In Windows 11, F8 usually does not open the old boot menu because the default Standard boot policy ignores it during ordinary startup. To reach Safe Mode, use Windows Recovery; if F8 also fails inside Windows, check the keyboard’s Fn or F Lock mode, hardware, and drivers.
First identify where you expect F8 to work: during Windows startup, on the Startup Settings screen, or inside Windows. Those are separate situations with different fixes.
Use Windows Recovery to open Safe Mode
If Windows starts, use Advanced startup instead of repeatedly pressing F8 during boot:
- Open Settings and select System > Recovery.
- Next to Advanced startup, select Restart now.
- In Windows Recovery Environment, select Troubleshoot > Advanced options > Startup Settings > Restart.
- On the Startup Settings screen, press 4 or F4 for Safe Mode, 5 or F5 for Safe Mode with Networking, or 6 or F6 for Safe Mode with Command Prompt.
You can also hold Shift while selecting Power > Restart from the sign-in screen. If device encryption with BitLocker is enabled, Windows may ask for the recovery key before certain recovery tools can be used.

Why F8 does not open Safe Mode
Windows 11 normally uses the Standard boot-menu policy. Under that policy, F8 is ignored during ordinary startup and the old Advanced Boot Options menu is not available. Startup Settings is a different screen: after WinRE opens it and the PC restarts, F8 selects the eighth listed startup option, which temporarily disables early-launch anti-malware protection. It does not open Startup Settings or select Safe Mode.
If you specifically need the legacy F8 boot menu
Use this only if you specifically want the old boot menu. Open Command Prompt as an administrator and run:
bcdedit /set {current} bootmenupolicy legacy
Restart the PC and try F8 during startup. To restore the standard Windows 11 behavior, run this from an elevated Command Prompt:

bcdedit /set {current} bootmenupolicy standard
BCDEdit changes Boot Configuration Data and requires administrator privileges; restart for the change to take effect. Enter commands carefully. A one-time legacy menu can be requested with bcdedit /set {current} onetimeadvancedoptions on.

Check Fn Lock or F Lock
Some laptop and compact keyboards use the top row for both F1–F12 and hardware controls. The key may be sending an alternate command instead of F8.
- Try Fn + F8.
- Toggle Fn Lock using the shortcut documented for your keyboard or laptop; the combination varies by manufacturer.
- If the keyboard has an F Lock key, try it.
- Test F8 in a text editor, browser, or another application that recognizes function keys.
Test the keyboard hardware
Check whether the problem follows the keyboard or the PC:

- Unplug and reconnect a USB keyboard, try another USB port, and bypass an unpowered hub.
- For a wireless keyboard, check its batteries or charge, reconnect or reset the receiver, and troubleshoot Bluetooth pairing if applicable.
- Check for cable damage and dirt around the key. If possible, test the keyboard on another PC.
- Try a wired USB keyboard as a diagnostic. If the original keyboard also fails on another computer, it may need repair or replacement.
Update the keyboard driver through Windows
- Open Settings > Windows Update > Advanced options > Optional updates and install any relevant driver update.
- Alternatively, search for and open Device Manager, expand the keyboard-related category, open the device’s Driver tab, and select Update Driver.
- Restart the PC. If Windows does not offer a suitable driver, check the manufacturer’s support page for the exact device and Windows version.
Use the On-Screen Keyboard as an in-Windows workaround
Open Settings > Accessibility > Keyboard and turn on On-Screen Keyboard. You can also press Windows key + Ctrl + O if the necessary physical keys work. At the sign-in screen, select the Accessibility button to open it. The On-Screen Keyboard is an in-Windows workaround; it cannot reliably replace a physical key before Windows loads.
If Windows will not start normally
If ordinary recovery options are unavailable and Windows fails to start repeatedly, WinRE may launch Automatic Repair. Microsoft also documents interrupting startup twice by powering off when the Windows or manufacturer logo appears so that Automatic Repair appears on the third start. Use forced shutdowns only when needed, because they interrupt normal startup.
From WinRE, options include Startup Repair, Startup Settings, Uninstall Updates, System Restore, Command Prompt, and UEFI Firmware Settings. If the trouble began just after an update, consider Uninstall Updates or System Restore rather than changing the F8 boot policy.

F8 does not universally open firmware settings
F8 during Windows boot is governed by Windows’ boot-menu policy. F8 on Startup Settings selects its eighth option, and F8 inside Windows depends on the keyboard mode and application. BIOS or UEFI setup keys vary by manufacturer; check the startup prompt or device documentation rather than assuming F8 opens firmware settings.

Why does F8 not open Safe Mode in Windows 11?

What does F8 do on the Startup Settings screen?

How do I make the legacy F8 menu available?
In an elevated Command Prompt, run bcdedit /set {current} bootmenupolicy legacy and restart. Restore the default behavior with bcdedit /set {current} bootmenupolicy standard.
Why does Fn + F8 work but F8 alone does not?
The keyboard may be in a mode where the top row sends alternate hardware commands. Check the manufacturer’s instructions for Fn Lock or use the keyboard’s F Lock key if it has one.
Can I use the On-Screen Keyboard before Windows starts?
No. It is a Windows accessibility tool and cannot reliably send key presses at the firmware or earliest boot-manager stage. Use WinRE, a physical USB keyboard, or the manufacturer’s documented firmware controls instead.
The Bottom Line
For Safe Mode, use Windows Recovery rather than relying on F8 during startup. Enable the legacy boot policy only if you specifically need the old menu. If F8 also fails inside Windows, check Fn or F Lock, test the keyboard hardware, and use Windows Update, Device Manager, or the manufacturer’s support page for drivers.
