Windows Autopilot failures usually come from one of four places: the device has not received its profile, Intune is refusing enrollment, the Enrollment Status Page (ESP) is waiting on an application or policy, or the device has stale registration data from an earlier deployment. Work through the checks below in order. They apply to Windows 11 user-driven, self-deploying, pre-provisioned, and hybrid deployments.

1. Confirm that the device is registered and has a deployment profile

Sign in to the Microsoft Intune admin center with an account that can manage Windows Autopilot devices. Open:

Devices → Windows → Enrollment → Windows Autopilot → Devices

Find the device by serial number. Check that it is present, assigned to the correct tenant, and targeted by the expected Windows Autopilot deployment profile. Do not delete the Microsoft Entra device object created during Autopilot import: that object is used as the Autopilot anchor for group membership and profile targeting. Deleting it can cause Microsoft Entra join errors.

If the device was reused, reset, or assigned a different profile, select it and choose Unblock device in the toolbar. Microsoft may not display a success message after this action, but the device can still be ready for reuse. Redeploy the Autopilot profile afterward.

This step is particularly important for error 0x80180014. Devices previously deployed with self-deploying or pre-provisioning mode can remain blocked when they are reset or redeployed.

2. Force OOBE to download the profile again

Autopilot downloads its profile when Windows first gets an Internet connection and checks again after a restart. If the device reached OOBE before the tenant profile existed, it might have cached a blank profile.

  1. Connect the device to a reliable wired or wireless network.
  2. At the Windows OOBE screen, press Shift+F10.
  3. In Command Prompt, restart the device immediately:
shutdown.exe /r /t 0

To shut it down instead, use:

shutdown.exe /s /t 0

Make sure the Autopilot device and its profile exist in Intune before you restart. After the reboot, OOBE should contact the Autopilot service and download the current profile.

3. Check network access before changing Intune policies

A device can have a valid hardware hash and still appear to ignore Autopilot if OOBE cannot reach Microsoft services. Test from a different network, preferably a simple home or mobile hotspot connection. Captive portals, proxy authentication, SSL inspection, firewall filtering, and DNS problems can prevent profile retrieval.

For the Windows 11 Autopilot diagnostics page to upload logs, the network must also allow:

lgmsapeweu.blob.core.windows.net

In Event Viewer, check:

Applications and Services Logs → Microsoft → Windows → ModernDeployment-Diagnostics-Provider → Autopilot

Event ID Meaning
100 Autopilot policy was not found. This can be temporary while the profile is downloading.
111 The profile settings were retrieved and processed successfully.
153 The profile state changed, commonly from unknown to available.
161 The Autopilot profile was downloaded successfully.

Event 100 by itself does not prove that the device is unregistered. If it is followed by events 111 or 161, profile retrieval eventually succeeded.

4. Fix error 0x80180014

This error commonly appears when a reused device is still blocked by its previous Intune enrollment, or when Windows MDM enrollment is disallowed by an enrollment restriction.

Unblock the reused device

  1. Open Intune admin center → Devices → Windows → Enrollment → Windows Autopilot → Devices.
  2. Select the affected device.
  3. Choose Unblock device.
  4. Redeploy the Windows Autopilot deployment profile.
  5. Reset or restart OOBE after the profile is ready.

Allow Windows MDM enrollment

  1. Open Intune admin center → Devices → Windows → Enrollment.
  2. Under Enrollment options, select Device platform restriction.
  3. Under Device type restrictions, select All Users, then choose Manage → Properties.
  4. Next to Platform settings, select Edit.
  5. Under Windows (MDM), select Allow.
  6. Select Review + save, then Save if a change was made.

Repeat this check for every applicable enrollment restriction. A group-based restriction can override the All Users setting and continue to block the device.

5. Turn on the Windows 11 Autopilot diagnostics page

The diagnostics page is available only on Windows 11 in user-driven Autopilot, after signing in with a Work or School account. It does not support personal Microsoft accounts, self-deploying mode, or every OOBE scenario.

To enable it, open the relevant ESP profile:

Intune admin center → Devices → Device onboarding → Enrollment → Windows tab → Windows Autopilot → Enrollment Status Page

Edit or create the profile and set these options to Yes:

  • Show app and profile configuration progress
  • Turn on log collection and diagnostics page for end users

During Autopilot, select View Diagnostics, or press:

CTRL + SHIFT + D

If the page does not appear, first confirm the Windows version, deployment mode, account type, and network access to the diagnostic upload host.

6. Investigate an ESP screen that is stuck

The ESP is not exclusive to Autopilot. It can also appear during Microsoft Entra join OOBE, Configuration Manager co-management, and a first-time user sign-in when an ESP policy applies. Its presence alone does not indicate an Autopilot problem.

The current ESP profile path is:

Intune admin center → Devices → Device onboarding → Enrollment → Windows → Windows Autopilot → Enrollment Status Page

Review the profile’s assignments and settings. The default ESP timeout is 60 minutes. An app is tracked by ESP only when all of the following are true:

  • It is assigned as Required to a Microsoft Entra group containing the device or user.
  • The ESP profile blocks device use until required apps are installed, or specifically includes the app in its tracked list.
  • The app installs in device context.
  • The app does not rely on user-context applicability rules.

Device-targeted apps are normally tracked during device setup; user-targeted apps are tracked during account setup. An app that is merely assigned as Required is not automatically guaranteed to hold up ESP.

Check whether an ESP phase was deliberately skipped

Custom CSP settings can skip one of the ESP phases:

7. Resolve “Another installation is in progress”

The message Another installation is in progress, please try again later. usually means ESP is trying to install a line-of-business (LOB) app and a Win32 app at the same time. Both can use Windows Installer or TrustedInstaller, which does not support simultaneous installations.

Microsoft 365 Click-to-Run Office can make this worse because its Teams Machine-Wide Installer uses MSI while ESP is processing other packages.

Use one of these approaches:

  • Deploy Teams later as a separate Win32 app instead of including it in the Office installation during ESP.
  • Install Microsoft 365 Click-to-Run Office after Autopilot completes.
  • Serialize MSI installations with an Intune Management Extension PowerShell script.
  • On Windows 11, consider Windows Autopilot device preparation, which does not use ESP and supports mixing LOB and Win32 apps.
  • Enable Continue on error in ESP if some applications can safely finish after provisioning.

8. Treat reboots according to the ESP phase

A reboot is not automatically evidence of a failed deployment. Intune-managed reboots are supported during the device setup phase, but not during the account setup phase.

Windows 11 OOBE also gained a quality-update option on January 13, 2026. In the ESP profile, the setting is named Install Windows quality updates (might restart the device). New ESP profiles default this to Yes; existing profiles default to No until edited. When enabled, OOBE can install the latest available monthly security update and restart the computer.

Review that setting before treating a restart as a fault. For unexplained restarts, inspect the device-management diagnostic events in Event Viewer and identify the policy URI that triggered the reboot.

9. Collect Autopilot and ESP logs

On a non-S-mode device, press Shift+F10 during OOBE. For user-driven Autopilot, create a CAB file with:

Install and run Microsoft’s analysis script from PowerShell:

Replace the example path with a writable destination. If C:Temp does not exist, create it first with md C:Temp.

Read the key registry locations

Autopilot profile data is stored at:

HKLMSOFTWAREMicrosoftProvisioningDiagnosticsAutopilot
  • IsAutopilotDisabled = 1 can indicate that the device is not registered, or that profile download failed because of network, firewall, or timeout conditions.
  • TenantMatched = 0 indicates that the signed-in user’s tenant does not match the tenant that registered the device.
  • CloudAssignedTenantDomain and CloudAssignedTenantId identify the registered tenant.

ESP settings are recorded under:

HKEY_LOCAL_MACHINESOFTWAREMicrosoftEnrollments{EnrollmentGUID}FirstSync

10. Fix common enrollment and identity errors

Error or symptom Likely fix
0x80070774 in hybrid deployment Install or configure the Intune Connector for Active Directory in the domain matching the targeted device configuration. A connector in one AD domain cannot create the object expected in another.
“Can’t connect to the URL of your organization’s MDM terms of use” Check that the signing-in user has a valid Intune, Enterprise Mobility + Security, or Microsoft 365 license.
80180018 Check the user’s licensing and device-enrollment limit. The default Microsoft Entra limit is 50 devices per user, although administrators can change it.
Device shows “Microsoft Entra registered” instead of “Microsoft Entra joined” Remove the stale device objects from Intune, Microsoft Entra ID, and Windows Autopilot. Register the device again and re-enroll it.
“Fix pending” or “Attention required” after hardware changes Deregister and re-register the device. Older Windows builds can fail to process a changed hardware identity; supported baselines include Windows 11 21H2 with KB5017383 and Windows 10 22H2.

11. Check policies that interfere with OOBE

Temporarily exclude a test device from conflicting policies rather than disabling security controls across the tenant. Known troublemakers include:

  • A GPO that disallows changing the language, region, or keyboard during OOBE. If it must apply later, hide those OOBE pages in the Autopilot profile.
  • AppLocker CSP policies, which can trigger a reboot while ESP is active.
  • Password complexity, minimum-length, or autologon restrictions that interfere with OOBE or desktop sign-in.
  • Security Baseline settings such as administrator elevation behavior, admin approval mode, and virtualization-based security, which can require reboots or additional UAC prompts.
  • Disabling the Microsoft Account Sign-in Assistant service (wlidsvc), which Autopilot requires to obtain its profile.
  • Setting AutoAdminLogon to 0. The relevant setting is under HKLMSOFTWAREMicrosoftWindows NTCurrentVersionWinlogonAutomatic logon.

For pre-provisioning, review these additional policies under Computer Configuration → Windows Settings → Security Settings → Local Policies → Security Options: interactive logon title or message, requiring Windows Hello or a smart card, and prompting for administrator credentials on the secure desktop. The PreferredAadTenantDomainName policy can also cause autologon failure by adding a preferred domain to DefaultUser0.

12. Correct hardware-hash import failures

If selecting Import appears to do nothing, the hardware hash may contain incorrectly formatted Base64. A network trace can show HTTP 400 with Cannot convert the literal '[DEVICEHASH]' to the expected type 'Edm.Binary'.

Validate the hash in PowerShell:

[System.Text.Encoding]::ascii.getstring( [System.Convert]::FromBase64String("DEVICE HASH"))

Windows Autopilot expects padded Base64. Padding uses = only at the end, with no more than two padding characters. Correct the CSV value and import it again.

13. Troubleshoot connector and sign-in-specific problems

For hybrid Autopilot, open the current Intune Connector log location:

Event Viewer → Applications and Services Logs → Microsoft → Intune → ODJConnectorService

The older ODJ Connector Service location may be empty or no longer update.

If Web sign-in is missing after pre-provisioning, review the Security Baseline’s Device password policies. Set those password settings to Not Configured, or assign the baseline to a user group instead of a device group.

Recommended repair order

  1. Test a different network and confirm the device is listed in Windows Autopilot.
  2. Confirm the correct profile and group assignment.
  3. Unblock a reused device if 0x80180014 appears.
  4. Verify Windows MDM is allowed in every applicable enrollment restriction.
  5. Restart OOBE with shutdown.exe /r /t 0 after the tenant profile exists.
  6. Check Autopilot Event Viewer entries and collect a diagnostic CAB.
  7. Only then investigate ESP applications, reboots, GPOs, security baselines, and hybrid connector configuration.

FAQ

Why does Windows 11 skip the Autopilot company branding or profile?

The device may not be registered, the profile may not be assigned yet, or OOBE may have cached a blank profile. Confirm the device and profile in Intune, connect it to the Internet, then restart OOBE with shutdown.exe /r /t 0.

Is a reboot during Windows Autopilot always a failure?

No. Intune-managed reboots are supported during ESP device setup. Windows 11 OOBE can also restart while installing quality updates when Install Windows quality updates (might restart the device) is enabled.

Why is the Enrollment Status Page appearing on a device that is not using Autopilot?

ESP can also apply during Microsoft Entra join OOBE, Configuration Manager co-management, or a first-time user sign-in. ESP is not exclusive to Autopilot.

What does 0x80180014 mean during Autopilot?

The device is commonly blocked because it was reused, reset, or previously deployed with self-deploying or pre-provisioning mode. Unblock it under Devices → Windows → Enrollment → Windows Autopilot → Devices, then redeploy its profile. Also verify that Windows MDM enrollment is allowed.

Why does ESP say another installation is in progress?

A LOB installer and a Win32 installer are running at the same time, or Office Click-to-Run is installing its MSI-based Teams component alongside another package. Separate the deployments, serialize MSI installations, or use Windows Autopilot device preparation.

Can I use the Autopilot diagnostics page with a personal Microsoft account?

No. The page requires Windows 11, user-driven Autopilot, and a Work or School account. Personal Microsoft accounts are not supported.

Start with registration, profile assignment, network access, and enrollment restrictions; these account for most Autopilot failures. For a reused device, unblock it before redeployment. If the profile arrives but ESP stalls, inspect application context, installer conflicts, policy-triggered reboots, and diagnostic logs rather than repeatedly resetting the PC.
