Windows 11 lets you create custom keyboard shortcuts, but the right method depends on what you want the shortcut to do. For a simple app or file launcher, Windows can assign a hotkey to a shortcut file. For system-wide remapping, text insertion, app-specific actions, URI launching, or multi-key shortcuts, Microsoft PowerToys Keyboard Manager is the more capable option.

There is no general Settings > Keyboard > Custom shortcuts page in Windows 11. Instead, use one of the two methods below.

Method 1: Assign a hotkey to a Windows shortcut

Windows has a built-in Shortcut key field for shortcut files. This method is useful when the action is essentially “launch this target,” such as an application, folder, document, script, or command.

Step 1: Create a shortcut file

For an installed application:

  1. Open Start.
  2. Select All to view the full app list.
  3. Find the application.
  4. Drag the application from the Start menu to the desktop.

Windows creates a desktop shortcut. You can also create shortcuts for files and folders from File Explorer:

  1. Open File Explorer.
  2. Right-click the file or folder.
  3. Select Show more options.
  4. Select Send to > Desktop (create shortcut).

Depending on the item, you may instead see Create shortcut in the classic context menu.

Step 2: Assign the keyboard shortcut

  1. Right-click the shortcut.
  2. Select Properties.
  3. Open the Shortcut tab.
  4. Click inside the Shortcut key field.
  5. Press the key combination you want to use.
  6. Select Apply, then OK.

When you press a normal character key, Windows automatically supplies Ctrl + Alt. For example, pressing C in the field produces Ctrl + Alt + C. Function keys can be assigned on their own, such as F12.

A valid shortcut needs an action key in addition to modifier keys. Examples include Ctrl + Alt + C, Ctrl + Alt + N, and F12.

This hotkey launches the item represented by that particular .lnk file. It is not a general-purpose command picker, and it does not provide PowerToys features such as app-specific mappings or text insertion.

Store the shortcut where Windows can find it

Desktop shortcuts normally work well. For a more reliable global shortcut, you can place the .lnk file in your Start menu Programs folder:

%APPDATA%\Microsoft\Windows\Start Menu\Programs

To open the current user’s Programs folder, press Win + R, enter shell:programs, and press Enter. For every user account on the PC, the corresponding folder is:

%ProgramData%\Microsoft\Windows\Start Menu\Programs

If the hotkey does not work when the shortcut is stored in an arbitrary folder, move the shortcut to the desktop or one of these Programs folders and test it again. Also check whether another application already owns the key combination.

What this built-in method cannot do

  • It is designed for .lnk shortcut files rather than arbitrary Windows actions.
  • Normal character keys automatically receive the Ctrl + Alt modifiers.
  • Another program or Windows feature may already claim the combination.
  • Keyboard layouts and input languages can affect the result.
  • It cannot create conditional, app-specific, text-insertion, URI, or chord mappings.

Method 2: Create custom shortcuts with PowerToys

Microsoft PowerToys Keyboard Manager is the better choice when you need to intercept an existing key combination or define what the shortcut sends. It can map keys and shortcuts to other keys, shortcuts, text, applications, URIs, or the Disable action.

Install PowerToys

PowerToys supports Windows 11 and Windows 10 version 2004, build 19041, or later, on x64 and ARM64 systems. You can install it through the Microsoft Store, GitHub, or WinGet. The latest release listed in the dossier’s research, checked August 7, 2026, is 0.100.2; check the PowerToys releases page for newer versions.

In PowerShell or Windows Terminal, the current WinGet command is:

winget install Microsoft.PowerToys -s winget

For a machine-wide installation, use:

winget install –scope machine Microsoft.PowerToys -s winget

You can also specify the package ID explicitly:

winget install –id Microsoft.PowerToys –source winget

Open Keyboard Manager

  1. Open PowerToys Settings.
  2. Select Keyboard Manager in the sidebar.
  3. Make sure Keyboard Manager is enabled.
  4. Select Remap a shortcut.

Recent PowerToys installations use the redesigned WinUI 3 editor by default. The labels may look slightly different between releases, but the mapping process is substantially the same.

Create a shortcut remapping

  1. Select Add shortcut remapping.
  2. In the Select column, choose the physical key combination you want PowerToys to intercept.
  3. In the To send column, choose what Windows should receive or launch.
  4. Optionally enter a Target app.
  5. Select OK or the save control shown by the editor.

If you leave Target app blank, the mapping applies globally. If you specify an application, it applies only while that application is active.

Actions available in PowerToys

The destination for a mapping can be:

  • Another key
  • Another shortcut
  • A text sequence
  • A single key
  • Disable, which prevents the original key or shortcut from doing anything
  • Start App
  • An openable URI, such as a web address

For example, you could map an awkward keyboard combination to a frequently used phrase, send a different shortcut to a particular application, or use a rarely pressed function key to open a project folder.

Launch an application with arguments or elevation

When you choose Start App, PowerToys provides options that the basic shortcut-file method does not. Depending on the current editor, these include:

  • App: the executable path
  • Args: command-line arguments
  • Start in: the working directory
  • Elevation: Normal, Elevated, or Different User
  • If running: options such as Show Window, Start another instance, Do nothing, Close, or End task
  • Visibility: whether the application window is visible

This makes PowerToys useful for shortcuts that need to open a particular app configuration, start a second instance, or run an application with a specific elevation setting.

Create app-specific shortcuts

PowerToys identifies an application by its process name, not necessarily the name shown in the Start menu or window title. Common process names include:

Application Process name
Microsoft Edge msedge.exe
Google Chrome chrome.exe
File Explorer explorer.exe
Microsoft Word winword.exe
Microsoft Excel excel.exe
Outlook outlook.exe
Teams ms-teams.exe

To identify a running process, open PowerShell and run Get-Process. Alternatively, run tasklist in Command Prompt or PowerShell. tasklist normally displays the .exe suffix. Get-Process usually shows the process name without it, so enter the form expected by the PowerToys field.

Use shortcut chords

A chord is a shortcut with two non-modifier keys pressed in sequence after the modifier portion. For example, Ctrl + Shift + V, U or Ctrl + Shift + V, D.

To create one, open the shortcut editor and enable Allow chords. Chords can be useful when you need several related commands without reserving a large number of ordinary combinations.

PowerToys shortcut rules include the following:

  • The shortcut must begin with a modifier: Ctrl, Shift, Alt, or Win.
  • It must end with a non-modifier action key.
  • It can contain up to four keys, or five when using a chord.

PowerToys can also map a shortcut to one key. When this is configured, Exact Match controls whether extra keys held at the same time prevent the mapping from triggering.

Important limitations and troubleshooting

PowerToys must keep running

Keyboard Manager is not a permanent Windows service. Remappings work only while PowerToys is running and Keyboard Manager is enabled. Closing PowerToys stops the remappings. You do not normally need to restart Windows after saving a mapping; it should take effect when you select the editor’s save or OK control.

Elevated apps may ignore a mapping

If the target application is running as administrator while PowerToys is running normally, Keyboard Manager may not be able to intercept its keystrokes. Run PowerToys as administrator when you need a remapping to work inside an elevated application.

Keyboard Manager does not operate on the Windows sign-in screen, password screens, or authentication prompts such as the secure screen used for Run as administrator.

Some shortcuts are reserved

PowerToys cannot replace Win + L or Ctrl + Alt + Delete.

The Fn key is also generally unavailable because it is handled by keyboard firmware rather than Windows. Ordinary function keys, including F1 through F12, can be remapped.

Win + G may continue to open Xbox Game Bar even after you assign it to another action. If that conflicts with your mapping, disable Game Bar in Windows Settings.

Games and low-level keyboard tools can interfere

Keyboard Manager uses keyboard hooks. Some games and low-level keyboard utilities use incompatible input methods or access the keyboard directly, which can cause remappings to fail. Microsoft also warns that Keyboard Manager can affect game performance, so it is best to disable or avoid it while gaming.

Be careful with AltGr and modifier keys

On many international layouts, AltGr behaves like Left Ctrl + Right Alt. Remapping AltGr or a Ctrl + Alt combination can therefore interfere with entering accented or special characters.

Remapping Win, Ctrl, Alt, or Shift can also affect other Windows shortcuts, gestures, and combinations that depend on those modifiers.

Keyboard layouts affect the resulting character

PowerToys remaps physical key behavior consistently when you change input languages. However, Windows still interprets the resulting physical key according to the active keyboard layout. The same remapped key may therefore produce different characters in different layouts.

Dedicated Office and Copilot keys may send combinations

Some special keys do not send a unique key code. Microsoft gives these examples:

  • Office key: Win + Ctrl + Alt + Shift
  • Copilot key: Win + C or Left Shift + Win + F23

Treat these as shortcut combinations when configuring them in Keyboard Manager.

Watch for orphaned keys

If you map a key without preserving its original function, PowerToys can report an orphaned key. For instance, mapping A to B removes the normal way to type A unless another mapping sends a key to A. Review warnings before saving broad remappings.

Do not confuse built-in Windows shortcuts with custom shortcuts

Windows already reserves many combinations. For example:

  • Win + 1 through Win + 9 launch or switch to apps pinned in the corresponding taskbar positions.
  • Win + Ctrl + D creates a new virtual desktop.
  • Win + Ctrl + Left Arrow and Win + Ctrl + Right Arrow switch between virtual desktops.

These are fixed Windows shortcuts, not entries you create through a custom-shortcuts settings page. PowerToys may be able to intercept or remap some of them, subject to reserved-key and application restrictions.

Also note that Win + C no longer has one universal meaning. On current Windows 11 installations, it opens Microsoft Copilot or Microsoft 365 Copilot when available. If Copilot is unavailable or disabled, it opens or closes Windows Search. You can change the Copilot-key behavior at Settings > Personalization > Text input > Customize Copilot key on keyboard.

A practical setup example

Suppose you want Ctrl + Shift + E to open File Explorer only when you are working in a particular application.

  1. Open PowerToys Settings > Keyboard Manager.
  2. Select Remap a shortcut, then Add shortcut remapping.
  3. Set the physical shortcut in the Select column to Ctrl + Shift + E.
  4. Choose Start App in the destination column.
  5. Set the app path to File Explorer, commonly C:\Windows\explorer.exe.
  6. Enter the target process name in Target app, such as winword.exe for Microsoft Word.
  7. Save the mapping and test it while Word is active.

To make the same shortcut work everywhere, leave Target app blank. For a simple app launch without app-specific behavior, a desktop shortcut with Ctrl + Alt plus a character may be quicker.

Best practices for reliable shortcuts

  • Prefer combinations that are not already used by Windows or your main applications.
  • Use the built-in shortcut-file method for simple launchers and PowerToys for remapping.
  • Keep a record of custom mappings so you can restore a key’s original behavior later.
  • Test shortcuts with each keyboard layout and input language you regularly use.
  • Avoid remapping Ctrl + Alt combinations if you rely on AltGr.
  • Do not use complex remappings in games without testing performance and compatibility.
  • Run PowerToys elevated only when an elevated target requires it.

FAQ

Can I create custom keyboard shortcuts in Windows 11 without installing an app?

Yes, for launching an app, file, folder, or command. Create a Windows shortcut file, open its Properties > Shortcut tab, and assign a key in the Shortcut key field. For general key remapping and advanced actions, use Microsoft PowerToys Keyboard Manager.

Why does Windows add Ctrl + Alt to my shortcut?

The built-in shortcut-file field automatically adds Ctrl + Alt when you press a normal character key. Function keys can be assigned without that automatic combination.

Why is my Windows shortcut not working?

Check that the shortcut file still exists, its assigned combination is not already claimed, and the file is stored on the desktop or in a Start menu Programs folder. With PowerToys, verify that PowerToys and Keyboard Manager are running, and check whether the target app is elevated.

Can PowerToys create a shortcut that works only in one app?

Yes. Add the desired process name in the Target app field. For example, use winword.exe for Microsoft Word or chrome.exe for Google Chrome.

Can PowerToys remap Win + L or Ctrl + Alt + Delete?

No. Windows reserves Win + L and Ctrl + Alt + Delete, and Keyboard Manager cannot replace them.

Do PowerToys shortcuts work on the Windows login screen?

No. Keyboard Manager does not work on the sign-in screen, password screens, or secure authentication prompts.

Can I use the Fn key in a custom shortcut?

Usually not. The Fn key is generally processed by the keyboard’s firmware rather than Windows. Standard function keys such as F1 through F12 can usually be remapped.

Do PowerToys remappings work after restarting Windows?

They work after restarting if PowerToys is configured to start with Windows and Keyboard Manager is enabled. They stop working whenever PowerToys is closed.

The Bottom Line

Use a Windows shortcut file when you simply need a hotkey to launch an app, file, folder, or command. Use PowerToys Keyboard Manager when you need to replace existing shortcuts, disable keys, insert text, launch URIs, run apps with options, create app-specific mappings, or build shortcut chords. Remember that PowerToys must be running, elevated apps may require elevated PowerToys, and reserved shortcuts such as Win + L cannot be replaced.
