Use Windows 11’s built-in Disk Management to create a partition: if the drive has no unallocated space, shrink a suitable existing volume first, then create a New Simple Volume in the space that appears. You can choose its size, assign a drive letter, and format it in the wizard. Back up important files before changing partitions or formatting.
What partitioning does in Windows 11
A partition is a section of a physical drive that Windows treats as a volume, such as C: or D:. To create another usable volume, Disk Management needs unallocated space on the disk. If the disk already has unallocated space, you can create a volume there; otherwise, shrinking an existing volume carves out space for it.
Microsoft’s Disk Management instructions apply to Windows 11 and Windows 10, and describe the tool as working the same in both. Disk Management is built into Windows, so these steps do not require separate partitioning software.
Before you change a partition
- Back up files you cannot afford to lose. Formatting destroys data on the selected volume, as Microsoft Support warns in its Disk Management in Windows guidance. A backup destination could be another drive or a supported Windows backup location; an external drive is optional, not a requirement.
- Identify the correct physical disk and volume by checking their labels and displayed sizes before you make changes. Do not assume that a drive letter alone identifies the intended disk.
- Creating a volume requires administrator access and available unallocated space (or free space inside an extended partition).
How to create a partition in Windows 11
1. Open Disk Management
Right-click Start and select Disk Management. Other ways to open it include searching for Create and format hard disk partitions, pressing Windows+R and entering diskmgmt.msc, or opening Computer Management > Storage > Disk Management.

2. Check whether unallocated space is available
In the lower pane, locate the intended disk and inspect its layout. Unallocated space is shown separately from existing volumes. If enough is available, go to step 4. If not, you can try to create some by shrinking a suitable volume on that disk.
3. Shrink an existing volume if needed
- Right-click the suitable basic volume and select Shrink Volume.
- Follow the prompts and enter the amount to shrink in megabytes, if asked. The amount is the space taken from the existing volume to create adjacent unallocated space; it is not the size of the new volume after any later changes.
- Confirm the operation and wait for Disk Management to display the unallocated region.
Shrinking reduces the existing volume from its end and does not require reformatting. Microsoft Learn says Disk Management can shrink basic volumes that have no file system or use NTFS. Ordinary files are relocated automatically, but some files cannot be moved, which can limit the available shrink amount.

4. Create a New Simple Volume
- Right-click the unallocated region and select New Simple Volume.
- In the wizard, enter the volume size in megabytes or accept the maximum available size.
- Choose an available drive letter.
- Choose whether to format the volume now, review the selections, and select Finish.
If you choose not to format, the new volume may not be ready for ordinary file storage until it is formatted with a file system. If you do format, verify the selected volume carefully: formatting destroys data on that volume. A quick format creates a new file table but does not fully overwrite or erase the volume, according to Microsoft’s Disk Management guidance.
Why Windows may not let you shrink a volume as much as expected
The maximum shrink amount is not always equal to the volume’s total free space. Files that Windows cannot automatically relocate can block shrinking beyond their location. Microsoft Learn lists paging files and shadow-copy storage as examples. Its Shrink a basic volume guidance, updated April 25, 2025, says to check the application log for event ID 259 if a shrink operation fails; the event can help identify an unmovable file. The result can depend on what is stored on the volume, so a retry or defragmentation is not a guaranteed fix.

Partition-style and external-drive considerations
For a new disk, Microsoft recommends GPT for modern UEFI systems and for large drives or setups needing more than four partitions. MBR is intended for older hardware or operating systems without UEFI support. This guidance concerns initializing a new disk; converting an existing Windows system disk is not a routine step in creating another volume.
On a basic disk, Disk Management may create three primary partitions and configure subsequent partitions as logical drives within an extended partition, as described in Microsoft’s Disk Management overview. Some USB disks cannot be initialized and are only formatted and assigned a drive letter, so their options may differ from those for an internal disk.
