Office LTSC 2024 can be installed on a Windows 11 computer with no Internet connection, but the installation files must be prepared elsewhere first. The supported method uses Microsoft’s Office Deployment Tool (ODT) and a configuration XML file—not the retail Microsoft 365 installer and not the old MSI installer.
This process installs the software offline. Licensing is a separate step: direct MAK activation needs Internet access, while a completely isolated machine requires MAK proxy activation through VAMT, KMS, or Active Directory-based activation where applicable.
What you need before starting
- A volume license for Office LTSC 2024. This is not a retail or Microsoft 365 subscription installer.
- An Internet-connected Windows computer to download the ODT and Office payload.
- A USB drive or internal file share large enough for the complete Office source.
- Local administrator access on the offline Windows 11 computer.
- Your organization’s volume activation method: MAK, KMS, or Active Directory-based activation.
Office LTSC 2024 supports Windows 11 and Windows 11 LTSC 2024, as well as several supported Windows 10 LTSC and Windows Server releases. Its minimum requirements are a 1.1 GHz dual-core processor, 4 GB of RAM, 4 GB of available disk space, and a 1280 × 768 display. Microsoft requires 64-bit Office for displays running at 4K resolution or higher.
Office LTSC 2024 receives five years of Mainstream Support and no Extended Support. It receives cumulative security and quality updates, but no new feature updates after release.

Important licensing and product differences
Use the volume-license product that your organization purchased. Common product IDs include:

Office LTSC Professional Plus 2024 includes Access, Excel, OneNote, Outlook, PowerPoint, and Word. Skype for Business is optional. Teams must be downloaded separately, and Publisher is not included. Microsoft says Publisher will no longer be supported after October 2026. Excel’s Publish to Power BI feature was also removed from LTSC 2024.
All Office products on the computer must use the same architecture. A 32-bit Office product cannot coexist with a 64-bit Office product, so choose 32 or 64 before building the source.

- On an Internet-connected computer, download the latest Office Deployment Tool from Microsoft’s Download Center.
- Run
officedeploymenttool.exe. - Choose an empty folder in which to extract the files.
The extracted folder contains setup.exe and a sample XML configuration file. Keep these files together. The ODT uses setup.exe for both downloading and installing Office LTSC 2024.
2. Create the configuration XML
Create a file named configuration.xml in the same folder as setup.exe. You can create it with Notepad or generate it with Microsoft’s Office Customization Tool.
For example, this configuration downloads and installs 64-bit Office LTSC Professional Plus 2024 in English from a local source folder and supplies a MAK:

Omitting applications
By default, the selected product installs all applications included with that product. To omit an application, add an ExcludeApp element inside the Product element. For example:

3. Download the Office files while online
- Open Command Prompt as administrator.
- Change to the folder containing
setup.exeandconfiguration.xml. For example:cd C:ODT - Run the download command:
setup.exe /download configuration.xml
The ODT creates an Office folder containing a Data subfolder and a version-numbered payload folder. Depending on the configuration and download location, the source may resemble:
C:OfficeSourceOfficeDataWait for the command to finish and verify that the payload is present. Do not copy only setup.exe; the offline computer needs the complete downloaded source.

Copy the complete ODT folder to a USB drive or an internal file share. Include:
setup.execonfiguration.xml- The downloaded
Officefolder - The
Datafolder and its version-numbered payload
The SourcePath in the XML must point to the location containing the Office source on the offline computer. For example, if you copy the source to D:ODT, use a path that resolves to the downloaded source, such as:
SourcePath="D:ODT"If the source is on an internal share, Microsoft’s documented format is a UNC path:
SourcePath="\ServerShare"If SourcePath is missing, incorrect, inaccessible, or does not contain the expected payload, ODT may try to download Office from the CDN. That is the most common reason an apparently offline installation attempts to access the Internet.

5. Install Office LTSC 2024 offline
- On the Windows 11 machine, connect the USB drive or make sure the internal share is accessible.
- Open Command Prompt as administrator.
- Change to the copied ODT folder. For example:
D: cd ODT - Run the configuration command:
setup.exe /configure configuration.xml
The Click-to-Run installer reads the already-downloaded files and installs Office without needing Internet access. With Display Level="None", the installation runs silently. With AcceptEULA="TRUE", the installer accepts the license agreement specified in the XML.

Office installs on the system drive, normally C:. The Office LTSC 2024 installation location cannot be changed to another drive.
Removing earlier Office installations
Microsoft recommends uninstalling previous Office versions before deploying LTSC 2024.
<RemoveMSI /> removes older MSI-based Office, Visio, and Project installations, including Office 2016 and earlier. It does not remove Office 2019, because Office 2019 uses Click-to-Run.

Activation on an isolated machine
MAK activation
Adding a MAK to PIDKEY only supplies the key to the deployment. It does not make activation offline. Ordinary direct MAK activation requires Internet connectivity.
For a restricted network, Microsoft documents MAK proxy activation with the Volume Activation Management Tool (VAMT). The offline computer generates an activation request, and a separate Internet-connected computer processes the request and returns the confirmation data. Each successful MAK activation consumes one activation count. Hardware changes may require reactivation.
In the Office Customization Tool, the current route for adding a MAK is:
Licensing and activation
> Product key
> select MAK next to the volume license product
> enter the product key
> ExportKMS activation
KMS does not require the client to reach the public Internet, but the Windows 11 computer must be able to reach the organization’s KMS host. KMS clients normally find that host through DNS SRV records. If DNS discovery is unavailable, configure the host manually. The default KMS port is 1688.

KMS activation does not start until the KMS host has received at least five activation requests. The first four requests do not activate clients. Once activated, a KMS client remains licensed for 180 days and normally attempts renewal every seven days. A permanently disconnected computer therefore cannot remain KMS-activated indefinitely unless it can periodically reach the KMS infrastructure.
Active Directory-based activation
Active Directory-based activation is another option for domain-joined computers. It requires an activation object stored in Active Directory Domain Services and network access to the organization’s domain infrastructure.

Office LTSC 2024 still needs security and quality updates even though it does not receive feature updates. Updates are normally released on the second Tuesday of each month.

WSUS or Microsoft Update alone does not update this Click-to-Run product. For an isolated network, use an Internet-connected computer to download the current Office build from Microsoft’s CDN and place it in an internal shared folder. Configure that location as the update source with UpdatePath in the XML or through Group Policy.
The Group Policy path is:

> Administrative Templates
> Microsoft Office 2016 (Machine)
> UpdatesUse the Update path policy to specify the internal source. The policy template retains “Microsoft Office 2016 (Machine)” because LTSC 2024 continues to use the Office 16.0 policy structure.
Refreshing the shared source downloads a complete updated copy of Office, not a small standalone MSI-style patch. Plan for the storage and transfer time required for those full source updates.
On the client, you can manually trigger a check with:
File
> Account
> Update Options
> Update NowOn an offline machine this checks the configured internal update location; it cannot retrieve anything from Microsoft’s CDN without connectivity. Regular checks use the scheduled task named Office Automatic Updates 2.0.

Common problems and fixes

| The installer tries to use the Internet | SourcePath is missing, wrong, inaccessible, or does not contain the OfficeData payload. Correct the path and copy the complete source. |
| Office refuses to install beside existing Office | There is an architecture conflict or an incompatible Click-to-Run product. All Office products must be 32-bit or all 64-bit. Remove incompatible products first. |
| Office 2019 remains installed | RemoveMSI only handles MSI installations. Use the ODT Remove element for Click-to-Run Office 2019. |
| The product ID is rejected | Use a volume ID such as ProPlus2024Volume or Standard2024Volume, not a retail-style product ID. |
| Project or Visio cannot coexist with Office | Check that every installed product uses a compatible channel and the same 32-bit or 64-bit architecture. |
| MAK activation fails offline | This is expected for ordinary direct MAK activation. Use MAK proxy activation with VAMT or provide a permitted activation connection. |
| KMS clients do not activate | Confirm DNS or the manually configured KMS host, TCP port 1688, and that the KMS host has received at least five requests. |
| Teams or Publisher is missing | Teams is a separate download and Publisher is not included in LTSC 2024. Skype for Business must be selected explicitly. |
Final verification
- Open Word or another installed Office application.
- Go to File > Account.
- Confirm that the displayed product is the expected Office LTSC 2024 volume edition.
- Check activation status under the product information area.
- Confirm that the Office source and update path are reachable from the offline network.
- Test any required add-ins, macros, ActiveX-dependent workflows, Project, Visio, or language packs.
ActiveX controls are disabled by default in Office LTSC 2024. If an approved business workflow depends on them, administrators must re-enable them through the organization’s security policy rather than treating their absence as an installation failure.

Can I install Office LTSC 2024 directly from a USB drive with no Internet?
Yes. Download the Office payload with the Office Deployment Tool on an Internet-connected computer, copy the complete ODT folder and Office source to USB, then run setup.exe /configure configuration.xml as administrator on the offline Windows 11 computer.
Does Office LTSC 2024 use MSI?
No. Office LTSC 2024 uses Click-to-Run and the Office Deployment Tool. The old MSI-based installation method is not used for LTSC 2024.
