A faulty mouse, wireless receiver, touchpad gesture, virtual touchpad, touchscreen, or pointing-device driver can all produce the symptom.
Use the fixes below in order. After each one, test the same window that was scrolling. That makes it easier to identify whether the problem is hardware, another input device, or Windows itself.
1. Disconnect and test the mouse
Start by ruling out the simplest cause: a stuck wheel, damaged cable, dirty sensor, weak battery, or unreliable wireless connection.
- Unplug the USB mouse.
- Wait briefly for Windows to unload the device.
- Reconnect it to a different USB port.
- If it is connected through a USB hub, connect it directly to the computer instead. A hub may not provide adequate power.
- For a wireless USB mouse, remove the receiver, wait about 10 seconds, and reconnect it.
- Check the batteries, cable, wheel, and sensor. Remove dirt or debris that may be blocking the sensor.
Test the mouse on another PC. If it scrolls by itself there too, the mouse probably needs repair or replacement. Some models require their manufacturer’s driver before they work correctly on another computer, so install that driver if necessary before treating the test as conclusive.

If unplugging the mouse stops the scrolling, the mouse or its receiver is the likely cause. If scrolling continues, move on to the computer’s other input devices.
2. Check touchpad gestures and input
A laptop touchpad can generate scrolling even when the external mouse is disconnected. Two-finger movement is the normal touchpad scrolling gesture, while three-finger and four-finger gestures can also be customized.
Windows 11
- Open Start > Settings.
- Select Bluetooth & devices > Touchpad.
- Review the touchpad and gesture settings.
- Inspect the Three-finger gestures and Four-finger gestures sections for custom actions.
Windows 10
Open Start > Settings > Devices > Touchpad. Windows 10 uses Devices, not the Windows 11 Bluetooth & devices menu.
Keep your fingers away from the touchpad while testing. If the laptop has a Precision Touchpad, Windows identifies it on this page with the message “Your PC has a precision touchpad.” Some touchpad gestures work only on Precision Touchpad hardware.
3. Turn off the virtual touchpad
Windows has a virtual touchpad that appears as an on-screen control. It is particularly easy to trigger accidentally on a touchscreen laptop, and it can move the pointer or generate scrolling input.
Windows 11
- Right-click an empty area of the taskbar.
- Select Taskbar settings.
- Under System tray icons, switch Virtual Touchpad to Off.
- If the virtual touchpad window is open, select its Clear button to close it.
Windows 10
- Right-click the taskbar.
- If the virtual touchpad is open, select its Clear button.
- Clear Show touchpad button.
The labels are different between the two versions. On Windows 11, look for Virtual Touchpad; on Windows 10, look for Show touchpad button.

4. Temporarily disable the touchscreen
A defective or overly sensitive touchscreen can send unintended touches that look like autonomous scrolling. Disable it temporarily to determine whether it is involved.
- Right-click Start.
- Select Device Manager.
- Expand Human Interface Devices.
- Right-click HID-compliant touch screen.
- Select Disable device.
- If more than one HID-compliant touch screen entry appears, repeat the operation for each one.
Test scrolling again. If the problem stops, the touchscreen or its driver is implicated. This is a diagnostic step, not a hardware repair. To restore touch input, return to the same Device Manager location and select Enable device.
5. Check Windows mouse-scrolling settings
Review the mouse page after eliminating physical and touch input problems. Do not confuse pointer trails with scrolling: pointer trails only change how the pointer appears on screen.
Windows 11
- Open Start > Settings.
- Select Bluetooth & devices > Mouse.
- Expand or inspect the Scrolling options.
- Open Additional mouse settings if you need the traditional mouse properties window.
The Pointer Options tab contains Display pointer trails. Changing that option will not fix a wheel that keeps scrolling, although you can turn it off if the pointer’s appearance is also distracting.
Windows 10
Open Start > Settings > Ease of Access > Mouse and review the available mouse options. This is the older Windows 10 path; it is not the current Windows 11 location.
Microsoft does not document a universal Windows setting that independently makes a mouse wheel scroll continuously. If these settings look normal, continue with the input-device and driver checks rather than repeatedly changing unrelated pointer options.

6. Install available updates through Windows Update
A Windows update may include a fix for a touchpad, mouse, USB, or input-device driver. Windows Update does not always provide the newest driver, but it is the recommended first update method, especially for touchpads.
- Type check for updates in the taskbar search box.
- Select Check for updates from the results.
- In Windows Update, select Check for updates.
- Install the offered updates.
- Restart the computer if Windows prompts you to do so.
If Windows reports that no driver updates are available, that does not prove the installed driver is working correctly. It only means Windows Update has not found an applicable update through that service.
On Windows 11, the Windows Update troubleshooter is directed through the Get Help app. On Windows 10, the older troubleshooter is available at Start > Settings > Update & Security > Troubleshoot > Additional troubleshooters > Windows Update > Run the troubleshooter.
7. Update or reinstall the pointing-device driver
A corrupt or incompatible driver can make Windows interpret pointing-device input incorrectly. A laptop touchpad may not be listed under a device explicitly named “Touchpad,” so check more than one category.
Update the driver
- Type device manager in the taskbar search box.
- Open Device Manager.
- Look under Human Interface Devices and Mice and other pointing devices.
- Double-click the relevant mouse or touchpad device.
- Open the Driver tab.
- Select Update Driver and follow the prompts.
Reinstall a touchpad driver
If updating does not help, or Windows says that no newer driver exists, reinstall the touchpad device:
- In Device Manager, locate the touchpad under Human Interface Devices or Mice and other pointing devices.
- Open the device menu and choose the uninstall option.
- Restart Windows.
After the restart, Windows detects the hardware again and obtains the latest applicable touchpad driver through Windows Update. Therefore, “no newer driver found” does not mean reinstalling the device is pointless.

Be careful when choosing a device to uninstall. If you are unsure which entry is the touchpad, record its name and hardware category first, and avoid removing unrelated HID devices.
8. Repair Windows system files
If the mouse, touchscreen, touchpad, settings, updates, and drivers all check out, repair the Windows component store and system files. Run DISM first, then System File Checker.

- Select Run as administrator.
- Approve the User Account Control prompt.
- Run this command:
DISM.exe /Online /Cleanup-image /Restorehealth
Wait for DISM to finish. Then run:
sfc /scannow
Allow SFC to reach 100 percent before closing the window. The space in sfc /scannow is required; sfc/scannow, often copied from unofficial instructions, is not the syntax shown in Microsoft’s current instructions.
Restart Windows when both commands finish and test scrolling again. If the problem remains after system-file repair and occurs with multiple mice or input devices, hardware service may be the next practical step.
Windows 10 support note
Windows 10 support ended on October 14, 2025. The operating system continues to run, but Microsoft no longer provides free Windows Update software updates, technical assistance, or security fixes for it after that date. The troubleshooting paths above still distinguish Windows 10 and Windows 11 where their menus differ, but an unsupported Windows 10 installation may not receive new driver or system fixes.

Why is my Windows screen scrolling by itself?
The most likely causes are a malfunctioning mouse wheel, wireless receiver, touchpad gesture, virtual touchpad, touchscreen input, or a damaged or incompatible pointing-device driver. Windows does not have one universal setting that causes continuous mouse-wheel scrolling.

How do I find out whether the mouse or laptop is causing the scrolling?
Disconnect the USB mouse or wireless receiver and test the computer’s touchpad. If the scrolling stops, inspect or replace the mouse. If it continues, check the touchpad, virtual touchpad, touchscreen, and their drivers.
Can I disable the touchscreen to stop Windows scrolling?
Yes. Open Device Manager, expand Human Interface Devices, right-click each HID-compliant touch screen entry, and select Disable device. Re-enable it from the same menu after testing.
Why can’t I find a device called Touchpad in Device Manager?

The Bottom Line
First disconnect the mouse and test the hardware on another PC. If the symptom remains, check the touchpad and gestures, turn off the virtual touchpad, and temporarily disable the touchscreen. Then install Windows updates, update or reinstall the pointing-device driver, and run DISM followed by sfc /scannow. If the behavior follows the mouse to another computer, replace the mouse; if it follows the laptop after these repairs, the touchpad or touchscreen may need hardware service.
