If Bing SafeSearch will not turn off, the Bing settings page may not be the component enforcing it. Windows Search, Microsoft Family Safety, an Edge policy, your network, a hosts-file entry, or an age or regional restriction can force SafeSearch to Moderate or Strict.
Start with Bing itself, then check the layer that matches where the restriction appears. Do not change settings on a work, school, or family-managed device unless you are authorized to do so.
Set Bing SafeSearch to Off correctly
- Open Bing.com.
- Select the Global navigation icon in the upper-right corner.
- Select Settings, then More.
- Under SafeSearch, select Off.
- Scroll down and select Save.
Bing has three settings:

Moderate is the default in most countries and regions. If the Off option is missing, disabled, or returns to Moderate or Strict, continue with the checks below.
1. Check Windows Search SafeSearch
Windows has a separate SafeSearch setting. It affects Bing-powered searches and previews opened from Windows Search, so Bing.com and the Windows search box can behave differently.

Windows 11
Open Start > Settings > Privacy & security > Search permissions. Under SafeSearch, select Moderate or Off.
If Windows SafeSearch is set to Strict, Windows shares that setting with Bing and it takes precedence for searches launched through Windows Search. If Windows is set to Moderate or Off, Bing.com uses the setting selected on Bing.com.
Windows 10
Open Start > Settings > Search > Permissions & History, then review the SafeSearch setting.
This setting is not just for local files. It also affects web results and previews supplied by Bing in Windows Search. Changing it does not necessarily change the setting when you visit Bing.com directly.
2. Check Microsoft Family Safety
Microsoft Family Safety can filter Bing searches for a family member. The affected account generally cannot remove this restriction; the family organizer must change it.
Family organizer website instructions
- Sign in at Microsoft Family.
- Open Family Safety from the left-side menu.
- Find the family member and select More next to their name.
- Select Go to overview.
- Select Edge as the platform.
- Turn off Filter inappropriate websites and searches.
Also check for specific entries under Blocked Sites, or whether Only use allowed websites is enabled. The Always allow educational websites option does not remove the general web filter.
Family Safety app
In the Microsoft Family Safety app, select the family member, open Content filters, and review the website-filtering controls.

Microsoft says these web and search filters require Microsoft Edge with the family member signed in to a Microsoft account. They currently apply to Edge rather than every browser. However, using another browser will not defeat a restriction imposed by the router, DNS service, proxy, hosts file, account, or region.
If an adult is incorrectly affected
For an adult with the Organizer role, Microsoft provides this refresh command. Open Command Prompt and run:
schtasks /run /tn “Microsoft\Windows\Shell\FamilySafetyRefreshTask”
Restart the computer afterward. Microsoft says this must be done on each affected device.
An adult with the Member role must ask the family organizer to change the setting. A member can leave through account.microsoft.com/family > More next to your name > Leave family group, but leaving may remove access to shared Microsoft products and services.
3. Look for an Edge policy
Microsoft Edge can enforce Bing SafeSearch through the ForceBingSafeSearch policy. When it is mandatory, the user cannot change the enforced value from Bing.
In Edge, open edge://policy.

On Windows, the Group Policy location is Computer Configuration > Policies > Administrative Templates > Microsoft Edge. The policy is named Enforce Bing SafeSearch. Its registry location is HKLM\SOFTWARE\Policies\Microsoft\Edge. The value is a REG_DWORD named ForceBingSafeSearch.
Do not delete a policy from a work or school computer. An administrator or device-management service may reapply it, and changing it may violate your organization’s rules. If you manage the computer yourself and recently changed a policy, close and reopen Edge, then check edge://policy again.

4. Test for network-level enforcement
A router, DNS-filtering service, proxy, school network, workplace network, or parental-control product can force Bing to use Strict SafeSearch. Microsoft documents a common method that maps www.bing.com to strict.bing.com. That mapping forces Strict results and disables the normal SafeSearch controls. For the Edge sidebar, the related hostname is edgeservices.bing.com.
To identify this kind of restriction, connect the same device to a trusted mobile hotspot and open Bing. If SafeSearch can be changed on the hotspot but not on your normal Wi-Fi, the likely cause is the router, DNS provider, proxy, or network administrator.
Changing DNS on the computer is not a universal solution. It may help only when the current DNS service is imposing the mapping. It will not remove an Edge policy, Family Safety, hosts-file entry, proxy rule, or regional restriction.
5. Inspect the Windows hosts file
A hosts-file entry can force SafeSearch on one Windows computer even when the router and Bing account are configured normally. The file is located at C:\Windows\System32\drivers\etc\hosts.

Microsoft’s documented enforcement procedure first obtains the current address with ping strict.bing.com. An example entry might look like this:
204.79.197.220 www.bing.com
204.79.197.220 edgeservices.bing.com
The example IP is not permanent. A hosts file uses the current IP address, not a CNAME. If Windows is installed in a different location, this command opens the directory containing the file: cd /d %systemroot%\system32\drivers\etc.

6. Check for age verification or a regional restriction
Bing may show a message such as “Turning off SafeSearch requires age verification.” In that case, the setting is not being blocked by Windows or Edge. Bing is asking for an age confirmation based on your account, location, or local legal requirements.
The current confirmation dialog says that selecting Agree confirms you are at least 18 and at least the age of majority where you are located. Select Disagree to return to Settings.

Microsoft says SafeSearch may automatically be set to Strict for users under 18 to comply with local law. If Bing states that the restriction is required by your country or region, clearing cookies, changing Windows Search settings, changing browsers, or changing DNS will not provide a supported way around it. Complete the offered verification process if you are eligible.

Bing can store the SafeSearch preference in a browser cookie. If you set SafeSearch to Off and it returns to Moderate after clearing cookies, the preference was lost when the cookie was deleted.
Try Bing in a new Edge profile or a private window to distinguish a damaged profile from a broader restriction. This is a diagnostic test, not a way to bypass a Family Safety, administrator, network, account, or regional control.
A useful distinction is:

Use this troubleshooting order
- Set Bing.com > Global navigation > Settings > More > SafeSearch > Off, then select Save.
- If the problem occurs in Windows Search, check Settings > Privacy & security > Search permissions > SafeSearch and make sure it is not Strict.
- Open edge://policy and look for ForceBingSafeSearch.
- Review Microsoft Family Safety, especially Filter inappropriate websites and searches.
- Test a trusted mobile hotspot to separate device restrictions from network restrictions.
- Inspect the Windows hosts file for Bing hostnames mapped to Strict.
- If Bing displays an age or regional requirement, use Microsoft’s supported verification process if eligible.
Why common fixes often fail
- Changing Windows Search permissions: relevant to Windows Search, but not a replacement for the Bing.com setting.
- Clearing cookies: can remove a saved preference and make the setting revert; it does not remove a policy or filter.
- Using another browser: may avoid an Edge-only Family Safety filter, but not network, hosts-file, account, or regional enforcement.
- Changing to Google or Cloudflare DNS: may help with a DNS-level rule, but cannot remove browser policies, proxies, or Family Safety.
- Editing random registry values: the documented Edge policy is specifically HKLM\SOFTWARE\Policies\Microsoft\Edge\ForceBingSafeSearch. Random Windows Search registry changes are not a general fix.

Why is Bing SafeSearch stuck on Strict?
The most common causes are Windows Search set to Strict, Microsoft Family Safety, the Edge ForceBingSafeSearch policy, a router or DNS filter, a hosts-file mapping, or an age and regional requirement.

Can Family Safety stop an adult from turning off SafeSearch?
Yes. If the adult account has a Member role, only the family organizer can change the filtering controls. An affected Organizer can try Microsoft’s FamilySafetyRefreshTask command on each affected device.
How do I know whether my network is forcing Bing SafeSearch?
Connect the device to a trusted mobile hotspot and test Bing. If Off works there but not on your usual Wi-Fi, inspect the router, DNS-filtering service, proxy, or network administrator settings.
Will clearing cookies turn SafeSearch off?
No. Clearing cookies can remove a saved Bing preference, but it will not remove Family Safety, an Edge policy, a hosts-file rule, network filtering, or an age-based restriction.
Can I turn off SafeSearch if Bing requires age verification?
