Outlook Safe Mode is a diagnostic mode, not a permanent repair. Classic Outlook starts with add-ins disabled when launched with outlook.exe /safe. If it works in Safe Mode but not normally, an add-in is the first thing to investigate. If it still fails, the Outlook profile, navigation settings, local data file, Office installation, or Windows configuration may be involved.
These steps apply to classic Outlook for Windows. New Outlook for Windows does not use the same Safe Mode switches or classic Outlook troubleshooters.
First, confirm that Outlook is actually being forced into Safe Mode
Before changing Outlook settings, check whether a shortcut or command is launching it with the /safe switch.
- Press Windows key + R.
- Type
outlook.exe /safeand select OK. - If Choose Profiles appears, select the usual profile and choose OK.
If Outlook opens in Safe Mode only when you use a particular desktop or taskbar shortcut, right-click that shortcut and choose Properties. On the Shortcut tab, inspect the Target field. A target ending in /safe is deliberately forcing Safe Mode. Remove that switch, or launch Outlook from the Start menu instead.

You can also test a normal launch from Run by entering:
OutlookIf Windows says it cannot find outlook.exe, the executable may not be on the expected path. Microsoft recommends using the full path to Outlook when necessary because the installation folder varies between Office versions and installation types. See Microsoft’s Safe Mode instructions.
1. Disable COM add-ins and identify the failing one
If Outlook opens reliably in Safe Mode, add-ins are the most likely cause. Safe Mode prevents them from loading, so an unstable or outdated add-in can explain the difference between a successful Safe Mode launch and a failed normal launch.

- Open Outlook in Safe Mode.
- Go to File > Options > Add-ins.
- At the bottom of the window, set Manage to COM Add-ins.
- Select Go.
- Take a screenshot or write down the selected add-ins.
- Clear every selected check box and select OK.
- Choose File > Exit, then start Outlook normally.
If normal startup now works, return to the same COM Add-ins dialog and enable one add-in at a time. Restart Outlook after each change. The add-in enabled immediately before the next startup failure is the main suspect. More than one add-in can also be involved.
To disable an add-in, clear its check box. Do not select it and choose Remove; Microsoft warns that Remove can delete the add-in when you have the required administrative permissions. An outdated ABBYY FineReader add-in is one example Microsoft specifically identifies as a possible cause of Outlook startup problems.
2. Create a new Outlook profile
An Outlook profile stores account information, data-file associations, and settings. A damaged profile can stop normal startup even though Outlook itself is installed correctly.
To open the profile picker:
- Close Outlook.
- Hold Shift while starting Outlook, or press Windows key + R and run:
Outlook.exe /profiles- In the profile picker, select Options > New.
- Enter a name for the new profile and select OK.
- Add the email account when prompted.
- Close and restart Outlook, select the new profile, and choose OK.
If Outlook starts normally with the new profile, the original profile is probably damaged. You can leave the new profile in use and remove the old one later through the profile-management options.

Do not remove the old profile until you have checked for local-only data. Removing a profile removes its associated offline cached content. Back up any PST files first. Removing a profile does not delete a server-hosted mailbox, but it can remove locally cached material. Microsoft’s instructions for this process are in Create an Outlook profile.
3. Reset the Outlook navigation pane
A corrupted navigation-pane customization can prevent Outlook from starting correctly. This is the pane on the left that contains the folder list and icons for Mail, Calendar, People, and Tasks.
- Close Outlook completely.
- Press Windows key + R.
- Enter:
Outlook.exe /resetnavpane- Select OK and allow Outlook to start.
The switch removes customizations from the navigation pane. It does not repair the mailbox or delete your messages. These customizations are local to each computer, so run the command on every computer where the problem occurs.
4. Repair the Outlook data file or rebuild the OST cache
Outlook may fail with messages such as “Cannot open the Outlook window,” “Cannot open the set of folders,” or “The data file may be damaged.” Those symptoms can point to a damaged local PST or OST file.

Exit Outlook before using Microsoft’s Inbox Repair Tool, SCANPST.EXE. In Outlook, you can locate configured data files through File > Account Settings > Account Settings > Data Files.
For many Outlook 2019 and Outlook 2016 installations, SCANPST is located here:
C:Program Files (x86)Microsoft OfficerootOffice16SCANPST.EXE- Close Outlook.
- Open
SCANPST.EXE. - Select Browse and choose the PST file.
- Select Start.
- If errors are reported, select Repair.
Back up the PST before repairing it. Microsoft notes that SCANPST may need to be run more than once and cannot recover permanently deleted items or data that is unrecoverably corrupted.

Rebuild an Exchange OST
For an Exchange account, the OST is an offline copy of the server mailbox. If that cache is damaged, close Outlook and delete or rename the OST file; Outlook will recreate it the next time it opens. This affects the local cache, not the mailbox stored on the Exchange server.
Do not treat SCANPST as an Exchange mailbox repair tool. It analyzes local Outlook data files; it does not connect to or repair data stored in the Exchange mailbox.
5. Repair Microsoft 365 or Office
If Outlook’s program files are damaged, use the built-in Office repair process. The available screens depend on your Windows version and whether Office uses Click-to-Run or MSI installation.
Windows 11
- Right-click Start and select Installed apps.
- Find Microsoft 365 or your Office product.
- Select the ellipsis (…) beside it.
- Choose Modify.
Windows 10
Open Apps and Features, select the Microsoft 365 or Office product, and choose Modify.
For a Click-to-Run installation, choose Online Repair > Repair for the most complete repair. Quick Repair is faster and replaces detected damaged files, but Online Repair is the option intended to make sure the installation is fully fixed.
For an MSI-based installation, choose Repair under Change your installation, then select Continue. Repairing one Office application generally repairs the Office suite; a standalone application is repaired separately.
6. Install Office and Windows updates
An Outlook startup problem can be caused by an Office build that has already been corrected in a later update. If another Microsoft 365 app opens, use Word or Excel to update Office:

- Open a new document in Word or another Office app.
- Go to File > Account. In classic Outlook, use File > Office Account.
- Under Product Information, select Update Options > Update Now.
If Update Now is missing, select Enable Updates first. If there is no Update Options button and you only see About, the installation may use a volume license or updates may be controlled by Group Policy. In that situation, use Microsoft Update or contact your organization’s help desk.
If no Office application opens, repair Office instead of relying on an in-app update. Also install pending Windows updates through Settings > Windows Update, then restart the computer.

7. Run the current Outlook troubleshooter in Get Help
Microsoft has moved away from the older Microsoft Support and Recovery Assistant, commonly called SaRA. Microsoft’s current documentation says SaRA has been replaced by troubleshooters integrated into the Windows Get Help app.
Microsoft 365 business users can start the classic Outlook startup troubleshooter from Microsoft’s Outlook startup support page. Select Start. If Windows displays “This site is trying to open Get Help,” select Open, then follow the prompts.
The troubleshooter must run on the same Windows PC where classic Outlook is installed and requires Windows 10 or later. Get Help includes both classic Outlook and Microsoft 365 troubleshooters, but the classic Outlook tools do not apply to new Outlook for Windows.
This is also a useful step when an administrator manages Office settings or when the failure involves configuration that is difficult to inspect manually.

The word “Outlook” now refers to more than one Windows application. The commands in this guide—including /safe, /profiles, and /resetnavpane—are for classic Outlook for Windows.

If you are unsure, check the app’s interface and Start-menu entry. New Outlook has a different layout and account-management experience from the desktop classic client. Do not keep applying classic Outlook commands if the application is new Outlook; the command may fail simply because the executable and settings model are different.

FAQ
Is Outlook Safe Mode itself a permanent fix?
No. Safe Mode is a diagnostic state that disables add-ins. If Outlook works there, identify and disable the add-in causing the normal startup failure, then restart Outlook normally.
Will deleting an Outlook profile delete my mailbox?
Removing a profile does not delete a server-hosted mailbox, but it does remove associated offline cached content. Back up PST files and other local-only data before removing the profile.
Can SCANPST repair an Exchange mailbox?
No. SCANPST repairs local PST or OST files. It does not analyze or repair data stored in the Exchange mailbox on the server.
Why does Outlook keep opening in Safe Mode from one shortcut?
The shortcut may include the /safe command-line switch. Open the shortcut’s Properties and inspect the Target field, or start Outlook from the Start menu to test a normal launch.
Should I remove an Outlook add-in to disable it?
No. In File > Options > Add-ins, clear the add-in’s check box. The Remove option can delete the add-in when administrative permissions are available.
Is Microsoft SaRA still the current Outlook troubleshooter?

Start by checking for a shortcut that includes /safe. If Outlook only works in Safe Mode, disable every COM add-in and test them individually. If that does not solve it, test a new profile, reset the navigation pane, repair the relevant PST or OST, and then repair or update Office. Use Get Help for the current Microsoft troubleshooting workflow, and make sure the instructions match classic Outlook rather than new Outlook for Windows.
