What is a HEIC file?
HEIC is a filename extension for still images in the HEIF family. The extension relevant to opening these photos is HEIF Image Extensions.
HEVC is a video codec. Microsoft lists HEVC Video Extensions separately for HEVC video support; do not assume you need that video extension to view a still HEIC photo.
Method 1: Try Photos and check for the HEIF extension
Microsoft documents this extension-troubleshooting path for Windows 10. It may also help on Windows 11, but the documentation does not guarantee identical behavior on every Windows 11 PC or Photos version.

- In File Explorer, find the .heic file and try opening it in Photos.
- If Photos says an extension is needed, search Microsoft Store for HEIF Image Extensions.
- Check the Store listing to see whether the extension is available and suitable for your PC. If so, install it.
- Close Photos, reopen it, and try opening the file again.
If the Store does not offer a suitable extension, or the file still will not open, use the alternatives below or check your Windows edition and app configuration.
Method 2: Check Windows 11 N media features
Windows N editions have an additional media-feature consideration. Microsoft says the Media Feature Pack is an optional feature for Windows N and lists HEIF Image Extensions among Store codecs that may be installed after the pack.

- Open Settings > Apps > Optional features.
- Check whether Media Feature Pack is available and install it if appropriate.
- Restart Windows if prompted, then check Microsoft Store for HEIF Image Extensions and retry the photo.
Method 3: Convert a copy during transfer or use OneDrive
If installing an extension is not workable, Microsoft lists transferring or emailing the photo in a way that may convert it, and OneDrive photo conversion, as possible alternatives. These are not guaranteed: the outcome can depend on the device, settings, and PC configuration. Microsoft notes that many devices automatically convert HEIC photos and HEVC videos to more common formats when transferring or emailing them.
If you are transferring from a phone, check its photo or transfer settings. Keep the original HEIC file if you want to preserve that format; use a converted copy when another app or device requires a different format.

Do you need to convert HEIC to JPG?
Not necessarily. Try opening the original with Photos and the HEIF extension first. Convert a copy only if the app, website, or device you need does not accept HEIC. Avoid uploading private photos to an unfamiliar conversion service.
What to do if Windows still cannot open the file
Restart Photos and try again
After installing an extension, close Photos completely, reopen it, and retry. Microsoft’s troubleshooting instructions specifically recommend restarting Photos after installing extensions.

Confirm the file extension
Changing photo.heic to photo.jpg does not convert the image. Renaming changes only the filename extension, not the underlying file format.
Check the Photos version and Windows edition
Windows edition, installed media components, and whether you are using the current Photos app or Photos Legacy can affect the available experience. The reviewed Microsoft documentation does not establish that every Windows 11 installation or HEIC file variant will work identically.
