On an HP laptop, turning off “Fn Lock” usually means making the top-row keys behave as standard F1–F12 keys again. After the change, the printed actions—such as volume, brightness, microphone mute, or display switching—work only when you hold Fn.

HP normally controls this behavior in the BIOS, not through a universal Windows 11 Settings option. The setting may be called Action Keys Mode, Launch Hotkeys without Fn Keypress, Hotkeys, or Fn Key switch, depending on the HP model and BIOS version.

What changes when Fn Lock is turned off?

HP’s terminology can be confusing because “Fn Lock” and “Action Keys Mode” describe opposite sides of the same behavior:

BIOS setting Pressing F8 by itself Using the printed action
Action Keys Mode: Enabled Runs the printed action, such as volume or brightness Press Fn + F8 for the normal F8 function
Action Keys Mode: Disabled Runs the normal F8 function Press Fn + F8 for the printed action

Therefore, to turn off the action-key or Fn-lock behavior, select Disabled for Action Keys Mode. Do not select Enabled: that makes the printed actions work without the Fn key.

Method 1: Disable Action Keys Mode in the HP BIOS

This is the standard procedure for many HP consumer and business laptops running Windows 11.

  1. Turn off the laptop. If Windows will not shut down normally, hold the power button for at least five seconds.
  2. Turn the laptop on and immediately press F10 repeatedly. Continue until BIOS Setup Utility opens.
  3. Use the Left Arrow or Right Arrow key to select System Configuration.
  4. Use the Up Arrow or Down Arrow key to highlight Action Keys Mode.
  5. Press Enter to show the available choices.
  6. Select Disabled.
  7. Press F10 to save the change and restart the laptop. Confirm the save prompt if one appears.

After Windows starts, press a key such as F5 or F8 by itself. It should now send the standard function-key command to the active application. To adjust brightness or volume, hold Fn while pressing the relevant key.

Method 2: Use the Startup Menu on some HP business laptops

Some HP ProBook, EliteBook, and Fortis models do not expose the control in exactly the same place. On certain HP ProBook 440 G4, 450 G4, 470 G4, HP EliteBook Folio G1, and HP Fortis-series notebooks, use this path:

  1. Shut down the laptop.
  2. Turn it on and immediately press Esc repeatedly.
  3. When the Startup Menu appears, press F10 for BIOS Setup.
  4. Open Advanced.
  5. Select System Options.
  6. Find Launch Hotkeys without Fn Keypress.
  7. Clear that option.
  8. Save and exit BIOS, normally by pressing F10.

Clearing this option means the printed hotkey actions no longer work by themselves. You must use Fn + the relevant function key.

Method 3: Try Fn + Left Shift on supported HP models

Selected HP business notebooks provide a hardware shortcut instead of requiring a BIOS change. HP documents Fn + Left Shift for certain:

Press and hold Fn, then press the Left Shift key. On supported models, the Fn-lock indicator lights up. HP uses that light to indicate that the printed action keys require the Fn key.

Test the result by pressing an F-key that has a visible action symbol. If the printed action does not run until you press Fn as well, Fn mode is enabled and the action-key shortcut has been disabled.

This shortcut is not universal. If nothing happens, your HP laptop may not support it; do not assume that Fn + Esc will work instead. HP’s documented shortcut for the selected models is Fn + Left Shift.

Method 4: Find Fn Key switch on older HP business notebooks

Some earlier HP G1 business notebooks use a different BIOS label. The menu path is:

Startup Menu → F10 BIOS Setup → Advanced → Device Configuration → Fn Key switch

Select Enable or Disable, then press F10 to save and restart. The exact meaning of Enable and Disable can depend on the wording shown in that BIOS. If your goal is for standard F1–F12 functions to work without Fn, choose the option that disables the hotkey/action-key behavior.

If F10 does not open the BIOS

Timing is the most common problem. The key must be pressed immediately after powering on, before Windows begins loading.

  1. Shut the laptop down completely.
  2. Press the power button.
  3. Immediately tap F10 repeatedly rather than holding it continuously.
  4. If that fails on a business model, restart and tap Esc repeatedly first. At the Startup Menu, press F10.

If the laptop treats the top row as action keys during startup, try pressing Fn + F10, although the exact startup-key behavior varies by model. You can also connect a basic USB keyboard if the built-in keyboard is not registering early startup input.

If Action Keys Mode is missing

Windows 11 does not determine the available Fn-lock controls. The laptop’s model and BIOS firmware do. Your computer may use one of these alternatives:

  • Action Keys Mode under System Configuration
  • Launch Hotkeys without Fn Keypress under Advanced → System Options
  • Fn Key switch under Advanced → Device Configuration
  • A hardware shortcut such as Fn + Left Shift
  • No user-changeable Fn setting

Do not change unrelated BIOS settings while searching. If none of these options appears, look up the exact HP product number on HP’s support site and check its maintenance or BIOS documentation. “HP Windows 11 laptop” is not specific enough to identify one BIOS layout.

How to check whether the change worked

  1. Open an application where function keys have a known purpose, such as a web browser.
  2. Press F5 by itself. In many browsers this refreshes the page, although applications can assign different actions.
  3. Press a key with a printed action symbol, such as the volume or brightness key.
  4. Hold Fn and press that same key.

With Action Keys Mode disabled, the ordinary F-key should work without Fn, while the printed action should require Fn. Results can differ between programs because applications decide what individual F-keys do. A key may appear not to work simply because the active application has not assigned it a function.

Can Windows software or a command turn off HP Fn Lock?

Not generally. HP describes the Fn key as hardware-controlled, so software remapping tools cannot change the underlying Fn-lock mode. HP also does not provide a Windows command or Command Prompt syntax for changing this setting. Use the BIOS option or the model-specific keyboard shortcut instead.

There is also no universal Settings → Keyboard page in Windows 11 for HP Fn Lock. Keyboard utilities may change individual shortcuts, but they do not replace the firmware-level control.

Is there an Fn Lock setting in Windows 11 Settings?

HP does not document a universal Windows 11 Settings switch for Fn Lock. On most supported HP laptops, change Action Keys Mode or a similar option in BIOS.

Which Action Keys Mode setting turns off Fn Lock?

Select Disabled if you want F1–F12 to work normally without Fn and the printed brightness, volume, or other actions to require Fn. Enabled does the opposite.

Does Fn + Esc turn off Fn Lock on HP laptops?

Not universally. HP documents Fn + Left Shift for selected ProBook and EliteBook generations. The available shortcut depends on the model.

Why does Fn + Left Shift do nothing?

That shortcut is supported only on selected HP business models, including certain ProBook G5 and EliteBook G5 systems. Unsupported laptops will not respond to it.

What should I do if the BIOS has no Action Keys Mode option?

Look for Launch Hotkeys without Fn Keypress or Fn Key switch in another BIOS section. If no equivalent exists, check the exact HP model documentation; some systems do not expose a changeable Fn setting.

Will changing Fn Lock affect Windows or my files?

No. It changes how the keyboard firmware interprets the top-row keys. It does not remove files or alter normal Windows settings.

For most HP Windows 11 laptops, restart the computer, press F10 to enter BIOS, open System Configuration, set Action Keys Mode to Disabled, and save with F10. Some business models instead use Advanced → System Options → Launch Hotkeys without Fn Keypress, the older Fn Key switch option, or Fn + Left Shift. If the setting is absent, use the exact HP model number to identify the supported method.
