When Windows types the wrong character, the keyboard is not necessarily broken. Windows first receives a scan code from the physical key and then converts it according to the active keyboard layout. A second possibility is a software or registry remap that changes the key before an application receives it.
Use the quick tests first: press Win+Space to check the active layout, turn off Num Lock if letter keys produce numbers, and compare the physical keyboard with Windows’ On-Screen Keyboard. Then work through the software and driver fixes below.
Identify what kind of key swap you have

1. Switch to the correct keyboard layout
Press Win+Space to open Windows’ input-language panel, then select the layout that matches the keyboard you are using. For example, select US QWERTY for a standard US keyboard or United Kingdom for a UK keyboard.
A physical key does not directly mean a particular character. It sends a scan code, and Windows interprets that code through the selected layout. That is why a keyboard can appear to have swapped keys even when every switch is working correctly.

If the wrong layout keeps returning, remove it using the next fix.
2. Remove an unwanted keyboard layout
An extra layout can be selected accidentally with Win+Space, or by a shortcut while gaming or typing. Remove layouts you never use.
- In Windows 11, open Settings > Time & language > Language & region.
- Next to the relevant language, select the three-dot menu and choose Language options.
- Under Keyboards, select the unwanted layout and choose Remove.
In Windows 10, go to Settings > Time & Language > Language, select the language, choose Options, and remove the layout under Keyboards. Keep at least one keyboard installed for the language.
These steps follow Microsoft’s keyboard input-layout instructions.

If the layout you need is missing, add it rather than changing only the Windows display language. Display language and keyboard layout are separate settings.
- In Windows 11, open Settings > Time & language > Language & region.
- Open Language options for the relevant language.
- Under Keyboards, select Add a keyboard, then choose the required layout.
In Windows 10, use Settings > Time & Language > Language > [language] > Options > Add a keyboard. Layouts such as US QWERTY, United Kingdom, Canadian Multilingual Standard, and Dvorak use different mappings.
4. Check the advanced input-method setting
Windows can use different keyboard layouts in different applications. That makes swapped keys seem intermittent: a key works correctly in Notepad but not in a browser or game.
- Open Settings > Time & language > Typing.
- Select Advanced keyboard settings.
- Check Override for default input method and select the intended layout if necessary.
- Review Let me use a different input method for each app window. Turn it off if you want one layout everywhere.
After changing this setting, close and reopen the affected application so it obtains the new input method.

5. Turn off Num Lock when letters produce numbers
If keys such as U, I, O, J, K, and L type numbers, the keyboard may be using an embedded numeric keypad. This is common on laptops and compact keyboards and is not a keyboard-layout swap.
Press the key marked Num Lock or NumLk. On some laptops, the command is Fn+Num Lock or another manufacturer-specific combination. Look for a numeric keypad symbol printed on the keyboard if the key is not obvious.
6. Check Fn Lock and the keyboard’s hardware mode
If the function row performs media actions instead of F1–F12, or does the reverse, toggle Fn Lock. The usual shortcut is Fn+Esc, although some keyboards use a key with a lock icon or a dedicated Fn key.
Fn Lock is controlled by keyboard firmware, so Windows has no universal Fn-lock setting. Check the keyboard or laptop manufacturer’s manual when the common shortcut does not work. A hardware mode switch can also change the behavior of the function row, Mac/Windows modifier keys, or other special keys.

7. Reset the keyboard manufacturer’s remapping utility
Gaming keyboards, programmable keyboards, and laptop hotkey packages can remap keys before Windows applications receive them. Check whether one of these utilities is installed:
- Logitech G Hub or Options+
- Razer Synapse
- Corsair iCUE
- SteelSeries GG
- Microsoft Mouse and Keyboard Center
- ASUS Armoury Crate
- Laptop hotkey or control-center software
Open the utility, select the current keyboard or profile, and reset key assignments to the default profile. Also check whether a game-specific or application-specific profile is active. Temporarily exit or disable the utility and test again.
Do not run multiple remapping tools while troubleshooting. Microsoft documents compatibility issues between PowerToys Keyboard Manager and Microsoft Mouse and Keyboard Center; two utilities can overwrite or intercept each other’s mappings.
8. Create an intentional key swap with PowerToys
If the keys are physically arranged differently from the layout you want, PowerToys Keyboard Manager can provide a controlled desktop remap.

- Install and open Microsoft PowerToys.
- Open Settings > Keyboard Manager.
- Enable Keyboard Manager, then select Remap a key.
- Select Add key remapping.
- For a complete A/B swap, create both mappings:
Select: A To send: B
Select: B To send: A
- Select OK to apply the change.
The change takes effect immediately; a restart is not required. PowerToys must continue running in the background. If PowerToys is closed, its remaps stop working.
One mapping is not enough for a swap. Mapping A to B makes the original A output unavailable unless you also map B to A. PowerToys warns about these orphaned keys.
PowerToys 0.100 and later use the redesigned WinUI 3 Keyboard Manager editor by default for new installations. The legacy editor remains available through the editor toggle.
9. Remove an accidental PowerToys remap
- Open PowerToys Settings > Keyboard Manager.
- Select Remap a key.
- Delete the unwanted mapping row.
- Select OK.
You can also disable Keyboard Manager or close PowerToys to stop its remaps. PowerToys mappings do not work at the Windows sign-in screen or on password screens, so a swap that is present before sign-in probably comes from hardware, a registry mapping, or another utility.

Other keyboard-hook software can also interfere. Microsoft’s documented workaround is to disable and re-enable Keyboard Manager.
For app-specific mappings, PowerToys uses the process name rather than the visible application name. Examples are msedge.exe for Edge, chrome.exe for Chrome, and winword.exe for Word. Use tasklist and check the Image Name column; PowerShell’s Get-Process output normally omits the .exe suffix.
PowerToys cannot remap Win+L or Ctrl+Alt+Delete, and the Fn key generally cannot be remapped. Remapping Win, Ctrl, Alt, or Shift can disrupt gestures and special-key behavior. Because AltGr is implemented as left Ctrl plus right Alt, remapping either component can break it.
10. Remove a persistent Scancode Map registry remap
A registry Scancode Map is different from a PowerToys remap. It remains active without a background application, can affect the sign-in screen, and requires a restart after modification. Use this fix when the wrong key behavior appears everywhere, including before signing in.

Before changing the registry, make sure you intend to remove all mappings stored in this value. Open Command Prompt as administrator and run:
reg delete "HKLMSYSTEMCurrentControlSetControlKeyboard Layout" /v "Scancode Map" /f
Restart Windows after the command completes. This deletes the entire Scancode Map value, not just one key mapping. If no such value exists, Command Prompt reports that it could not find the specified value.
A registry remap can make a password difficult or impossible to enter at the sign-in screen. If that is your situation, use an alternate keyboard or Windows’ accessibility keyboard where available, then remove the mapping.
11. Update, roll back, or reinstall the keyboard driver
Driver work is most useful when the problem began after a Windows, device, or manufacturer update, or when a USB or Bluetooth keyboard behaves inconsistently.
- Open Start, search for Device Manager, and open it.
- Expand Keyboards.
- Right-click the affected keyboard and choose Update driver.
- Choose Search automatically for updated driver software.
If the problem started immediately after a driver update, open Properties > Driver > Roll Back Driver instead. To reinstall the device, right-click it in Device Manager, choose Uninstall device, and restart Windows. Windows will attempt to detect and reinstall the keyboard.
For a wireless keyboard, also remove and re-pair the device. For a USB keyboard, test another port, preferably a port directly on the computer rather than through a hub.

This test separates a physical keyboard fault from a Windows mapping or remapping problem.
- In Windows 11, open Settings > Accessibility > Keyboard and turn on On-Screen Keyboard.
- In Windows 10, open Settings > Ease of Access > Keyboard and turn on Use the On-Screen Keyboard.
- Type the affected characters with the on-screen keyboard.
- Connect another physical keyboard, or test the keyboard on another computer.
If the On-Screen Keyboard types correctly but the physical keyboard does not, inspect the keyboard, try another USB port, replace its batteries, or remove and re-pair it. If two physical keyboards produce the same wrong characters, the active layout or a software remap is more likely.

Windows’ keyboard layout and filtering systems support physical, on-screen, and touch keyboards. However, Keyboard Filter is not a general repair tool: it is an optional Device Lockdown feature intended to suppress keys and key combinations. It can be enabled through Turn Windows features on or off > Device Lockdown > Keyboard Filter, but enabling or disabling it requires a restart and is rarely appropriate for an ordinary swapped-key problem.

FAQ
Why are my keyboard keys suddenly swapped in Windows?
The most common causes are an accidental keyboard-layout change, Num Lock, Fn Lock, a manufacturer remapping profile, PowerToys, or a persistent registry Scancode Map. Press Win+Space first to check the active layout.
How do I swap two keys permanently in Windows 11?
Use PowerToys Keyboard Manager and create two mappings, such as A to B and B to A. PowerToys must remain running, so it is not a firmware-level remap. A registry Scancode Map remains active without PowerToys but requires administrative changes and a restart.
Why does PowerToys not work in an administrator window?
PowerToys Keyboard Manager may need to run with the same elevated privileges as the target application. Run PowerToys as administrator, or disable and re-enable Keyboard Manager if another keyboard-hook utility is interfering.
Can I remap the Fn key with PowerToys?
Usually no. The Fn key is generally handled by keyboard firmware rather than exposed to Windows as an ordinary remappable key. Use the keyboard’s Fn Lock shortcut instead.
Why does PowerToys stop remapping after I close it?
PowerToys Keyboard Manager applies remaps while PowerToys is running in the background. Closing PowerToys or disabling Keyboard Manager stops those remaps.
Why are the keys still wrong on the Windows sign-in screen?
PowerToys remaps do not apply at sign-in. A hardware mode, keyboard layout, manufacturer utility, or registry Scancode Map is more likely. A registry Scancode Map can affect the sign-in and password screens.
The Bottom Line
Start with Win+Space, then check Num Lock and Fn Lock. If the layout is correct, disable manufacturer remapping tools and inspect PowerToys. A swap that survives sign-out and appears at the sign-in screen points to hardware or a registry Scancode Map. Finally, compare the On-Screen Keyboard and another physical keyboard before replacing the device.
