AMD’s announced RDNA 4 cards—the Radeon RX 9070 XT and RX 9070—list maximum boost clocks of up to 3.0 GHz and 2.5 GHz, respectively. AMD’s performance claims are more specific: they distinguish per-compute-unit gains from full-card gaming results.
Where did the 3.5 GHz and double-performance claims come from?
A contemporaneous forum thread reproduces a headline and passage attributed to an ExtremeTech report. The quoted rumor suggested Navi 41 might have 144 compute units and that the product lineup targeted at least twice the performance of its predecessors. The thread is secondary evidence of what was reported; it does not establish the rumor’s provenance or confirm the specifications with AMD. The forum thread should therefore be read as a record of the rumor, not as an AMD product announcement.
What RDNA 4 specifications did AMD announce?
On February 28, 2025, AMD announced the Radeon RX 9070 XT and RX 9070 as RDNA 4 graphics cards. AMD’s published reference specifications are:
| Specification | Radeon RX 9070 XT | Radeon RX 9070 |
|---|---|---|
| Compute units | 64 | 56 |
| Game clock | 2.4 GHz | 2.1 GHz |
| Maximum boost clock | Up to 3.0 GHz | Up to 2.5 GHz |
| Memory | 16 GB GDDR6 | 16 GB GDDR6 |
| Memory interface | 256-bit | 256-bit |
| Infinity Cache | 64 MB | 64 MB |
| Total board power | 304 W | 220 W |
These are AMD’s announced reference specifications. AMD defines boost clock as a maximum frequency reached under bursty workload conditions; actual frequency and how long a card sustains it vary with the thermal conditions, application, and workload. A maximum boost figure is not a guaranteed operating clock. AMD’s February 28, 2025 announcement contains the specifications and clock qualification.

#1 Best Overall
- Axial-tech fans now feature a smaller fan hub that facilitates longer blades and a barrier ring that increases downward air pressure
- 2.5-slot design allows for greater build compatibility while maintaining cooling performance
- 0dB technology lets you enjoy light gaming in relative silence
- Dual BIOS switch lets you toggle between Quiet and Performance BIOS profiles
- Dual ball fan bearings last up to twice as long as sleeve bearing designs
Does RDNA 4 really double RDNA 3 performance?
Not as a blanket claim about overall gaming performance for a complete graphics card. AMD describes several distinct gains, each with its own workload and comparison unit:
- Gaming: AMD says an RDNA 4 compute unit delivers up to 40% higher gaming performance than a previous-generation RDNA 3 compute unit. This is a per-unit architectural claim, not a claim that a whole RDNA 4 card is 40% or twice as fast in every game.
- Ray tracing: AMD claims over 2x ray-tracing throughput per compute unit versus the previous generation. That metric is specifically ray-tracing throughput per unit, not overall gaming performance.
- AI: AMD claims up to 8x INT8 throughput per AI accelerator for sparse matrices per compute unit versus the previous generation. It describes a specific AI workload, not game frame rates.
Those figures cannot be substituted for one another: they refer to different workloads and metrics, and the first two specify per-compute-unit throughput. AMD’s announcement does not establish that a full RDNA 4 graphics card delivers twice the overall gaming performance of a full RDNA 3 card.

What does AMD claim about RX 9070-series gaming performance?
AMD also published full-card comparisons against the Radeon RX 7900 GRE. In AMD’s February 2025 performance-lab results, the RX 9070 averaged over 20% higher gaming performance at 1440p, while the RX 9070 XT averaged over 40% higher performance in a stated 4K game suite. These are AMD’s own results, not independent testing.
AMD’s footnote describes the testing system as a Ryzen 7 9800X3D with 32 GB of DDR5-6000 memory, Windows 11 Pro, and driver 25.3.1 RC 31. It says game builds were current as of February 5, 2025, with some named titles updated through February 14, 2025, and notes that system manufacturers may use different configurations that produce different results. The resolution and comparison context matter: the 1440p RX 9070 figure and 4K RX 9070 XT figure are not one interchangeable benchmark result. AMD’s announcement and performance footnotes provide the test details.

How should you interpret the clock numbers?
The rumored 3.5 GHz figure should not be treated as the confirmed boost clock of the two announced reference cards. AMD lists up to 3.0 GHz for the RX 9070 XT and up to 2.5 GHz for the RX 9070; their game clocks are lower at 2.4 GHz and 2.1 GHz. Game clock and maximum boost clock are different specifications, and actual card frequency depends on workload and thermal conditions.
These figures describe the two products AMD announced, not every possible partner-card configuration. AMD listed board partners including Acer, ASRock, ASUS, Gigabyte, PowerColor, Sapphire, Vastarmor, XFX, and Yeston, with RX 9000 availability beginning March 6, 2025. The announcement does not establish a current retail price or stock status.
