Yes. Google Authenticator generates verification codes without an internet connection or mobile service, and Google lists the app as a fallback for people who have no signal. What the phone cannot do alone is finish a sign-in. The code still has to be typed into a sign-in screen on a service that can receive it, so that service must be reachable.
Why the code works without a connection
Google’s Android help page for Authenticator states: “You can still generate codes without an internet connection or mobile service.” The app computes each code on the phone itself, so no live data connection is needed at the moment you generate one. The page describes this as the option to use when there is no internet or mobile service, alongside other one-time-code apps.
That is the whole offline benefit. Google’s wording covers code generation, not the rest of the sign-in process.
What works offline and what does not
- Works offline: generating a verification code in Google Authenticator on the phone, provided the account was already added to the app.
- Needs a connection: the sign-in itself. The website or app asking for the code must be reachable so it can check the code you enter.
- Needs the phone: the codes live on the device that holds Authenticator. Losing or resetting that device is a separate problem, covered below.
In practice, a traveler on a plane or in a low-signal area can open Authenticator, read the current code, and use it once a connection is available on the device signing in. Avoid assuming the whole account or destination site works offline; Google’s statement does not establish that.

How to prepare before you lose signal
Offline codes are only useful if Authenticator was set up correctly while you still had access. Work through these steps before a trip or before entering a low-signal area:
- Turn on 2-Step Verification for your Google Account and choose the app-based option. Google’s setup guide is at Turn on 2-Step Verification.
- Sign in once to a service that uses the code and confirm Authenticator produces a code the service accepts. Do this while you still have a connection, so you know the setup works.
- Confirm the phone’s date and time are correct (see the time section below).
- Generate a set of backup codes and store them somewhere you can reach without the phone. Details are in the backup codes section.
- Check that you have more than one usable second step on the account where appropriate. Google notes that recovery options depend on how the account is set up, so verify what your account actually offers rather than assuming.
Syncing and moving codes to another device
Syncing is optional. Authenticator can run with or without a Google Account, and the two setups behave differently when you change phones.

Signed-in sync across devices
Signing into a Google Account inside Authenticator syncs your codes across devices. Google states that codes are encrypted in transit and at rest in its products. Google’s current help page lists Android 6.0 or later and iOS 4.0 or later as the supported versions for sync. Syncing is a convenience for changing devices; it is not required for offline code generation.

Without a Google Account, codes are stored only on the device. They do not appear on other devices unless you transfer them.

Manual transfer with export and import QR codes
Google documents a manual transfer method that uses export and import QR codes. It requires three things: the old device, the latest version of Authenticator on that old device, and the new device. If the old phone is lost or wiped before you export, this route is closed, so run the transfer while both devices are in hand.
Time settings that cause rejected codes
Time-based codes depend on the phone’s clock. Google’s current help page says the time-correction setting is no longer available in Authenticator version 7.0, and the app now uses the operating system’s time setting. If a code is rejected, check that the device’s date and time are set correctly in the phone’s own settings, not inside Authenticator.

Backup codes and other fallbacks
Each option solves a different problem, so compare them before you rely on one.

Backup codes
Google recommends keeping backup codes for cases such as losing your phone or being unable to get a code from Authenticator, text, or call. Each code works once. Generating a new set makes the previous set inactive, so keep only the newest set. Google says the codes can be printed or downloaded. Keep them private; do not share them with anyone. Security keys and other recovery routes
Google lists security keys among the more secure second steps for Google Accounts. A key is an alternative to Authenticator, not something you need to make Authenticator work offline. Google’s recovery guidance for people who cannot use a phone is at Fix common issues with 2-Step Verification. Which options appear depends on your account setup.
