There is no evidence-based universal winner here. Proton VPN is a strong candidate if you want open-source apps across many platforms and publicly linked audits. Mullvad is worth considering if you prioritize an openly licensed client repository and public app-review materials. Neither choice can be declared faster, better for streaming, or better value on the available evidence.

What “open-source VPN” means—and what it does not

A VPN service is not a single piece of software. “Open source” may describe its client apps, protocol implementations, or other components. It does not, by itself, establish that every part of the service is open source or verify how the provider operates its servers and handles traffic.

That distinction matters when comparing privacy evidence. Public source code lets people inspect the code that is available; an audit is an assessment of a specified component and scope; reproducible-build evidence can help check whether a distributed app corresponds to published source. None of these alone proves a provider’s complete operational behavior.

Top picks: Proton VPN and Mullvad

Proton VPN: broad app coverage and published audits

Proton’s open-source page states: “All Proton apps are open source and have been independently audited and verified by third-party experts.” Proton also links to VPN source code and audit reports. Read this as a vendor claim about its apps and published materials—not as independent proof of the provider’s entire service or infrastructure. Proton lists WireGuard and OpenVPN, as well as features such as a kill switch and split tunneling; availability can vary, so check the current details for the platform and plan you intend to use.

Mullvad: GPL-3 client and public review materials

Mullvad’s repository describes its app as free software under GPL version 3. It identifies signed releases for macOS, Windows, Linux, and Android, and an iOS App Store distribution route. The repository says external security experts and penetration testers review the app, that reviews occur every second year, and that additional feature-specific audits are conducted for some security-critical changes. Treat these as the provider’s descriptions of its process; consult the linked report for the exact component, scope, and date of any particular review.

What independent build evidence can tell you

An Open Technology Fund white paper examined VPN software and reported that IVPN, Mozilla VPN, Mullvad, PIA, and ProtonVPN were open source among the providers it analyzed. It also reported matching hashes for those five in its study. A matching hash is evidence that the tested distributed build corresponds to the source examined in that study; it is not a current, exhaustive list of open-source VPNs or a guarantee about every later release. The study’s publication year is not established in the available source information, so treat the result as a dated study finding rather than a current market count.

The paper is useful for understanding why source availability and build verification are separate questions. A published repository shows code; build-verification work can test whether a particular binary matches source. Neither result independently establishes how a VPN provider handles user traffic in operation.

How to choose for your devices and priorities

  • Start with your devices. Check the provider’s current app list for every device you plan to protect, including televisions, Chromebooks, and browser extensions. Platform inventories can change.
  • Check the protocol you need. Proton lists OpenVPN and WireGuard. Its technical comparison describes OpenVPN as broadly supported and notes that WireGuard support varies among routers. That is provider-authored guidance, not independent testing; verify the exact protocol support in your device or router firmware.
  • Decide what kind of transparency matters most. If you want broad documented app availability and audit links, Proton is a reasonable candidate. If an openly licensed client repository and public app-review materials matter most, Mullvad is a reasonable candidate.
  • Keep service privacy claims separate from app evidence. Review the provider’s current privacy policy and architecture information alongside app source and audit reports. An open client does not, by itself, verify server-side practices.
  • Compare current practical terms directly. The evidence here does not establish comparable prices, plan limits, streaming performance, or speed. Check current provider information for your location and intended use rather than inferring value from openness or audit availability.

What about IVPN, Mozilla VPN, and PIA?

The Open Technology Fund study named IVPN, Mozilla VPN, and PIA among the five providers in its analyzed set that it described as open source and reported matching hashes for the five. That finding does not establish those providers’ current app scope, platform support, audit status, or comparative performance. It is a reason to investigate their current official documentation, not enough evidence to rank them alongside Proton and Mullvad today.

Can a VPN router be the better fit?

A router configured as a VPN client can route traffic from multiple devices through a VPN, which may help when a device lacks a suitable app. But router support depends on the specific firmware, protocol, and provider configuration. The available evidence does not establish a tested router model or compatibility list, so check the router manufacturer’s documentation and the VPN provider’s setup instructions before choosing hardware.

Why there is no single “best” ranking

The evidence supports conditional picks based on transparency materials and documented app coverage, not a current head-to-head verdict. It does not establish which named service is fastest, streams most reliably, or offers the best value. Those questions require comparable, current measurements and plan details; open-source status alone cannot answer them.
