Turn a long market report into an executive decision brief by stating the decision and recommendation first, then presenting only the findings, qualifications, and next steps needed to act. Draft it after the underlying analysis is stable; the brief should stand on its own while pointing readers to the full report for detail.

Start with the decision, not the report outline

Before writing, specify the choice the executive must make: for example, whether to enter a market, launch a product, change pricing, or fund an initiative. Identify who has authority to decide and what that person needs to know. A brief is not a smaller version of every report section; its purpose is to make one decision and the requested action easy to find.

Write the decision as a direct question. Then identify the available options and the criteria that matter to the choice. For a market-entry decision, those criteria might include addressable demand, competitive position, quality of evidence, investment constraints, and the conditions that would change the recommendation.

Wait until the analysis is stable

Draft the brief after the full report has been written and its findings and conclusions have passed initial review. The European Court of Auditors advises that an executive summary be balanced and reflect the report, emphasizing its main conclusions and recommendations. Writing too early risks presenting a conclusion that later analysis changes or omitting evidence that complicates it.

Once the analysis is stable, check every claim in the brief against the report. Include material contrary findings and uncertainty rather than selecting only evidence that supports the preferred option. Have a colleague unfamiliar with the analysis identify unclear terms and unsupported leaps.

State one actionable recommendation

Put the recommendation near the beginning, in a sentence that says what should happen, in which direction, and within what scope. Name the responsible decision-maker or owner when known. If a comparison makes the choice clearer, state it explicitly—for example, choosing one defined option over another rather than recommending vague “growth.”

NHMRC guidance says a recommendation should identify one main action and provide enough detail for responsible people to carry it out. If the decision depends on a condition, state that condition with the recommendation. For example, distinguish an unconditional market entry from a limited launch contingent on validating a key demand assumption.

Choose only findings that can affect the choice

Include the few findings that determine whether the recommendation makes sense. In a market report, these may include the estimated market size and its assumptions, comparisons with relevant competitors, results from primary research, and the resulting positioning implication. Lead with each finding, not with a description of the research process; retain detailed methods and supporting analysis in the full report or an appendix.

Make market size inspectable

When market sizing is central to the decision, a funnel or nested-circle visual can distinguish total market, addressable market, and the portion the business could realistically obtain. Label the figures and assumptions clearly. The visual should help the reader understand the relationship among estimates, not make uncertain assumptions look precise.

Compare competitors on decision-relevant criteria

If the choice depends on competitive position, use a comparison grid or quadrant when it makes meaningful differences easier to inspect than a prose list. Select criteria relevant to the buyer and the decision, and make the axes or comparison dimensions explicit. Do not imply a complete ranking if the report does not support one.

Show what the evidence can and cannot establish

Give readers enough context to judge the findings: the question studied, the scope, a concise description of the method, and any limitation or gap that could change the recommendation. Explain material methodological effects in plain language—for instance, whether the evidence reflects a particular geography, buyer segment, or time period, if those boundaries matter.

Separate observed findings from assumptions and interpretation. Make uncertainty visible where it affects the decision, and include counterevidence that could reasonably alter the conclusion. Government guidance calls for aims and methods and a clear account of how the method affects conclusions; the UK National Screening Committee checklist also emphasizes findings and evidence gaps.

Make the brief useful without the full report

A senior reader should be able to understand what was examined, what was found, what is recommended, and why without opening the source report. Use plain language, define specialist terms that cannot be avoided, and remove background that does not affect the choice.

At the same time, preserve traceability. Link each material finding to the relevant report page, section, chart, or appendix so a reader can inspect the underlying evidence. Keep those pointers specific enough to be useful. A brief that stands alone should not conceal where its claims came from.

Organize the brief around the decision

There is no required template, but a market decision brief can follow this sequence when each section serves the choice:

  1. Decision required: the specific question and the person or group who must resolve it.
  2. Recommendation: one action, its scope, any important condition, and the responsible owner where known.
  3. Context: only the background necessary to understand why the choice is being considered.
  4. Decision-relevant findings: the strongest evidence, with figures, assumptions, and pointers to report details.
  5. Confidence and limits: a brief method description, material uncertainty, counterevidence, and evidence gaps.
  6. Options and trade-offs: a comparison of genuinely available choices using criteria relevant to the decision.
  7. Next step: the approval or action requested, who should take it, and a review point or deadline if applicable.

Reorder or omit sections when the decision calls for it. The recommendation and evidence should remain easy to locate, and the final request should say who needs to do what. If further evidence could change the recommendation, identify it and explain how it affects the decision.

Choose a length that preserves the reasoning

No universal page count is established. UK Government research publication guidance gives an executive-summary range of 2 to 8 pages depending on report length, covering aims, a brief method description, important findings and conclusions, and recommendations when appropriate. The National Laboratory of the Rockies communication standard offers a different heuristic: up to 5% to 10% of the paper. These are institution-specific examples, not a general rule for every executive brief.

Use the shortest format that still lets the intended reader understand the decision, supporting findings, and qualifications. A chart or grid earns its space when it clarifies a real comparison; it does not replace explaining assumptions or evidence limits.
