A browser download, a OneDrive file being brought offline, a Microsoft Store update, and a Windows Update package are separate processes with separate controls.
Use the section that matches what you are seeing. If you are not sure, start with the notification or the folder where the file appears: a OneDrive notification points to cloud-file downloads, while files in Downloads usually come from a browser.
Stop OneDrive apps from downloading online-only files
Windows can allow an app to download an online-only OneDrive file automatically. For example, a media player may download a cloud-only music file when you try to play it. Windows normally shows a notification identifying the app, source, number of files, and download progress.
Block the app when the download starts
- Select Cancel download in the notification.
- Select Cancel download again to confirm.
- Select Block app.
This cancels the current transfer and prevents that app from automatically downloading online-only files in the future. Blocking an app can cause it to malfunction if it depends on those files, so use this for apps that should not access cloud-only content rather than as a general Windows download block.

Unblock an app
Use the automatic file download settings link shown by Windows when managing the notification. Microsoft’s current instructions refer to this link, but Windows does not provide a consistently published Settings path for opening the blocked-app list manually.
Hide the notifications without blocking downloads
If the alerts are the problem but you do not want to stop the downloads:
- Open Settings.
- Go to System > Notifications.
- Under Notifications from apps and other senders, find Automatic file downloads.
- Turn notifications off.
This only hides the alerts. It does not prevent apps from downloading OneDrive files.
Stop OneDrive files downloading when opened
Files On-Demand lets OneDrive show cloud files in File Explorer without storing their contents locally. An online-only file has a blue cloud icon. Opening it normally downloads it to the PC.
To remove a local copy while keeping the file in OneDrive:
- Open File Explorer.
- Open your OneDrive folder.
- Right-click the file or folder.
- Select Free up space.
Free up space removes the local copy but does not delete the cloud copy. The file remains visible in OneDrive and can be downloaded again when opened.
Do not select Always keep on this device if you are trying to prevent downloads. That command deliberately downloads the item and retains it locally. Applying it to a folder also causes new files added to that folder to be downloaded.

Storage Sense can make inactive OneDrive content online-only to reclaim disk space. It does not permanently delete the files, and items marked Always keep on this device are exempt from that cloud-content management. To make Edge ask for a destination each time:
- Open Microsoft Edge.
- Select Settings and more (…) > Settings.
- Select Downloads.
- Turn on Ask where to save each file before downloading.
The same page has a Location setting and a Change button for selecting a permanent download folder.
This is a confirmation prompt, not a download blocker. Selecting Save still downloads the file.
Block all Edge downloads with an administrator policy
On a managed PC, an administrator can configure Edge’s DownloadRestrictions policy. Its values are:

In Group Policy, the setting is under:

To see whether a policy is active, enter edge://policy in Edge’s address bar. A value of 3 means all downloads are blocked. This policy blocks downloads initiated by web-page content and download links. It does not block saving the currently displayed page or using Save as PDF from the print interface.

Make Google Chrome ask before saving files
- Open Chrome.
- Select More (…) > Settings.
- Select Downloads.
- Turn on Ask where to save each file before downloading.
Use Change on the same page to select a different default folder. On Windows, Chrome’s usual default is \Users\<username>\Downloads.
As in Edge, this setting does not block downloads. It gives you a chance to choose a location or cancel before saving.
Stop Chrome sites from downloading several files
Chrome has a separate permission for websites that try to download multiple related files:
- Open Chrome’s Settings.
- Go to Privacy and security > Site Settings.
- Select Additional permissions > Automatic downloads.
- Choose the default behavior you want.
This controls multiple related downloads from a site. It is different from the setting that asks where to save one ordinary download.
Stop Chrome opening files automatically
If Chrome downloads a file and immediately opens it:
- Download an example of that file type.
- Open Recent download history.
- Right-click the downloaded file.
- Clear Always open files of this type.
This prevents automatic opening, but the file is still downloaded.
Make Firefox ask what to do with downloads
Firefox changed its download behavior in version 98. It normally saves files immediately to the configured download folder instead of displaying the old action dialog for every file.

Ask about unknown file types
- Open Firefox.
- Select the menu button (≡) > Settings.
- In General, find Files and Applications.
- Under Applications, scroll to the bottom.
- Under What should Firefox do with other files?, select Ask whether to open or save files.
Change an existing file-type rule
If the file type already appears in the Files and applications table:
- Select the file type.
- Open its Action menu.
- Select Always ask.
Firefox can also show actions such as Save File, Open in Firefox, or an application-specific option.
Changing the unknown-file setting does not override a rule already assigned to a file type. For example, a type set to Save File must be changed separately in the table.
Firefox relies on the server-supplied content type, not just the file extension. A badly configured website can therefore produce an unexpected action. Also, Always Open Similar Files still saves the file to the configured download folder before opening it with the default application.
Stop Microsoft Store apps from updating automatically
Microsoft Store can download and install app updates without asking. To turn off automatic Store app updates:
- Open Start and search for Microsoft Store.
- Open Microsoft Store.
- Select Profile, represented by your account photo.
- Select Store Settings.
- Turn off the App updates switch.
This setting applies to updates delivered through Microsoft Store. Some publishers update their applications through separate launchers or updater services, so it will not stop every third-party updater.

Windows 11 does not offer a supported permanent consumer switch for never downloading updates. You can pause updates temporarily instead:

- Open Start > Settings.
- Select Windows Update.
- On the Pause updates control, select Pick a date.
- Choose the date on which Windows Update should resume.
Windows 11 currently allows updates to be paused for up to 35 days. Pausing is temporary. When the pause expires, Windows checks for available updates and downloads and installs them. Updates already in progress are canceled when the pause begins.
Which setting should you use?

Common mistakes to avoid
- Assuming “Ask where to save” blocks downloads: it only displays a save-location prompt. You can still approve the transfer.
- Turning off Automatic file downloads notifications: this hides OneDrive-related alerts but does not block the underlying download.
- Using Always keep on this device: this downloads OneDrive content and keeps it locally. Use Free up space to remove the local copy.
- Expecting one Windows switch: browsers, OneDrive, Store, and Windows Update are controlled independently.
- Permanently disabling the Windows Update service: this is not Microsoft’s supported consumer method. Pause updates when you need a temporary interruption, then allow them to resume for security and support.
FAQ
Can Windows 11 block every automatic download with one setting?
No. Windows 11 uses separate controls for browser downloads, OneDrive Files On-Demand, Microsoft Store updates, and Windows Update.
Does “Ask where to save each file before downloading” stop a browser download?
No. It makes Edge or Chrome display a location prompt. The file downloads if you select Save.
Does Free up space delete a OneDrive file?
No. It removes the local copy and leaves the file in OneDrive. You can download it again later.

How do I stop an app downloading OneDrive files automatically?
When the Windows notification appears, select Cancel download, confirm by selecting Cancel download again, and then select Block app.
Can I permanently stop Windows Update from downloading?
Microsoft provides a supported option to pause updates temporarily, currently for up to 35 days, but not a supported permanent consumer switch to prevent all future updates.

Choose the control for the source of the download. Block the specific app for automatic OneDrive file retrieval, use Free up space to remove local OneDrive copies, configure browser prompts or policies for web downloads, turn off Store app updates, and pause Windows Update when necessary. No single Windows 11 setting covers all of these cases.
