

Should I use /generalize when deploying the image to identical hardware?

Yes. Microsoft requires /generalize before deploying an image to another computer, even when the hardware is identical. A typical command is Sysprep.exe /generalize /oobe /shutdown.

The Bottom Line

Start with the logs, not a guessed package name. If setupact.log identifies an AppX package, remove it from every affected user profile and then remove its provisioning from the online image. If the log reports Reserved Storage, complete Windows Update first. If it reports error 0x0f0073 and an invalid Sysprep state, recreate the reference image instead of repeatedly retrying.
