Off-site data protection means keeping a backup or recovery copy of your data in a location separate from where the working data lives. The point is to stop one incident at the main site, such as a fire, theft, hardware failure or a cyber incident that reaches connected systems, from destroying both the original data and its only copy.

What the term means

“Off-site data protection” is best understood as a practical description rather than a single legal term with one definition across jurisdictions. It describes a backup or recovery copy that is physically or logically separated from the primary data location. The National Institute of Standards and Technology describes backup as an operation in which data on production storage is periodically copied to another set of storage devices, some of which may be offline. In its words: “Backup is an operation wherein data stored in storage devices is accessed by production systems and periodically copied to another set of storage devices (some of which may be offline).” (NIST SP 800-209, final publication dated October 26, 2020.)

The off-site element is the separation. A backup that is copied on a schedule but kept in the same room, on the same network, under the same administrator accounts, is a backup but not an off-site one.

Why a copy beside the original does not protect you

Most data loss that threatens a business or household is local in scope. A fire, flood, theft of equipment or a failed power supply can take out a server and an external drive plugged into it in the same event. Off-site protection addresses that single-point failure.

Cyber incidents raise a second problem. A copy can be technically separate from production and still be reachable by the same compromised credentials, so an attacker or a destructive piece of software can encrypt or delete both. Separation therefore has to cover accounts, network paths and administrative control as well as physical distance. NIST guidance on storage describes separate facilities and geographically distributed alternate storage sites as ways to keep critical information apart, and its control catalogue recognises storage in a separate facility or a fire-rated container as options (NIST SP 800-53, Rev. 5.1 derived OSCAL material). How far apart is far enough depends on the threats you face and the continuity requirements you have set; the sources do not prescribe a distance.

A backup you have not restored is an assumption

An off-site copy only helps if it can be turned back into working systems. The CISA Cyber Essentials Toolkit 5, dated August 18, 2020, recommends on-site and remote backup methods, prioritising which backups matter most, planning the order in which services return, and periodically testing recovery. Its direct instruction is: “Periodically test your ability to recover data from backups.” (CISA Cyber Essentials Toolkit 5.)

A restore test should answer these questions, each of which you can write down and repeat:

  • Which systems and data sets must return first, and in what order do dependent services depend on them?
  • Can a file, a database and a full system image each be restored from the off-site copy, not just from the local copy?
  • How long did the restore take, and does that fit the outage you can tolerate?
  • Can someone other than the person who set up the backup carry out the procedure from written steps?
  • Was the restored data complete and usable, with the expected version or rollback point?

The CISA toolkit treats rollback windows as guidance for a particular planning exercise, not as a universal retention rule. Set your own retention based on how far back you may need to go, such as after an error that is only noticed weeks later.

Protect the off-site copy at least as well as the source

An off-site copy is often weaker than the original because it is moved around, stored in less controlled places or forgotten. NIST storage guidance states that backups should be secured at least as well as the source data. The controls to consider are:

  • Encryption, so a lost or stolen drive or a copied archive does not expose readable data. CISA recommends encryption alongside physical security for backups.
  • Access restriction, limiting who can read, change or delete backup copies, and keeping backup administration separate from routine production administration where you can.
  • Physical security at the off-site location, including locked storage and a controlled chain of custody when media moves.
  • Retention and deletion, so old copies are removed on schedule and do not accumulate indefinitely.
  • Isolation, meaning at least one copy is offline or otherwise cannot be modified by a compromised production system.

Encryption keys need the same care as the data they unlock. A recovery copy that cannot be decrypted during an emergency is not a recovery copy. Store key material separately from the backup and document who can release it.

Implementation options compared

Three common implementation paths exist. They differ in how separation is achieved and in what you must manage yourself. The table below uses only what the cited sources establish; where a source is silent, the cell says so.

Removable media held elsewhere

External USB storage is discussed in NIST guidance as a backup option, and an encrypted external drive can serve as one copy in a rotation where a second copy is kept away from the main site. The method works only when the drive is actually moved to a secured location and returned for backup cycles. A drive kept in a bag next to the computer provides no off-site protection, and buying the device does not establish protection by itself; physical separation, encryption and tested recovery make up the method.

Remote or cloud backup

CISA recognises that online and cloud backup services can help protect against data loss, and it recommends remote backup methods. Before relying on a service, confirm the following in writing:

  • Who holds the encryption keys, and whether you can recover data if the provider account is suspended.
  • Which administrator accounts can delete or alter backups, and whether multi-factor authentication and separate admin roles are enforced.
  • How long copies are retained, how old versions are kept, and how deletion is handled.
  • The documented restore procedure, the expected restore speed for your data volume, and the service’s stated availability.
  • Where the data is stored, which determines the legal regime that applies to it.

Separate facility or alternate storage site

NIST SP 800-53 recognises separate facilities and geographically distributed alternate storage sites for critical information. This route is most relevant to organisations with defined continuity requirements, such as recovery time targets set by contract or regulation. It is not a blanket prescription for every reader, and smaller operations often combine a local copy with a remote one rather than running their own alternate site.

Compliance and legal limits

An off-site backup supports resilience. It does not, by itself, establish compliance with privacy law, sector rules or a customer contract. Broader data protection concerns how personal data is collected, used, retained, accessed and safeguarded. The European Commission’s explanation of GDPR principles describes data protection by design and by default, data minimisation, limited retention, and access limited to what is necessary on a need-to-know basis (European Commission, Principles of the GDPR). Those principles apply to backup copies of personal data just as they apply to production copies, but the page does not determine a specific organisation’s lawful basis, retention schedule, international transfer duties, security measures or breach-notification duties. Those depend on jurisdiction, data type, role, processing and contracts.

Check the revision status of any standard you cite. NIST SP 800-209 was finalised on October 26, 2020, and a revision draft has also been issued, so confirm which version applies before quoting revision-specific wording. NIST SP 800-53 is a control catalogue rather than a checklist, and NIST SP 800-111 is older guidance that remains useful for the general point that backup media needs protection. Neither document is proof of current legal obligations.

Off-site protection is a method, and its value is established only when the copy is separated, protected, and shown to restore. Start by identifying which data would stop your operation if lost, place a copy of it outside the main site and outside the reach of your everyday administrator accounts, and schedule a restore test whose results you record.
