It means the call was not accepted under the destination line’s current call-handling settings. Call screening, a rejection list, or a rule that accepts calls only from selected numbers can produce this announcement. By itself, the recording does not tell you which rule is active, whether you have been personally blocked, or whether the number is disconnected.

What the announcement tells you—and what it doesn’t

The call did not get through because of how the receiving line handled it. The message is not a diagnosis of the recipient’s account or a statement of their intent.

More than one feature can produce this wording. Tbaytel documents it for callers on a selective call rejection list and for callers who are not on a selective call acceptance list. Northwestel documents a similar pre-recorded message for numbers on a call screen list. Because the same announcement can have different causes, hearing it cannot identify the specific setting.

Does it mean you’re blocked or the number is disconnected?

Not necessarily. Call screening or a selective acceptance or rejection rule may be responsible, but the announcement alone does not prove that the recipient deliberately blocked you. It also does not establish that the number has been disconnected or suspended.

Only the person who controls the destination line or its carrier can check the settings and account status. If you are calling someone else, try again later or use an appropriate alternate way to contact them. Avoid repeatedly calling to try to get around a possible screening preference.

What kinds of settings can cause it?

Phone-level blocking or screening A phone’s own settings may block specified numbers or screen or silence some callers. Exact options vary by phone, software and setup; the cited device documentation does not establish that these controls always produce this exact carrier recording. If you manage the line, check its call controls

  1. Review the phone’s settings. On iPhone, Apple documents controls for blocking specific contacts and screening or silencing unknown callers. In Google’s Phone app, users can block numbers, including unknown numbers. Names and available options vary by software version and setup. See Apple’s call-blocking and screening guidance and Google’s Phone app guidance.
  2. Check provider-managed features. Ask the carrier for the affected line whether selective call acceptance, selective rejection, call screening or another incoming-call restriction is enabled. Carrier features can be configured separately from the phone.
  3. Ask the carrier to interpret the announcement. If the phone settings do not explain it, the provider can check which calling features are available and active on that line. The announcement itself is not enough to identify the cause.

Why a caller cannot diagnose the setting

The recording describes the outcome of the call, not the rule that caused it. A rejection list, a selective acceptance list and screening can all prevent a call from ringing through, and the caller generally cannot inspect the destination phone or carrier configuration. The line’s owner or carrier is best placed to verify it.
