On Windows 11, the supported way to run Xilinx ISE 14.7 is AMD’s preconfigured VirtualBox image—not a native installation of the old Windows executables. AMD’s archive calls it “ISE Design Suite for Windows 10 and Windows 11 – 14.7”. It contains an installed and licensed ISE environment, so you do not need to install WebPACK separately or generate a license for the VM.
The download is a 15.52-GB TAR/GZIP archive. Before starting, make sure your computer has at least two CPU cores, 8 GB of RAM, 85 GB of free disk space, hardware virtualization enabled, and a display resolution of at least 1280 × 1024.
What you should download
Use the AMD/Xilinx ISE archive and select the package named ISE Design Suite for Windows 10 and Windows 11 – 14.7. The archive was last updated on February 20, 2020, and has this MD5 checksum:

Verify the checksum after downloading if the file will be reused or copied between machines. A corrupt or incomplete archive can otherwise fail much later during installation.

Do not confuse this package with the older Full Installer for Windows 7/XP/Server. That native installer was last updated in 2013, and the ISE 14.7 documentation lists Windows XP Professional, Windows 7 Professional, and Windows Server 2008—not Windows 10 or Windows 11—as supported operating systems. It may sometimes be made to run natively with workarounds, but that is not the supported Windows 11 installation route.
Check Windows 11 and BIOS prerequisites
- Confirm that the PC has at least 2 CPU cores, 8 GB of RAM, and 85 GB of free storage. The 85-GB requirement includes the VM and its working space, not just the downloaded archive.
- Enable hardware virtualization in the firmware setup. The processor must support Intel VT-x or AMD-V.
- Check that the host uses a supported operating system: Windows 11, Windows 10 Professional, or Windows 10 Enterprise.
- Disable antivirus software during preparation if your security policy permits it. AMD lists this as a preparation step to reduce installation time.
- Use a display resolution of at least 1280 × 1024, AMD’s recommended minimum.
VirtualBox must be the active hypervisor. Disable or uninstall Hyper-V and other hypervisors before installing the VM. AMD says only one hypervisor can be enabled; another active hypervisor can prevent the VM from running correctly.
Install VirtualBox
Install Oracle VirtualBox before installing the ISE VM. AMD identifies VirtualBox 5.2.34 as the officially supported version, while the Windows 11 solution was tested with VirtualBox 7.0.10. Use the version recommended by AMD’s documentation or by your organization’s validated setup.
After VirtualBox finishes installing, restart Windows if it requests one. Do not start the ISE installer first; the VM package expects the hypervisor to already be present.

- Extract the downloaded TAR/GZIP archive to a drive with enough free space. Avoid extracting it to a nearly full system drive.
- Open the extracted package and start its installer. Follow the prompts to install the preconfigured ISE virtual machine in VirtualBox.
- Allow the installer to create the VM and its virtual disk. This can take time because the package is a complete installed environment rather than a small setup program.
- Start the new ISE virtual machine from VirtualBox.
- Inside the guest system, launch ISE Design Suite 14.7 from the supplied desktop or Start menu shortcut.
The VM is preconfigured with ISE Design Suite System Edition, support for all AMD devices, licensed ISE tools, and preinstalled cable drivers. Unlike the native installer, it does not present the usual product-selection screens.
Use the unattended installer from Command Prompt
If you need to install the VM repeatedly or automate deployment, AMD documents a batch-mode installation. Open Command Prompt as administrator, change to the installer’s bin directory, and run:

To view the available batch options, run:
xsetup.bat –help
The configuration file must be present at the location expected by the command. Use an elevated prompt, as AMD’s documented procedure specifies.

The ISE guest normally appears to be offline even when the Windows 11 host has Internet access. This is expected behavior: AMD disables Internet access in the VM by default.
If the guest needs network access, follow the UG1227 “Enabling Full Networking” procedure. Do not assume that changing the VirtualBox adapter to a random mode is equivalent to AMD’s documented configuration.
Connect an FPGA programming cable
The VM includes out-of-the-box support for AMD and Digilent programming cables. An additional or unrecognized USB cable may still be visible only to Windows 11 and not to the guest.
- Start the ISE VM.
- Connect the programming cable to the computer.
- In the running VirtualBox window, right-click the USB icon in the status bar.
- Select the cable or USB device so VirtualBox attaches it to the guest VM.
- Retry the ISE programming operation inside the guest.
Only the guest can use the device after it has been passed through. If Windows retains the cable, ISE will not detect it inside the VM.

Fix a synthesis hang at “Synthesize”
A known Windows 11 failure can cause synthesis to hang indefinitely at Synthesize. In this case, libPortability.dll can attempt to enumerate network shares and fail silently. NI has verified a hotfix for Windows 10 and Windows 11.
Download the archive named xilinx-ise-win10-hang-hotfix.zip, then replace both of these files in the ISE installation:
- C:\Xilinx\14.7\ISE_DS\ISE\lib\nt64\libPortability.dll
- C:\Xilinx\14.7\ISE_DS\common\lib\nt64\libPortability.dll
Close ISE before copying the files and restart Windows after replacement. The archive name says “win10,” but the hotfix is also verified for Windows 11. Get the file and instructions from the NI KnowledgeBase article.
If you are using the old native installer
The following sequence applies to the legacy Windows installer, not the supported Windows 11 VM. Use it only when you have a specific reason to maintain a native installation and accept that the operating system is outside the old installer’s documented support list.

For a split download, decompress only the file with the .tar extension. Do not separately decompress the other archive parts.
- If prompted for Select Download Location Directory, select the directory containing all required installation files. The installer checks their integrity.
- On each license screen, select I accept and agree to the terms and conditions above., then click Next.
- At Select Xilinx Products to Install, choose the required ISE product.
- At Select Installation Options, select the optional components you need. These components install near the end, after the main installation.
- At Select Destination Directory, choose the installation directory and enter the Program Folders name. A WebPACK or editor installation creates an ISE_DS subdirectory below the selected path.
- Review Installation Options Summary, then click Install.
- Near the end, Xilinx License Configuration Manager opens by default.
The native WebPACK installer also installs ChipScope Pro Analyzer and the Embedded Development Kit, but those applications require separate licenses to run. The documented uninstall path is Start > All Programs > Xilinx Design Tools > ISE Design Suite 14.7 > Accessories > Uninstall.
Licensing and WebTalk
The VM is already installed and licensed; a separate WebPACK license-generation step is not required. This is one of the main reasons to use the VM instead of trying to adapt the legacy installer to Windows 11.

For the native installer, WebPACK always enables WebTalk. Its checkbox is labeled:

With a WebPACK license, clearing that option does not disable WebTalk. For non-WebPACK editions, the preference is available through Project Navigator > Edit > Preferences.

ISE 14.7 entered sustaining phase in October 2013, and AMD does not plan additional ISE releases. AMD recommends Vivado for new designs targeting Virtex-7, Kintex-7, Artix-7, and Zynq-7000 devices.
The current VM documentation is UG1227 revision 14.8, released May 16, 2025, but the product inside the image remains ISE 14.7. The VM documentation states that the VM supports all AMD devices. That should not be confused with the narrower device matrix of the legacy WebPACK product.

Can I install Xilinx ISE 14.7 directly on Windows 11?
The supported Windows 11 method is AMD’s ISE 14.7 VirtualBox machine. The old native installer was documented for Windows XP, Windows 7, and Windows Server 2008, not Windows 11.

Do I need a WebPACK license for the Windows 11 VM?
No. The VM is supplied as an installed, licensed ISE Design Suite System Edition environment. A separate WebPACK license-generation step is not required.
Why does the ISE VM have no Internet connection?
Internet access is disabled by default in the guest. Enable it by following AMD’s UG1227 full-networking procedure rather than treating the offline state as an installation failure.
Why does VirtualBox conflict with Hyper-V?
AMD’s VM solution requires VirtualBox as the active hypervisor. Hyper-V or another active hypervisor can prevent the VM from running correctly.
Why is my USB programming cable missing in ISE?
The cable may still be attached to Windows 11 instead of the guest. In the running VirtualBox window, right-click the USB status-bar icon and select the cable to pass it through to the VM.

What should I do if synthesis stays at “Synthesize”?
Replace both ISE copies of libPortability.dll with the files from NI’s xilinx-ise-win10-hang-hotfix.zip archive, then restart Windows. The hotfix is verified for Windows 10 and Windows 11.
