Windows 11 has no built-in setting to restore the Windows 7 or Windows 10 Start menu. You can move the taskbar icons left or hide some Start content, but a genuine classic menu requires a third-party replacement; Open-Shell is the best free choice for most users.
Use StartAllBack if you also want an older-style taskbar, File Explorer, and context menus. ExplorerPatcher offers deeper shell changes, but it has greater compatibility and troubleshooting risks after Windows updates.
First, move the Start button to the left
If the main annoyance is the centered taskbar, Windows 11 can approximate the older layout without installing anything. This moves the taskbar icons only; the Start menu itself remains unchanged.
- Open Start > Settings > Personalization > Taskbar.
- Expand Taskbar behaviors.
- Set Taskbar alignment to Left.
You will still have the Windows 11 Start menu, including its pinned and recommended areas. This setting does not restore the Windows 7 two-column menu, the Windows 10 tile layout, or a permanently expanded programs list.

Make the built-in Start menu less cluttered
Windows 11 lets you hide some content that makes Start feel different from older versions.
- Go to Start > Settings > Personalization > Start.
- Turn off any of these options that are available on your installation:
- Show recently added apps
- Show most used apps
- Show recently opened items in Start, Jump Lists, and File Explorer
These controls hide sections or activity history. They do not change the Start menu into a classic one.
Use the newer app-list views
On current Windows 11 25H2 builds, the installed-app area may appear under All and include a View control. Depending on the build and feature rollout, available views can include Category, Grid, and List. Older 24H2 installations may show a separate All apps button instead.
Choose List if you want an alphabetical app list that is easier to scan. It is still part of the Windows 11 Start menu, not the old Start menu. Do not assume that Show all necessarily displays every installed app: in the redesigned interface, it can refer to all pinned items, while the installed-app list is controlled separately by the view selector.

Open-Shell is the current successor to Classic Shell and a strong free choice for bringing back a familiar Start menu. Its available styles include classic layouts and a Windows 7-style menu.
The latest stable release listed by the project is Open-Shell 4.4.198, released May 12, 2026. Download it from the official Open-Shell GitHub repository or its Releases page, not from a software-download mirror.

Install and select the Windows 7-style menu
- Download the current installer from the official Open-Shell GitHub project.
- Run the installer and keep the Classic Start Menu component selected. You can omit other components if you do not want them.
- After installation, press the Windows key or select the Start button.
- Open Open-Shell Menu Settings.
- On the Start Menu Style tab, select one of these styles:
- Classic Style for a compact single-column menu
- Classic with two columns for a more traditional layout
- Windows 7 style for the closest match to Windows 7
- Select OK.
The Windows 7 style is usually the best choice if you want frequently used programs on the left and links to locations such as Documents, Pictures, and Control Panel on the right. Open-Shell also supports menu customization, skins, search, and manual organization of program entries.
Open-Shell runs alongside the Windows 11 Start components rather than deleting them. The original Windows menu remains available through Windows entry points, while Open-Shell supplies its own menu.
Fix a misaligned or duplicated Start button
On some Windows 11 taskbar configurations, the Open-Shell button can overlap the system Start button or appear in the wrong position.
- Open Open-Shell Menu Settings.
- Go to the Start Button settings.
- Disable the option that replaces the Windows Start button.
The exact result depends on the selected skin and taskbar configuration. Open-Shell’s release history includes fixes for Windows 11 alignment and vertical-taskbar behavior, so check for a newer compatible version if a Windows update changes the appearance.
Important Open-Shell warning for ARM PCs
Windows on ARM requires a recent Open-Shell version. The project warns that versions older than 4.4.196 can cause an ARM installation to fail at login after reboot. Use version 4.4.196 or later on ARM hardware.
Option 2: Use StartAllBack for a broader Windows 7-style shell
StartAllBack is a commercial alternative for people who want more than a replacement Start menu. It can provide older-style Start, taskbar, context-menu, and File Explorer behavior, including task labels and additional taskbar positioning options.

Install it from the developer’s site. The official WinGet command is winget install StartIsBack.StartAllBack –scope machine.
The latest release listed by the developer is StartAllBack 3.9.24, released July 27, 2026. Version 3.9.15 added Windows 11 25H2 support; check the developer’s current release information before installing or upgrading. StartAllBack is a better fit when your goal is to make more of the shell feel like Windows 7 or Windows 10. Because it changes more of Windows than Open-Shell does, a Windows feature update can cause broader compatibility issues.
Option 3: Consider ExplorerPatcher only for advanced shell changes
ExplorerPatcher can restore broader legacy behavior, including a Windows 10-compatible taskbar and Start menu options. On Windows 11 22H2 and later, its Windows 10-compatible taskbar, called ep_taskbar, is used by default according to the project’s release notes.
This is not the low-risk option. ExplorerPatcher integrates deeply with Explorer and the taskbar, and compatibility depends on the specific Windows build. The project says its GitHub Releases page is the only official distribution channel; copies from other websites may be unsafe.

What not to use: the old registry “classic menu” hack
Many older guides recommend this command: reg add “HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer” /v NoStartMenuMorePrograms /t REG_DWORD /d 1 /f

Some then restart Explorer with: taskkill /f /im explorer.exe && start explorer.exe
Do not treat this as a reliable Windows 11 restoration method. NoStartMenuMorePrograms belongs to older Start-menu policy behavior. On current Windows 11 systems, the value may be missing, have no useful effect, or alter only a newer app-section behavior. It does not convert the Windows 11 Start menu into the Windows 7 or Windows 10 version.

On Windows editions that include Local Group Policy Editor, Start-related policies are under User Configuration > Administrative Templates > Start Menu and Taskbar.
Policies in this area can manage or restrict the current Start menu. Examples include:

Shell replacements hook into parts of Explorer, Start, and the taskbar. Microsoft feature and cumulative updates can therefore break a tool that worked previously. Before a major update:

- Record which replacement and version you are using.
- Check its official release notes for your Windows build.
- Keep a current installer or uninstaller available.
- Consider temporarily disabling or removing the replacement before a major feature upgrade.
- Update the replacement before re-enabling it.
If the desktop or taskbar disappears after an update, or explorer.exe repeatedly crashes, the shell customization may be responsible. Start by booting into Windows Recovery or Safe Mode if necessary, then remove or update the affected tool. ExplorerPatcher is particularly associated with this type of failure because it changes more of the Windows shell.

Can Windows 11 restore the Windows 7 Start menu without third-party software?

Whichever replacement you use, check its compatibility notes after every Windows feature or cumulative update.
