There is no universal webmail file-import procedure: the steps depend on the receiving service and the archive format. Microsoft documents a bulk .eml importer in new Outlook for Windows. Gmail’s documented import route is for mail from another account, while Google Workspace’s IMAP import is an administrator tool. First identify your destination service and whether your source is .eml files, a live mailbox, or another archive format.

Choose the import route that matches your source

What you have Relevant route Important distinction
Individual or grouped .eml files Use a destination service that supports local-file import. Microsoft documents this for new Outlook for Windows. Do not assume the same menus or behavior exist in Outlook on the web, classic Outlook, Gmail, or other webmail.
Messages in Windows Mail Export the messages as .eml, then import them into new Outlook. Microsoft says to handle each folder individually and add the destination account first.
Mail still in another account Use that destination provider’s account-to-account migration or POP/IMAP route, if available. This is not the same as uploading local message files.
An IMAP mailbox being moved into a managed Google Workspace account A Google Workspace administrator can use the Data import tool for supported IMAP-based providers. This is an administrator workflow, not a consumer Gmail file-upload feature.

Import .eml files into new Outlook for Windows

Microsoft’s documented bulk importer requires an active internet connection. It imports .eml files directly inside the selected folder; it ignores files stored in subfolders. See Microsoft’s new Outlook bulk import instructions.

  1. In new Outlook for Windows, open Settings > Files > Import.
  2. Select Start import.
  3. Select the folder containing the .eml files.
  4. Choose the destination account and folder.
  5. Select Import, then check the destination folder for the messages.

If the archive is divided into subfolders, import each relevant folder separately, selecting the folder that contains the message files. The documented importer does not descend into subfolders. Microsoft’s instructions here apply to new Outlook for Windows; they do not establish identical steps or behavior in other Outlook versions or webmail services.

Export messages from Windows Mail first

If the messages are still in Windows Mail, Microsoft’s documented route is to save them as .eml files and then import them into new Outlook. Add the destination account to new Outlook before starting. Export and import folders individually, following Microsoft’s Windows Mail export and new Outlook import guidance.

When the mail is in another account, not a file archive

Consumer Gmail

Gmail’s import help covers obtaining mail from another account and troubleshooting issues such as account access, credentials, POP server settings, missing messages, and duplicates. It does not describe uploading a local archive file as the same feature. Gmail says it cannot import a message that is 150 MB or larger, including attachments; that threshold is specific to Gmail’s documented account-import guidance, not a general email-file limit. Google Workspace administrator migration

For an organization-managed Google Workspace account, an administrator can use Google’s Data import tool to copy email from supported IMAP-based providers, including Yahoo, iCloud Mail, GoDaddy, Zoho, and Titan. This requires the administrator workflow described in Google Workspace’s data import documentation; it is not an ordinary user’s local-file upload in Gmail settings.

Yahoo account transfer

Yahoo says its account-transfer feature cannot transfer an entire inbox. Its help points users to forwarding individual messages, setting up forwarding, or backing up email to desktop or mobile mail software. These limitations refer to Yahoo’s described transfer feature, not all email migration methods. See Yahoo’s account-transfer guidance.

Check these details before importing

  • Destination support: Confirm that the receiving service accepts your archive’s format. The sources above do not establish a universal local-file importer.
  • Folder structure: Check whether the tool imports subfolders or requires a separate import for each folder. New Outlook’s bulk importer ignores subfolders.
  • Limits and access: Look for provider-specific message-size limits, POP/IMAP availability, account permissions, administrator access, and any internet-connection requirement.
  • What carries over: Do not assume folders, labels, duplicates, timestamps, or attachments will be preserved exactly. The documented workflows do not provide a universal preservation guarantee.
  • Verification and recovery: Check that messages arrived in the intended account and folder, then keep the original archive until you have confirmed the import is complete.
