You can get a Place ID without an API key if the Google Maps URL already contains one. Check its query parameters for query_place_id, origin_place_id or destination_place_id. If none is present, Google’s documentation does not describe a general key-free way to convert any Maps URL—including a shortened or opaque link—into a Place ID. Use Google’s Place ID finder for a manual lookup, or the Places API for programmatic retrieval.
First, distinguish opening a map from retrieving an ID
A Google Maps URL can open a search, map or directions route without an API key. Google’s documented URL scheme requires api=1; if that parameter is missing, Google says the other URL parameters are ignored and Maps opens in its default state. Google Maps URLs documentation
That key-free link behavior does not make a Maps URL an API response. A URL can contain a Place ID that you can extract, but Google does not document a universal no-key conversion for arbitrary Maps URLs. The right approach depends on whether an ID is already in the link or you need to look one up.
Extract a Place ID that is already in the URL
Use a URL parser and inspect the query parameters rather than searching the entire URL for a character pattern. The relevant parameter depends on the link type:

query_place_id - Directions start:
origin_place_id - Directions destination:
destination_place_id - Directions waypoint: the corresponding waypoint place-ID parameter, if present
For example, a URL containing query=Central%20Park&query_place_id=ChIJ... has a Place ID in the value of query_place_id. Keep the full value exactly as it appears in the parsed parameter. For directions, check the start, destination and any waypoint parameters to identify which place each ID represents. Google’s documented Maps URL parameters are described in its Maps URLs guide.
Do not assume that a long Maps URL, a CID, or a shortened link contains a Place ID in a predictable, documented location. If you cannot find one of the documented parameters, treat the ID as absent rather than interpreting an unrelated token as a Place ID.

If there is no embedded ID, look up the place
For a manual lookup, use Google’s Place ID finder and Place ID documentation. For programmatic retrieval, Google documents Places API Text Search (ID Only); the documented API example uses an API key. A Maps search URL with a place name or address can open likely search results, but it does not guarantee that the URL will return a Place ID.

Build a Maps URL using a known Place ID
Link to a place search
Include both a human-readable query and the ID so the link identifies the intended place precisely:

Replace PLACE_NAME and PLACE_ID with the intended place name and ID, and encode URL values appropriately. Google documents this combination for place-specific searches. Maps URLs guide

Link to directions
For a route, include a readable origin or destination value along with the corresponding Place ID parameter. The ID parameter alone is not sufficient: Google requires the matching textual parameter as well. For example, a destination can be represented with destination=PLACE_NAME&destination_place_id=PLACE_ID. Include api=1 in the Maps URL.
Google documents a maximum Maps URL length of 2,048 characters per request. If your composed URL exceeds that limit, shorten or simplify its parameters. Maps URLs guide

Account for Place ID changes
Place IDs are textual identifiers. They can vary in length, more than one ID can exist for the same place, and an ID may change over time. Google recommends refreshing IDs that are more than 12 months old before relying on them. Google Place ID documentation
For an older ID, use Google’s finder or the documented API lookup route to check the place again. Do not treat a previously extracted ID as permanently stable.
Why a no-key conversion is not guaranteed
The no-key allowance applies to Maps URLs as links that open Google Maps. Google’s published URL documentation explains how to supply Place IDs to searches and directions; its Place ID documentation describes finder and API lookup routes. Neither documents a general offline conversion from every Maps URL, short link or CID to a Place ID. Expanding a short link may reveal its destination, but that alone does not guarantee an embedded Place ID or establish a supported extraction method.
