When TurboTax will not download or install on Windows, check compatibility first, then try a fresh official installer and administrator access. Common causes include an unsupported Windows version, a blocked or damaged installer, missing Windows components, or a drive and permissions problem.
Important: TurboTax Desktop 2025 requires 64-bit Windows 11; it does not install or run on Windows 10. TurboTax Desktop 2024 and 2023 require Windows 10 64-bit or later, while the 2022 edition requires Windows 10 or later. Administrator rights are required.
1. Check whether your Windows version is supported
Press Windows + R, type winver, and press Enter to identify your Windows release. To check whether the installation is 64-bit, open Settings → System → About and look at System type.

If you are trying to install TurboTax Desktop 2025 on Windows 10, the installer is not the problem. Upgrade to Windows 11 or use TurboTax Online instead. Microsoft ended free technical support and security updates for Windows 10 on October 14, 2025, according to Intuit’s Windows 10 support guidance.

TurboTax Desktop 2025 needs about 1 GB of disk space. The installation may require up to another 4.5 GB for Microsoft .NET Framework 4.8 if it is not already installed. Downloading, installing, and activating the program also require an internet connection and an Intuit Account. See Intuit’s TurboTax Windows system requirements.
2. Download TurboTax from the official site
A failed download from a third-party mirror can leave you with an incomplete or modified setup file. Use Intuit’s official download process:
- Go to InstallTurboTax.com.
- Select your TurboTax product.
- Select Windows as the operating system.
- Locate your product and select Download.
- Accept the TurboTax License Agreement when prompted.
After installation, sign in to your Intuit Account or create one, then enter the license code. A license code can be associated with only one Intuit Account.
If you bought the Windows version but need to unlock a different download, sign in at Intuit and open Products & billing. Under Need a download or a download for a different operating system (Windows or Mac)?, choose enter your license code here, enter the code, and select the operating system you need. 3. Re-download a damaged setup file
If the download stops partway through, produces an error immediately, or the installer closes without doing anything:
- Delete the TurboTax setup file you downloaded.
- Empty the Recycle Bin.
- Download the installer again from InstallTurboTax.com.
- Save it to a local folder such as Downloads, rather than running it from an email attachment or removable drive.
Do not repeatedly run the same installer if the file may be corrupt. A fresh download is faster and safer than trying to repair an incomplete package.
4. Run the installer with administrator privileges
TurboTax requires administrator rights to install and run. Right-click the TurboTax setup file, select Properties, open the Compatibility tab, select Run this program as an administrator, and click OK. Then double-click the setup file and approve the User Account Control prompt.
If you normally use a standard Windows account, enter an administrator account’s credentials when Windows requests them.

5. Check security software and Internet Explorer security settings
Antivirus software, Windows Defender, and restrictive security settings can block the installer from downloading components or connecting to Intuit.
First, check Windows Security → Virus & threat protection → Protection history for a blocked TurboTax file. Restore or allow it only if you downloaded it from the official Intuit site.
Intuit’s Windows troubleshooting instructions also specify this legacy Control Panel path:
- Open Control Panel.
- Select Internet Options.
- Open the Security tab and select Trusted sites.
- Click Sites, add https://*.intuit.com, and close the dialog.
- Set the security level to Medium, then select Apply and OK.
As a temporary diagnostic step, Intuit also recommends disabling third-party antivirus protection and Windows Defender, or adding TurboTax Desktop to Windows Defender’s allowed apps. Re-enable protection immediately after testing. Do not leave security software disabled while browsing or downloading other files. See Intuit’s Windows troubleshooting instructions.
6. Repair Windows components before reinstalling TurboTax
TurboTax Desktop 2025 requires Microsoft .NET Framework 4.8. The installer also includes the Microsoft Visual C++ 2022 Redistributable. Damaged Windows system files or a broken .NET installation can produce installation failures, including Error 1603.
Run DISM and then System File Checker from an elevated Command Prompt:
- Type cmd into Windows Search.
- Right-click Command Prompt and select Run as administrator.
- Run this command and wait for it to finish:
DISM.exe /Online /Cleanup-image /Restorehealth
DISM normally obtains repair files through Windows Update. If Windows Update cannot supply them, Microsoft documents this form instead:
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:\RepairSource\Windows /LimitAccess

Replace C:\RepairSource\Windows with a real Windows repair-source path. Then run:
sfc /scannow
Leave the Command Prompt open until verification reaches 100%. If you need to save the SFC details to your desktop, run:
findstr /c:”[SR]” %windir%\Logs\CBS\CBS.log >”%userprofile%\Desktop\sfcdetails.txt”
“Windows Resource Protection found corrupt files and successfully repaired them” means SFC fixed the reported files. If it says that some files could not be repaired, inspect sfcdetails.txt and run Windows Update before trying TurboTax again. Microsoft documents these steps in its System File Checker repair instructions.

An update that appears frozen at 0% or 100% may still be working. Intuit says to wait up to 15 minutes, even if Task Manager labels TurboTax “not responding.” Do not terminate it immediately.
If the updater closes or fails after waiting:
- Open Windows Search and type disk cleanup.
- Select Disk Cleanup, choose the Windows drive, and click OK.
- Select temporary files and other unnecessary categories. You can also choose Clean up system files, select the drive again, and review the categories.
- Select OK → Delete files.
- Start TurboTax and choose Check for Updates.
On Windows 11, you can also open Settings → System → Storage → Cleanup recommendations. Review Temporary files, Large or unused files, Files synced to the cloud, and Unused apps, then use the relevant Clean up button. Microsoft documents these options in its Windows drive-space guidance.
If the in-app update still fails, use Intuit’s manual update package. A manual update can get the current installation working, but it will not correct an underlying drive-letter or permissions problem.
8. Correct Microsoft Installer permission errors
If Windows reports a Microsoft Installer permission error, check that your account can write to the TurboTax installation folder. The exact folder varies by edition; Intuit gives this example:

C:\Program Files\TurboTax\Individual 2023
- Exit TurboTax.
- Open the installation folder in File Explorer.
- Right-click a subfolder and select Properties → Security → Edit.
- Under Group or user names, select your Windows user.
- Under Permissions for Users, make sure Write is allowed and not denied.
- Repeat the check for the relevant subfolders, then relaunch TurboTax.
Do not grant broad permissions to every user or disable folder security completely. If the permissions are badly damaged, repair Windows or contact support rather than making unrestricted changes.
9. Resolve TurboTax Error 1603
Error 1603, “A fatal error occurred during installation or updating,” can involve a damaged .NET Framework installation, Windows file or folder permissions, or registry-key permissions.
- If it occurs during an update, try Intuit’s manual update.
- If the manual update fails, uninstall and reinstall TurboTax.
- If it occurs while installing, run Windows Update and repair or reinstall the required .NET Framework components.
- Run the DISM and SFC commands above if Windows components may be damaged.
Do not download random registry cleaners or .NET repair tools. They can make the permissions problem worse. See Intuit’s Error 1603 guidance.
10. Resolve Error 1327: invalid or unavailable drive
Error 1327 may say “Invalid drive X” or “The Windows Installer cannot write to the specified drive.” It usually means TurboTax was installed on a drive that is now disconnected or has a different letter.

Right-click the affected drive, select Change Drive Letter and Paths → Change, assign the letter shown in the error, and confirm.
Changing a drive letter can break other applications that use that path, so do this only when you understand what else depends on the drive. A manual TurboTax update is only a temporary workaround; the error will return during later updates until the original path is restored or the program is reinstalled correctly.
During installation, Error 1327 can also result from a damaged My Pictures registry path that points to a nonexistent or external drive. Registry editing is an advanced fix: back up the registry first and follow Microsoft’s instructions for the relevant Windows error. - Uninstall TurboTax.
- Open Settings → Apps → Installed apps and remove the Microsoft Visual C++ programs listed there.
- Restart Windows.
- Download and reinstall TurboTax from InstallTurboTax.com.
If the loop continues, the problem may be with Windows rather than TurboTax. Install pending Windows updates and run the DISM and SFC repairs before trying another installation.
12. Check for another Windows user running TurboTax
Error 70001 can occur when TurboTax is already running under another Windows account. Switch to that account and sign out of TurboTax. If you cannot access it, shut down the computer completely, start it again, and launch TurboTax from the account you intend to use.
Download succeeded, but activation fails
A blank activation screen or repeated redirects to the Intuit sign-in page do not necessarily mean installation failed. They are activation or account problems. The normal desktop activation sequence is:
- Open TurboTax.
- Sign in to or create an Intuit Account.
- Enter the license code.
- Continue into the installed product.
Make sure you are signing in to the account that owns the license code. Desktop TurboTax remains installed on the computer after download; having a desktop license does not automatically move you to TurboTax Online.
When to stop troubleshooting
If the edition is compatible, the installer was freshly downloaded, Windows is updated, and DISM/SFC complete without resolving the failure, collect the exact error number and contact Intuit support. Include the TurboTax edition, Windows version and system type, whether the failure occurs during download, installation, update, or activation, and any drive letter shown in the message. That information prevents support from sending you through the same checks again.
FAQ
Can TurboTax Desktop 2025 install on Windows 10?
No. TurboTax Desktop 2025 requires 64-bit Windows 11. On Windows 10, upgrade to Windows 11 or use TurboTax Online. Older desktop editions have different requirements.
Why is my TurboTax update stuck at 0% or 100%?
It may still be processing. Wait up to 15 minutes before closing it. If it exits or fails, free disk space with Disk Cleanup, restart TurboTax, and select Check for Updates. A manual update is another option.
What causes TurboTax Error 1603?
Error 1603 can be linked to a damaged .NET Framework installation, Windows file or folder permissions, or registry-key permissions. Run Windows Update, repair Windows with DISM and SFC, and use a manual update or reinstall when appropriate.

How do I fix TurboTax Error 1327?
Error 1327 usually indicates that the drive used by the installation is disconnected or has a different drive letter. Reconnect the drive or restore its original letter through Disk Management. Changing a drive letter can affect other programs.
Why does TurboTax keep asking me to restart Windows?
Restart once when prompted. If the prompt repeats, uninstall TurboTax, remove the installed Microsoft Visual C++ programs, restart Windows, and reinstall TurboTax from InstallTurboTax.com.
