Voice Access may appear to be enabled while Windows is actually using the wrong microphone, waiting in Sleep mode, or missing its speech-language files. Start by checking the microphone state and input device, then work through permissions, language setup, drivers, and Windows repairs.
These steps apply to Voice Access in Windows 11, not the separate Voice Typing feature launched with Windows + H.
First, check that you are using Voice Access
Windows 11 has three speech-related features that are often confused:

Voice Access requires Windows 11 version 22H2 or later. Microsoft replaced the legacy Windows Speech Recognition experience on newer Windows 11 releases, so instructions telling you to enable that old Control Panel feature are no longer the right fix.

1. Check your Windows 11 version and install updates
- Open Start > Settings > System > About.
- Expand or inspect Windows specifications.
- Confirm that the version is 22H2 or later.
If the version is older, open Start > Settings > Windows Update and select Check for updates. Restart after installing updates, then try Voice Access again.
2. Start Voice Access from the correct settings page
- Open Start > Settings > Accessibility > Speech.
- Turn on Voice access.
You can also open Windows Search, type voice access, and select Open. When it starts, the Voice Access control bar appears at the top of the screen.
The first setup requires an internet connection because Windows downloads the speech model. Once the model is installed, recognition is performed on the device and Voice Access can work without an internet connection.
3. Make sure Windows allows microphone access
Voice Access is treated as a desktop feature. It may not appear as an individual app in the microphone permission list, so enable the general desktop-app permission instead.

- Turn on Microphone access.
- Turn on Let apps access your microphone.
- Turn on Let desktop apps access your microphone.
If the microphone is built into a webcam, also open Settings > Privacy & security > Camera and enable Camera access. Some camera microphones require that permission before they work correctly.
4. Test the microphone Windows is using
Windows may be listening to a laptop microphone, monitor microphone, webcam, or Bluetooth headset instead of the device you expect.
- Open Start > Settings > System > Sound.
- Under Input, open Choose a device for speaking or recording.
- Select the intended microphone.
- Select the > button beside it to open its properties.
- Under Input settings, select Start test.
- Speak normally, select Stop test, and then select Play under Recorded sample.
If the recording is quiet or empty, raise the Input volume slider. Also check the headset’s physical mute button, the microphone’s mute switch, and any mute key on the keyboard. If Windows cannot record a sample, Voice Access will not be able to recognize commands.
5. Select Voice Access’s own microphone
Voice Access can use a different microphone from the one selected as Windows’ default input device. This is a frequent reason the microphone works in one application but not in Voice Access.

- Make sure the Voice Access bar is visible.
- Select Settings on the bar.
- Select Select default microphone.
- Choose the microphone you tested in Sound settings.
The same Voice Access settings menu provides shortcuts to Windows Sound settings and options for adding another microphone.
6. Check whether Voice Access is asleep or muted
The control bar being visible does not prove that Voice Access is actively listening. It has three microphone states:

| Listening | Voice Access hears and processes speech | No action needed |
| Microphone off | Voice Access does not listen at all | Press Alt + Shift + C |
You can also say “Unmute” to wake Voice Access, or click the microphone button on the bar. To turn the microphone back on after it has been switched off, use Alt + Shift + C; there is no voice command for turning on a completely disabled microphone.
7. Use the feedback bar to locate the failure
Watch what appears on the Voice Access bar after you speak:
- Nothing is transcribed: the microphone may be blocked, muted, disconnected, too quiet, or incorrectly selected. Voice Access may also be asleep.
- Your words are transcribed, but nothing happens: Voice Access heard you but did not interpret the words as a valid command, or the current mode is preventing commands.
- An error appears: Voice Access understood the request but could not perform it.
Say “What can I say” to open built-in help. You can also say “Show all commands”, “Show command list”, or “Show commands”.
8. Switch out of Dictation mode
Voice Access has three modes:
- Default mode: commands and dictation.
- Commands mode: commands only.
- Dictation mode: spoken words are entered as text in an editable field.
If commands such as “open Settings” are being typed into a document instead of executed, say “Default mode” or “Commands mode”. Use “Dictation mode” only when you want speech entered as text.
9. Download or select a supported language
Voice Access has its own language list, separate from the larger Voice Typing language list. Microsoft currently lists these Voice Access variants:
- English—United States, United Kingdom, India, New Zealand, Canada, and Australia
- Spanish—Spain and Mexico
- German—Germany
- French—France and Canada
- Simplified Chinese—China
- Traditional Chinese—Taiwan
- Japanese
- Italian
The Windows display language does not have to match the Voice Access language.

- Open the Voice Access bar’s Settings menu.
- Select Languages.
- Choose a language marked ready to use, or select one marked available for download.
- Wait for the language model to finish downloading.
Language support can change with Windows updates. For example, the July 28, 2026 preview update KB5101684 adds Korean Voice Access support on Windows 11 24H2 and 25H2 for the specified builds. It will not appear until the relevant update and feature rollout are installed.
10. Fix the language-file download error
If setup says “We can’t download the required language files right now. Make sure you’re connected to the internet and try again in a few minutes,” a working browser connection may not be enough. Microsoft says Voice Access setup also needs access to the Microsoft Store app catalog.
- Confirm that the PC is connected to the internet.
- Open the Microsoft Store app.
- Try downloading or updating an app.
If Store downloads fail too, an organization policy may have disabled Microsoft Store access. On a work or school PC, an administrator may need to deploy the required Store package. Microsoft also documents a manual package procedure that depends on the system’s display language and system type.
Find those details at:
- Settings > Time & language > Language & region for the display language.
- Settings > System > About > Device specifications > System type for the system type.
11. Install the speech component for the language
A language can be installed while its speech feature is missing. Install the available speech component as follows:
- Go to Start > Settings > Time & language > Language & region.
- Select the … button beside the language.
- Select Language options.
- Under Language features, select Download beside the required speech feature.
Depending on the language, Windows may list Text-to-speech, Basic speech recognition, or Enhanced speech recognition. Not every language includes every feature.
12. Run Microsoft’s microphone troubleshooter
For an automated check, open the Get Help app and search for audio troubleshooter. Allow diagnostics if prompted, then apply the recommended fixes.
You can also use the settings-based route:
- Open Settings > System > Sound.
- Scroll to Advanced.
- Under Troubleshoot common sound problems, select Input devices.
Select All sound devices for additional input-device options.
13. Update, roll back, or reinstall the audio driver
Use Windows Update first:
- Open Settings > Windows Update.
- Select Check for updates.
- Install available updates and restart.
If the microphone disappeared or stopped working after a driver change, use Device Manager:

- Open Device Manager.
- Expand Sound, video and game controllers.
- Right-click the audio device and select Update driver.
- Select Search automatically for drivers.
To reinstall it, right-click the same device, select Uninstall device, choose Attempt to remove the driver for this device if Windows offers that option, and select Uninstall. Restart the PC. Windows should reinstall the device. If it does not, open Device Manager, right-click Sound, video and game controllers, and select Scan for hardware changes.
If the issue began immediately after a Windows update, open the device’s Properties > Driver tab and select Roll Back Driver. This option is unavailable when no previous driver is stored.
14. Reduce background noise
Before changing advanced settings, move the microphone closer, increase Input volume, move away from fans or other noise sources, and test a headset or external microphone.
On systems with the July 28, 2026 KB5101684 preview update, additional controls may appear under Voice Access settings > Improve speech recognition:

| Remove background noise only | Filters sounds such as typing and door slams without additional setup |
| No filtering | Uses the default microphone input |
These controls depend on the Windows update and may not be available on every installation.

Use this step when the microphone works in Windows but Voice Access remains broken after permissions, language, and driver checks.
- Search for cmd.
- Right-click Command Prompt and select Run as administrator.
- Select Yes at the User Account Control prompt.
- Run this command and wait for it to finish:
DISM.exe /Online /Cleanup-image /Restorehealth
After DISM completes successfully, run:
sfc /scannow
Do not close the window until SFC reaches Verification 100% complete. DISM should be run first because it supplies the files that SFC may need for repair.

DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:\RepairSource\Windows /LimitAccess
Replace C:\RepairSource\Windows with the path to a valid Windows repair source.
16. Restart Voice Access after making changes
Restart Voice Access after changing microphone permissions, selecting another input device, installing a language model, or reinstalling an audio driver.
- Close Voice Access.
- Restart Windows if you installed a driver or language component.
- Launch Voice Access from Settings > Accessibility > Speech, or search for voice access and select Open.
To close it by voice, say “Turn off voice access”. The commands “Stop voice access,” “Close voice access,” “Exit voice access,” and “Quit voice access” also work.

- “Voice Access needs the internet every time.” Internet is needed for initial setup and language downloads, not normal on-device use after installation.
- “Enable Windows Speech Recognition.” This is legacy advice for current Windows 11 versions. Use Voice Access instead.
- “Give Voice Access permission in the individual app list.” Voice Access is treated as a desktop app; enable Let desktop apps access your microphone.
- “Voice Access must use Windows’ selected microphone.” It has its own Select default microphone setting.
- “A visible Voice Access bar means it is listening.” The bar can show Sleep or Microphone off.
- “Voice Access and Voice Typing use the same languages.” Their supported languages and setup requirements are separate.
FAQ
Why does Voice Access show on the screen but not respond?
It may be asleep or have its microphone turned off. Say “Voice access wake up,” click the microphone button, or press Alt + Shift + B. If the microphone is off, press Alt + Shift + C.
Why is Voice Access typing commands instead of executing them?
Voice Access is probably in Dictation mode. Say “Default mode” for both commands and dictation, or “Commands mode” to process commands only.
Why can Windows hear my microphone but Voice Access cannot?
Voice Access may be using a different input device. Open the Voice Access bar’s Settings > Select default microphone and choose the microphone that passes the Windows Sound test.
Does Voice Access require an internet connection?
Only the initial setup and speech-model download require internet access. After the model is installed, Voice Access uses on-device recognition and can work offline.

Voice Access controls Windows and applications as well as dictating text. Voice Typing only enters speech into a focused text field and starts with Windows + H.
How do I fix Voice Access when language files will not download?
Check the internet connection and test a download in Microsoft Store. If Store downloads fail, a work or school policy may be blocking the Microsoft Store catalog. Also check that the selected Voice Access language is supported and that its speech feature is installed under Language & region > Language options.

Most Voice Access failures come down to one of four things: the wrong Windows feature, blocked desktop microphone permission, an asleep or muted Voice Access bar, or a microphone selected separately inside Voice Access. Confirm those first. If the microphone passes its Windows test but Voice Access still fails, repair the language component, update or reinstall the audio driver, and finally run DISM followed by SFC.
